Position Title: Public Works Director/Building Inspector
Department: Public Works
Reports To: Town Administrator
FLSA Status: Exempt / Full-Time
Salary Range: Range 91 ($85,337 to $104,300)

Town of Mountain View

The Town of Mountain View is a small town just to the west of Denver. With a population of 550+, it is a unique residential community, that offers an exceptional sense of community, within a 12-square block area. While being next door to larger cities such as Denver and Wheat Ridge, Mountain View is unique in its ability to concentrate heavily on public safety and bring residents together in a community atmosphere with town-wide events and offerings.

Position Summary

The Public Works Director/Building Inspector is responsible for the coordination of the operation, maintenance, and repair of the Town’s infrastructure, including streets, water and wastewater systems, parks, facilities, and equipment. The position performs both hands-on field work and administrative duties such as scheduling, recordkeeping, and regulatory compliance. The Director ensures safe, efficient, and reliable delivery of public services to the residents of the Town. The position also serves as the Town’s Building Inspector, conducting residential and commercial plan reviews and field inspections to verify that new construction, additions, alterations, and repairs comply with adopted building codes, Town ordinances, and state requirements. The Director works closely with both the contracted building and planning providers for the Town as well as the Town’s Police Department and Administrative office, and must be able to interact professionally with the Town’s elected officials and community members.

Essential Duties & Responsibilities

Coordinates with contract providers to operate, maintain, and repair Town streets, rights-of-way, and drainage systems.
Arranges for the performance of snow and ice control, including plowing, sanding, and salting.
Monitors and ensures the maintenance of the Town’s wastewater system.
Maintains or supervises the maintenance of the Town parks, grounds, buildings, and other public facilities.
Operates and maintains vehicles, tools, and some limited heavy equipment.
Responds to public works emergencies such as water line breaks, sewer backups, storm damage, or equipment failures.
Prepares work schedules, maintenance logs, and other reports for the Mayor and Council.
Oversees contractors, vendors, Public Works Assistant, and part-time/seasonal staff as directed.
Assists in preparation of budgets, capital planning, and regulatory compliance.
Provides courteous and professional customer service to residents.
Performs Code Enforcement.
Performs plan reviews and field inspections of residential and commercial construction projects—including footings, foundations, framing, electrical, plumbing, mechanical, and final inspections—to verify compliance with the adopted International Building Code (IBC), International Residential Code (IRC), and other applicable codes and ordinances.
Reviews building permit applications and construction documents, issues permits, calculates permit and plan review fees, and maintains accurate inspection records and certificates of occupancy.
Processes and issues fence and right-of-way permits following established standard operating procedures.
Investigates complaints regarding unpermitted work, unsafe structures, and building code violations; issues correction notices, stop-work orders, and citations as necessary.
Coordinates with contractors, property owners, design professionals, the Town Attorney, and outside agencies (e.g., fire district, state electrical and plumbing boards) on code interpretation, permitting, and enforcement matters.
Provides technical assistance and education to residents, contractors, and business owners regarding building code requirements, permit processes, and construction standards.
Performs other duties as assigned.

Knowledge, Skills, & Abilities

Ability to work collaboratively and maintain positive, professional working relationships with coworkers, contractors, elected officials, and the public.
Knowledge of municipal infrastructure maintenance and repair.
Ability to operate a variety of equipment safely and effectively.
Basic mechanical, plumbing, and electrical repair skills.
Ability to read, interpret, and follow safety procedures, maps, and work orders.
Strong organizational and time management skills.
Ability to work independently with minimal supervision.
Good written and verbal communication skills.
Willingness to respond to after-hours emergencies as needed.
Working knowledge of the International Building Code (IBC), International Residential Code (IRC), International Energy Conservation Code (IECC), and related electrical, plumbing, and mechanical codes.
Ability to read and interpret construction plans, blueprints, and specifications for residential and commercial structures.
Ability to perform accurate, timely, and courteous building inspections and clearly communicate code deficiencies and required corrections to contractors and property owners.
Knowledge of permit processing, fee calculation, and recordkeeping requirements for a municipal building department.
Ability to exercise sound judgment and independent discretion in interpreting and applying building codes and Town ordinances.

Minimum Qualifications

High school diploma or equivalent.
Valid Colorado driver’s license
Experience in construction, maintenance, utilities, or related field.
ICC certification as a Residential Building Inspector and Commercial Building Inspector; ICC Combination Inspector certification preferred.
Experience conducting building inspections, plan review, or construction-related work involving code compliance preferred.
Any equivalent combination of education, training, and experience that demonstrates the ability to perform the duties.

Physical Requirements

Work is performed indoors and outdoors in all weather conditions.
Requires standing, walking, bending, lifting up to 75 pounds, climbing, and operating heavy equipment.
Exposure to dust, chemicals, loud noise, and hazardous conditions may occur.
Ability to access and inspect construction sites, including uneven terrain, ladders, scaffolding, crawl spaces, attics, and roofs.
Must be available for emergency call-outs, evenings, weekends, and holidays as needed.

Compensation

Annual Salary Range: $85,337 to $104,300)

The Town of Mountain View takes into consideration a candidate’s education, training, and experience when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
