Summary:
The Housing Occupancy & Outreach Coordinator performs core housing occupancy, resident services, case management, and community outreach functions for the Tunica Biloxi Housing Department. The position supports Tribal members and residents in obtaining and maintaining stable housing; administers applicant intake, eligibility, lease-up, occupancy, and compliance activities; and connects households with supportive services and community resources. The Housing Occupancy & Outreach Coordinator also supports intake of members, resident services at the Life Enrichment Shelter, coordinates with Tribal departments and outside service providers, and works under the direction and oversight of the Housing Director. The Housing Occupancy & Outreach Coordinator will work closely with the Housing Director and maintain open, consistent, and timely communication regarding housing programs, resident needs and concerns, planned activities, compliance matters, and operational issues. The Housing Occupancy & Outreach Coordinator is expected to demonstrate accountability through effective follow-up, follow-through on assigned responsibilities, and regular updates to ensure the Housing Director remains informed of significant program activities, concerns, and departmental matters. This position has no supervisory responsibilities.
Essential Duties and Responsibilities:
Housing Occupancy, Eligibility & Lease-Up
· Conduct applicant intake interviews and collect financial, household, housing, and eligibility documentation for lease up or assistance programs.
· Review and assess applications for compliance with applicable housing program requirements, ensure required documentation is complete, update applicant files, and submit applications to the Housing Director for review and approval.
· Assist with coordination of housing placement for eligible individuals and families and assist with timely occupancy of available units.
· Support lease-up of current and future housing developments, including applicant readiness, lease documentation, move-in coordination, required unit inspections and updated files.
· Assist residents in understanding leases, occupancy requirements, Housing Department policies, program rules, and tenant responsibilities.
· Maintain accurate lease-up information, resident documentation, resident assistance applications, and resident files.
· Assist with waitlist coordination.
Case Management, Resident Services & Housing Stability
· Assist with development and monitor of case plans based on housing needs, financial goals, barriers, and self-sufficiency objectives.
· Provide general case management, including intake, assessment, education, referrals, and follow-up.
· Connect residents and Tribal members with our referral program to social services, public benefits, healthcare, employment, education, and other supportive resources.
· Assist with identifying households at risk of eviction or housing instability and providing early intervention and referrals to help prevent displacement.
· Assist with preparation and processing of eviction-related documentation and coordinate with Housing administrative staff when court filing is required.
Outreach, Education & Partnerships
· Identify and develop relationships with community organizations, agencies, service providers, and other public resources that offer beneficial services, programs, and assistance to Tribal members.
· Research and maintain current information on available community resources, services, and opportunities, and connect Tribal members to those resources through referrals, outreach activities, Life Skills educational events, and direct assistance.
· Conduct community outreach to promote Housing Department programs, services, resources, and available assistance to Tribal members.
· Build and maintain partnerships with Tribal departments, local service providers, community organizations, vendors, and other partners to strengthen coordination of services for residents and program participants.
· Organize resident engagement activities, workshops, Life Skills videos, and educational opportunities on topics such as financial literacy, homeownership readiness, tenant rights and responsibilities, employment readiness, and other life skills.
· Plan, organize, and participate in community outreach activities, resident meetings, educational events, and program events as assigned.
· Maintain documentation of resident service and outreach schedules, activities, participation, referrals, Life Skills, and outcomes.
Life Enrichment Shelter & Program Support
· Support the daily resident services of the Life Enrichment Shelter clients in coordination with the Housing Director and applicable Tribal departments.
· Oversee and/or assist with shelter intake procedures, resident documentation, case evaluations, scheduled meetings, and required case-related client contacts.
· Help maintain a safe, secure, positive, and respectful environment for shelter residents and report injuries, incidents, or concerns to Housing Director.
· Coordinate with Housing maintenance to start a schedule to monitor daily of the Life Shelter property, grounds, inventory, and equipment. Document and coordinate work orders identifying maintenance. Communicate any capital improvement needed with the Housing Director.
Inspections, Maintenance Coordination & Compliance
· Assist as needed with regular housing unit inspections, to support health, safety, housing quality, and to lease compliance requirements.
