PROGRAM SUMMARY:
The Idaho Out-of-School Network’s Mission to build, advocate for, and lead a strong out-of-school community. ION provides tools and resources to increase access to quality youth programs. ION’s vision is that every Idaho child has an opportunity to learn and thrive through participation in a high quality out-of-school program.
ION is deeply committed to optimizing access to high-quality learning opportunities beyond the school day that prepare youth for success in education, careers and life. ION accomplishes this by 1) Increasing awareness about and access for out-of-school programs; 2) Organizing policy and partnerships for out-of-school (OST) programs; and 3) Nurturing quality and professional development for OST programs.
SUMMARY:
The Idaho Out-of-School Network (ION) seeks an Out-of-School Time (OST) Specialist to provide support, observation, feedback, coaching and technical assistance to out-of-school programs throughout Idaho. This position will advance ION initiatives related to professional learning and development, statewide quality improvement efforts, and marketing and public awareness of Idaho Building Blocks for Out-of-School Time Quality.
The OST Specialist is responsible for implementing ION’s system to coach out-of-school Program Managers in the Idaho Building Blocks for Out-of-School Time Quality. This position works with the ION team to co-create the professional development, build and host annual in-person events, as well as support the Think Make Create (TMC) Lab program statewide.
This is a part-time role at 18 hours per week.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 85%

Implement a coaching schedule and system of communication to travel and conduct training and coaching directly with program staff and leadership using the Idaho Building Blocks for Out-of-School Time (OST) Quality;

Assist programs to comply with the monitoring systems for state and federal funding;
-
Deliver TMC Lab trainings and coach and connect hosts with resources to maximize use of labs;
-
Support curriculum alignment and scaffolding of TMC Labs Activity Guide;
-
Develop engaging micro-trainings, short-form educational videos, and digital learning resources that resonate with a new generation of out-of-school time professionals and promote implementation of the Idaho Building Blocks for Out-of-School Time Quality;

Demonstrate an understanding of afterschool program best practices and proficiency in evaluation, theory of change and consultation processes;

Develop curriculum and trainings related to the Idaho Building Blocks for OST Qaulity

Strategize with ION team on theme for Regional Recharge Trainings and Roundtables to best include programs from across Idaho;

Guide programs to host annual Lights on Afterschool events;
-
Participate in the planning of the annual Recharge Workshop and travel to sites to facilitate the delivery of the Regional Recharge Workshops and Regional Roundtables for ION;
-
Maintain records detailing program consultation, notes, and tracking with ION’s project management tools;
-
Identify new leaders and help recruit statewide ambassadors for ION’s Workgroups, Steering Committee, nominations for Afterschool Champions and Policy Maker Panel participants;

Support and attend ION’s Regional Trainings and annual events i.e. Power Up Summit

Assume or assist with management of special projects and grants as needed;
-
Understand OST provider needs and desires through surveys and personal communications;
-
Help deliver resources and technical assistance for programs statewide that result in student level and programmatic outcomes;
-
Establish and maintain working relationships, coordinated with the Director, with local, state, and national governmental entities, community organizations and policymakers regarding afterschool/ out-of-school time issues;

Inform providers on policy and advocacy information relating to out-of-school;
-
Strengthen and broaden the programs supported through the Network
Voice of the Network
-
Amplify ION’s role as the statewide voice for OST by contributing to communications, publications, and public speaking opportunities.

Steward and share ION’s work around quality through giving presentations and at statewide convenings.
Other duties and responsibilities: 15%
Function as part of the ION team

Remain current with network policies and procedures;

Attend and participate in ION staff and tactical meeting;

Work collaboratively and in consultation with Lead OST Specialist and TMC Lab Manager.
QUALIFICATION REQUIREMENTS:

Ability to travel regionally up to 35% of working time and statewide 5%;
-
Highly organized, with proven ability to manage timelines, projects, and competing priorities;

Ability to work efficiently independently and with a team;
-
Strong communication skills including written, verbal (including public speaking) and listening skills;
-
Demonstrated effective relationship-building skills;
-
Strong strategic thinker with ability to evaluate opportunities, prioritize initiatives, and keep projects aligned with organizational values;

Experience working with Excel, Canva, video, and task management software;
-
Experience creating engaging digital learning content;
-
Literate in the application and use of AI tools;
-
Able to pass a criminal history background check;
PREFERRED QUALIFICATIONS
-
Leadership experience in out-of-school time, youth development, afterschool, or summer learning programs.
EDUCATION:
Bachelor’s degree in Education, Science or related field or significant relevant experience would be considered.
WORKING CONDITIONS:
Works in an office environment or remote home office.
PHYSICAL REQUIREMENTS:
Must be able to tolerate varied weather conditions when traveling. Sitting, standing, walking, driving, repeated hand and wrist motions (for use or computers, phones, and other office equipment) are required. May be required to lift up to 30 pounds.
