ABOUT THE POSITION

The Riverside County Assessor-County Clerk-Recorder's (ACR) Office seeks to fill multiple Assessor- County Clerk- Recorder Technician Trainee/l/ll positions in the Desert. Current position is located in Palm Desert.

The selected candidates will process marriage licenses, perform civil ceremonies, and handle fictitious business name filings, including abandonments and withdrawals. Incumbents will register notaries, legal document assistants (LDAs), unlawful detainer assistants (UDAs), process servers, and professional photocopiers. Additionally, they will issue vital records such as birth, marriage, and death certificates; provide certified copies of recorded documents; and review and record legal documents related to real property. ACR Technicians will also answer phone calls, respond to basic assessor-related inquiries, and provide information to the public. Other related duties may be assigned as needed.

The most competitive candidate will possess strong proficiency in the Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint. Candidates should also have experience working with Eagle Recorder, Aumentum, and Tyler software programs, demonstrating the ability to efficiently manage records, data, and administrative processes in a professional environment.

The level at which the position will be filled is at the discretion of the department.
Salary Range:
Assessor-Clerk-Recorder Technician Trainee - $19.7095 -$25.9503 Hourly
Assessor-Clerk-Recorder Technician I - $24.4237 $32.0633 Hourly
Assessor-Clerk-Recorder Technician II - $25.9110 $34.0584 Hourly

Meet the Team!

The Assessor-County Clerk-Recorder (ACR) has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying, and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and for creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of fictitious business name statements. The Records Management Archives Program (RMAP) unit provides professional records management services, and the Archives Program provides public access to the history of Riverside County.

EXAMPLES OF ESSENTIAL DUTIES

ASSESSOR-CLERK-RECORDER TECHNICIAN TRAINEE
Examples of Essential Duties (may include but not limited to)

In a learning capacity, retrieve, research, prepare, and/or provide certified copies of legal documents, Official Records, and Vital Records; assist and instruct the public in self-service research of Official Records of property ownership, deeds, liens, etc., via microfiche and archives; prepare copies of papers, maps, and documents; under supervision, calculate and collect fees.

Assist with issuing applications for Marriage Licenses and perform civil marriage ceremonies.

Assist with accepting, reviewing, and processing filing Fictitious Business Name Statements, Abandonments, Dissolutions of Partnership, Withdrawals of Partnership, and Proof of Publications.

Review, verify, and accept legal documentation, and/or prepare supporting documents for certifying Notary Publics, Humane Officers, Registration of Process Servers, Official Photocopiers, Unlawful Detainer Assistants, Powers of Attorney, and others; administer oaths and executes certifications; collects appropriate fees and submits to government agencies for final processing.

Assist with researching and updating property assessment records; gather information from property owners, contractors, and other sources; check property statements, boat and aircraft declarations, and forms, records, and other assessment materials for accuracy, completion, and conformance with established procedures.

Assist with preparing, computing, and entering changes to the tax roll.

Perform a variety of clerical tasks including sorting, processing, and filing documents and records; may input roll corrections for review; may update and send out information on property tax audits; assist with preparing audit roll corrections for review.

Under close supervision, update property characteristics and attributes; pick-up plans, permits, and other documents; sort and organize information for the appraisal process.

Assist the public and other governmental agencies by phone, in person and in writing by answering routine inquiries on property tax assessments, appraisal procedures, recording laws, County Clerk functions, and fees.

Review and scan Official Records, Vital Records, maps, and other recordable documents for archival purposes.

Make arithmetical calculations and verify totals; check arithmetical accuracy of claims, warrants, vouchers, or deposits; post transactions and collect receipts for monies; post cash receipts.

ASSESSOR-CLERK-RECORDER TECHNICIAN I

Under minimal instruction, retrieve, research, prepare, and/or provide certified copies of legal documents, Official Records, and Vital Records; assist, direct, and instruct the public in self-service research of Official Records of property ownership, deeds, liens, etc., via microfiche and archives; prepare copies of papers, maps, and documents; calculate and collect fees.

Assist with issuing applications for Marriage Licenses and perform civil marriage ceremonies; accept, review, and process Fictitious Business Name Statements, Abandonments, Dissolutions of Partnership, Withdrawals of Partnership, and Proof of Publications.

