Job Summary

Under general direction of the Planning and Development Services Director, the GIS Analyst is responsible for developing, maintaining, and analyzing geographic information system (GIS) data to support City operations, planning, infrastructure management, and decision-making. This role works collaboratively across departments to produce mapping products, manage spatial databases, and provide technical GIS support for the City.

Essential Job Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Develops, maintains, and updates GIS datasets, including parcels, utilities, zoning, transportation, and aerial imagery.
Creates high-quality maps, graphics, and spatial analyses to support planning, engineering, public works, and other City departments.
Administers and maintains the City’s GIS database, ensuring data accuracy, integrity, and standardization.
Performs spatial analysis and modeling to support infrastructure planning, growth management, and capital improvement projects.
Integrates GIS with other City systems, such as permitting, asset management, and work order systems.
Collects, processes, and manages field data using GPS and mobile GIS applications.
Supports public-facing GIS tools, including interactive web maps and open data portals.
Responds to internal and external requests for maps, data, and spatial analysis.
Assists in developing GIS standards, policies, and procedures.
Coordinates with regional, state, and federal agencies to obtain and share geospatial data.
Provides technical support and training to City staff on GIS tools and applications.
Documents workflows, metadata, and data management practices.
Evaluate trends in GIS and makes recommendations to Planning and Development Services Director and City Engineer.
Excellent cartographic skills.
Interpret regulations, plats, as-builts, field notes and other documents both for accuracy and use in GIS.
Provide internal and external customer service.
Designs, develops, and maintains complex web mapping applications using configurable and custom solutions, leveraging programming languages, object-oriented design, ArcGIS tools (Portal templates, Insights, Dashboards, Web AppBuilder), and integrations with business systems via APIs.
Maintains professional and collaborative working relationships with internal departments and cross-functional teams.

Knowledge, Skills, and Abilities:

Knowledge of GIS principles, spatial analysis, and cartography.
Proficiency in GIS software such as ArcGIS Pro and ArcGIS Online.
Skill in ArcGIS Desktop and Pro; data design, creation, and maintenance.
Familiarity with geodatabases, data management, and coordinate systems.
Experience with scripting or automation tools (e.g., Python) preferred.
Ability to analyze complex spatial data and communicate findings effectively.
Strong attention to detail and commitment to data quality.
Ability to manage multiple projects and meet deadlines.
Knowledge collecting field data using GPS data.
Knowledge of City policies and procedures.
Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.

Job Qualifications

Formal Education: Bachelor’s Degree in Geography, GIS, Urban Planning, Civil Engineering, and/or related field.
Relatable Work Experience: 2 years’ experience in related position.
Training (Licenses(s) and/or Certification(s): N/A

Preferred Qualifications

Experience in a municipal or public sector environment.
Familiarity with utility and infrastructure datasets (water, wastewater, stormwater, transportation).
Experience developing web-based GIS applications and dashboards.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
The noise level in the work environment is usually quiet to moderate.
Required to sporadically perform work outdoors, occasionally in adverse weather conditions.
