Full Job Description

Program Coordinator — Comprehensive Outpatient Program - OTP

Location: Woodmere, NY (on-site) Organization : Tempo Group Counseling Services Schedule: Full-time, exempt (Flexible evening/early morning coverage as needed for OTP operations with the possibility of some remote work hours.)

Position Summary

The Program Coordinator works collaboratively with the Clinical Director to manage the day-to-day clinical and operational functions of the COP/OTP, ensuring high-quality care, regulatory compliance, and strong team culture. The role combines leadership with hands-on clinical work; the Program Manager carries a small limited caseload and provides direct care (e.g., intakes, assessments, crisis intervention, and limited ongoing therapy).

Reports to: Medical Director and Executive Director Supervises: Multidisciplinary team (clinicians/counselors, peers, care nursing/OTP operations staff, admin/intake as needed. Supervision responsibilities will be shared with other administrative team members)

Key Responsibilities

Operational & Regulatory Leadership

· Oversee daily program flow, staffing, access, OTP services.

· Ensure compliance with OASAS standards, SAMHSA/DEA OTP requirements, 42 CFR Part 2, and HIPAA.

· Maintain and update policies/SOPs, diversion control practices, incident reporting, and quality/improvement plans.

· Partner with medical leadership on dosing operations, safety, and client experience.

Clinical Quality & Supervision

· Provide clinical supervision (individual and group) and performance coaching; conduct case conferences and chart reviews.

· Uphold evidence-based care (e.g., MI, CBT, relapse prevention, harm reduction; ASAM-informed level of care decisions).

· Monitor documentation timeliness/quality in the EHR; support utilization review and payer/Medicaid billing integrity.

· Participates in conjunction with the other senior administrative staff in the recruiting, hiring, terminating, and evaluating of medical, counseling and clerical staff.

Direct Care (Patient-Facing)

· Hold a small, limited defined caseload; conduct biopsychosocial assessments, safety planning, care planning, and brief therapies.

· Provide intake coverage, crisis intervention, and care coordination/warm handoffs with internal and external partners.

· Facilitate or co-facilitate groups as needed.

People, Partnerships & Community

· Hire, onboard, and mentor staff; promote a collaborative, trauma-informed culture.

· Build relationships with referral sources, hospitals, courts, community partners, and managed care plans.

Data, Outcomes & Administration

· Track key metrics (access, retention, engagement, no-shows, outcomes, safety events) and lead CQI initiatives.

· Contribute to budget management, scheduling, inventory (including OTP-related supplies), and state/funder reporting.

Minimum Qualifications (Required)

· 5+ years of SUD treatment experience, including OTP experience (MOUD workflows and regulations).

· 3+ years of supervisory and/or program administrative leadership in behavioral health or SUD settings.

· LMSW/LCSW, LMHC, or equivalent license

· Demonstrated knowledge of OASAS requirements, 42 CFR Part 2, HIPAA, and OTP regulatory frameworks.

· Proficiency with EHR documentation, data-driven quality improvement, and interdisciplinary team leadership.

· Strong communication, problem-solving, and crisis-management skills; commitment to equity and harm-reduction principles.

Preferred Qualifications

· Experience managing program audits/surveys and diversion control plans within OTPs.

· Training in MI, CBT, trauma-informed care, co-occurring disorders, and ASAM criteria.

· Bilingual (e.g., Spanish/English) a plus.

Compensation & Benefits

Competitive salary, commensurate with experience and credentials.

$70,000.00 to $82,000.00 in the first year of COP/OTP operations with potential of 8 to 12% increase in the subsequent year. plus (medical, dental, vision and legal benefits, 403B, paid time off, professional development/CEU support, and supervision toward advanced credentials where applicable.