Issue applications for Marriage Licenses and perform civil marriage ceremonies.

Accept, review, and process Fictitious Business Name Statements, Abandonments, Dissolutions of Partnership, Withdrawals of Partnership, and Proof of Publications.

Review, verify, and accept legal documentation, and/or prepare support documents for certifying Notary Publics, Humane Officers, Registration of Process Servers, Official Photocopiers, Unlawful Detainer Assistants, Powers of Attorney, and others; administer oath and execute certification; collect appropriate fees and submit to government agencies for final processing.

Identify, classify, and examine complex documents for legal acceptability and certification of Riverside County; ensure proper notarization or acknowledgement for recordation as prescribed by law; research and apply state codes and procedures to resolve questions of recordability and interpretation; compute and accept payment of proper fees and transfer taxes.

Research and update property assessment records; gather information from property owners, contractors, and other sources; check property statements, boat and aircraft declarations, and forms, records, and other assessment materials for accuracy, completion, and conformance with established procedures.

Prepare, compute, and enter changes to the tax roll; perform a variety of complex clerical tasks in connection with the sorting, processing, and filing of documents and records.

Read and interpret Revenue and Taxation Code pertaining to Change in Ownership; identify property/assessment by reading and interpreting complex legal descriptions; update ownership information and mail to address on assessment records; apply and process exclusions and exemptions when applicable.

Abstract statistical information for classifying data (names, grantor/grantee, contractor, document type, document number, date filed, and fees) and verify previously entered classification information for accuracy and completeness.

Prepare, read, and scan Official Records, Vital Records, maps, and other recordable documents for archival purposes and statistical reports.

May field check properties to observe actual use; document characteristics and attributes and update as needed; recommend quality class and obtain measures, dimensions and square footage as needed.

Prepare data for minor construction which may include interior remodeling and additions, pool, patio, covers, and enclosures for valuation by an appraiser; prepare state costs for new constructions for review and approval.

Perform field canvassing and inspections in order to identify new businesses, changes in business assessments, and record property characteristics.

Assist the public and other governmental agencies by phone, in person and in writing by answering complex inquiries on property tax assessments, appraisal procedures, recording laws, County Clerk functions, fees, and current laws affecting the operations of the ACR.

Make arithmetical calculations and verify totals; check arithmetical accuracy of claims, warrants, vouchers, or deposits; post transactions and collect receipts for monies; post cash receipts; prepare cash drawer for daily change and balance cash drawer.

MINIMUM QUALIFICATIONS

ASSESSOR-CLERK-RECORDER-TECHNICIAN-TRAINEE
($40,996- $53,977 Annually)

Experience: One year of clerical experience in a field related to the major functions of the County of Riverside's ACR. (Completion of 30 semester or 45 quarter units from an accredited college or university may substitute for the required full-time experience.)

Knowledge of: Modern office practices and procedures including filing and operating standard office equipment; basic arithmetic; proper telephone and reception techniques.

Ability to: Learn to review, understand, apply, and how to explain laws, regulations, and policies governing legal documents; learn to read and interpret maps, titles, property descriptions, assessment records, and related documents; perform basic arithmetical calculations; deal tactfully and courteously with the public; provide information and respond to questions from the public and establish and maintain effective working relationships with the public and other staff members; attain and meet departmental production standards by the conclusion of the probationary period.

ASSESSOR-CLERK-RECORDER TECHNICIAN I
($50,801- $66,692 Annually)

OPTION I
Experience: One year as an ACR Technician Trainee with the County of Riverside.

OPTION II
Experience: Two years of clerical experience in a field related to the major functions of the County of Riverside's ACR Office. (Completion of 30 semester or 45 quarter units from an accredited college or university may substitute for one year of the required full-time experience.)

ALL OPTIONS
Knowledge of: The types and formats of recordable documents affecting title to property; legal document procedures and processes; property assessment factors and procedures; modern office practices and procedures; basic arithmetic.

Experience: Two years of performing duties equivalent to that of a County of Riverside ACR Technician I. (Completion of 30 semester or 45 quarter units from an accredited college or university may substitute for one year of the required full-time experience.)