· Document, report, and follow up on reported maintenance issues. Maintain documentation of all follow ups and call backs.
· Educate residents on maintaining their units and complying with lease terms, health and safety expectations, and housing standards.
· Maintain high standards of physical safety and complete or assist with inspection reports, incident reports, investigation documentation, and other required records.
Documentation, Reporting & Department Coordination
· Maintain confidential, complete, and accurate records of applicant and resident contacts, case plans, referrals, inspections, occupancy actions, and program progress.
· Complete and submit required reports, updates, and documentation to the Housing Director as required or requested.
· Work closely with the Housing Director to identify operational concerns, improve processes, and support effective program performance.
· Assist the Housing Director with identifying funding opportunities and supporting grant-related activities for continuation or expansion of housing and resident services.
· Perform other duties as assigned by the Housing Director
Accountability & Communication
· Demonstrate consistent accountability, reliability, follow-through, and ownership of assigned duties, deadlines, resident matters, collections, documentation, and required follow-up.
· Maintain strong, timely, and professional communication with the Housing Director and Housing team. Keep the Director informed of significant resident issues, program concerns, collection issues, compliance matters, planned actions, and other matters affecting Housing Department operations.
· Discuss significant actions, program changes, commitments, or decisions with the Housing Director in advance and obtain appropriate direction or approval before proceeding, when required.
· Demonstrate strong teamwork and collaboration skills, including sharing information, coordinating responsibilities, supporting coworkers, and communicating with team members.
· Immediately communicate problems, delays, missed deadlines, unresolved resident concerns, or other barriers that may affect completion of assigned responsibilities, impact a housing program, or affect a tribal member.
Rent & Water Collection Monitoring
· Monitor and/or oversee weekly rent collections and water bill collections, identifying outstanding balances, and maintaining accurate collection records.
· Provide regular collection status reports and updates to the Housing Director, including delinquent accounts, payment concerns, follow-up actions, and other issues.
· Coordinate resident follow-up regarding rent and water balances in accordance with Housing Department policies and procedures.
Additional Duties
· Perform additional job duties, special assignments, projects, outreach activities, and program responsibilities as assigned by the Housing Director based on departmental and program needs.

· Computer proficiency, including Microsoft Word and Excel, and the ability to prepare reports.
· Ability to work effectively in a changing and sometimes demanding environment.
· Knowledge of or the ability to learn HUD, NAHASDA, Tribal Housing, and applicable grant requirements.
· Public speaking and community outreach skills.
Education/Experience - Minimum Requirements:
· Associate’s degree in human services, Business Administration, or a closely related field AND a minimum of ten (10) years of full-time, professional experience in affordable housing, public or assisted housing, HUD/NAHASDA programs, Shelter Services, or a related public service field; OR
· Bachelor's degree in human services, Business Administration, or a closely related field a related field AND a minimum of three (3) years of direct professional experience in affordable housing, public or assisted housing, HUD/NAHASDA programs, Shelter Services, or a related public service field.
· A minimum of two (2) years of direct experience as a Housing Specialist, Housing Caseworker, Housing Case Manager, Housing Coordinator, or Shelter Services role in a public, tribal, or assisted housing environment is preferred.
· Demonstrated ability to perform eligibility, compliance documentation, lease-up, housing stability, resident services, outreach, and case management functions.
Certificates and Licenses:
· Valid Louisiana Driver's License
Supervisory Responsibilities / Work Schedule:
· This position has no supervisory responsibilities.
· This position may have on-call responsibilities based on program needs.
· Work schedule is full-time and may require flexible hours based on Housing Department needs, resident, outreach, and program needs.
Work Environment:
The employee may work in offices, shelters, community, and outdoor settings and may occasionally be exposed to cold, hot, wet, or humid conditions. The noise level is usually moderate.
Physical Demands:
This position requires walking, standing, bending, and sitting for extended periods. The employee must be able to lift up to 35 pounds unassisted and must have adequate eye and hand coordination to perform the essential functions of the position.
