Job Summary
The Project Contract Manager will work collaboratively with enterprise-wide City Departments to assist with project and contract management for facilities, roads, and utilities. The position may also include working with external partners on special projects and as a liaison for City Departments. The Project Contract Manager will be responsible for reviewing contract documents, procurement methods, and tracking project deliverables. In addition, the Project Contract Manager is responsible for preparing project reports for Executive Leadership. The position will be working side by side with engineers, contractors, architects, vendors, and clients. This position will report directly to the EPMO Director.

Key Functions/Knowledge/Skills
- More specialized skills in a particular type of work; knowledge of an extensive body of rules, procedures, or operations; specialized skills that may be technical or non-technical, such as research and analytical skills, composing non-routine documents and letters.
- Works with architects/engineers and City departments to ensure project delivery.
- Collaborates with City Departments to develop and maintains reports across various projects.
- Collaborates with the City of Brownsville Procurement Department to ensure completeness of bid packages.
- Checks the scope, amount, accuracy, and completeness of all proposals.
- Knowledge of procurement methods that best fit the project scope to provide adequate recommendations to City Departments.
- Knowledge of contracting policies, practices, regulations, and techniques.
- Knowledge of contract development and writing, including contract language, terms, and conditions.
- Performs other duties as assigned.
Minimum Education & Experience
High school graduation or GED plus four years of experience in contracts review and management.
Special Certifications & Licenses
Valid Texas Driver’s License

Responsibility for Equipment & Property
Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office, use of City vehicle.
