SUMMARY
The Project Manager is responsible for managing all aspects of the construction process for single-family home projects and assisting the Senior Construction Project Manager for multi-family projects. The Project Manager represents ICCF in its development and ownership of housing that has engaged the services of General Contractors and Subcontractors; the Project Manager provides oversite and management of these contractors. It is a position requiring complete and thorough technical knowledge of the construction process, with a focus on the key project metrics of quality, budget, safety, and timeliness. The Project Manager is responsible for the smooth organization, implementation, and completion of construction projects to the satisfaction of the stakeholders and funding sources. The role involves construction contract review and enforcement, writing detailed scopes of work, and developing construction budgets. The Project Manager is responsible for overall project planning and scheduling, as well as project budgeting and cost control, while providing technical direction and ensuring compliance with quality standards, local regulations, and funding source requirements. The Project Manager also offers critical support to the Senior Construction Project Manager on large multi-family projects while acting independently to complete single-family home projects and capital improvement tasks.
ESSENTIAL DUTIES & RESPONSIBILITIES

Construction Management Tasks:
- Create construction estimates for prospective renovation and new construction projects. Provide initial construction cost estimates and refine them through research and value-engineering to inform the development of accurate scopes of work and specification documents which maximize value.
- Provide regular project progress updates to the Senior Construction Project Manager summarizing key project metrics.
- Create accurate, complete, project documents including scopes of work, specifications, and budgets for ICCF construction projects.
- Create volunteer-specific project documents, including scopes of work, specifications, and budgets for home sponsorship opportunities.
- Collaborate closely with the Volunteer Coordinator to match volunteers and donations with houses and job sites.
- Manage the bidding of projects including bid package compilation, RFP issuance, and bid solicitation efforts. Tabulate and analyze bid proposals for responsiveness to the project documents. Evaluate and select bids while ensuring compliance with funding source requirements.
- Create subcontract agreements using ICCF templates and track accordingly.
- Direct construction permitting process for assigned projects (submittals, reviews, issuance, extensions, and close-outs) for both ICCF and subcontractor work, where applicable.
- Manage subcontractors and track budgets, schedules, and quality of work.
- Monitor and enforce jobsite safety and security.
- Communicate effectively with the subcontractors responsible for completing various phases of projects, especially regarding project scheduling.
- Coordinate the prompt resolution of construction-related issues (unforeseen conditions, subcontractor disagreements, complaints, change orders, warranty items, etc.) to ensure projects meet schedule, budget, and quality goals.
- Evaluate and issue change orders. Ensure proper documentation and compliance with funding source requirements.
- Review and process invoices. Ensure that subcontractor payments are accurate and complete.
- Conduct frequent site visits which include walk-throughs for change orders, progress inspections and photographs, and project stakeholder visits.
- Record and manage project punch list items.
- Collect, organize, and archive project documentation and close-outs including digital and, when required, hard copy house and construction files.
- Review housing inspection results and coordinate any work required for sale. Work with the Development Team to educate home buyers on home systems and answer any questions.
- Assist the Development Team with evaluating costs of rehabilitation work to improve ICCF real estate assets.
- Manage capital needs assessments and capital improvements of ICCF assets of various types.
- Develop and maintain a list of qualified subcontractors and related subcontractor paperwork with administrative assistance from others. Assist with outreach to potential subcontractors including qualified Section 3, MBE, WBE, and other subcontractor groups.
- Fulfill construction-related funder requirements as applicable including, but not limited to, Section 3, EEO, Davis-Bacon, LEED, Enterprise Green Communities, and/or GreenStar criteria. Maintain necessary documentation with administrative assistance.
- Assist with the management of the Furniture, Fixtures, and Equipment budget and purchasing for multi-family projects.
- Assist with the punch list and close-out process of multi-family projects.
- Manage the landlord's scope of work for occasional buildouts when new commercial tenants move into ICCF lease spaces.
- Assist the Senior Construction Project Manager with any assigned tasks or projects.
SUPERVISORY RESPONSIBILITIES
Supervise subcontractor labor on ICCF construction sites.
EDUCATION and/or EXPERIENCE
- ·Bachelor’s degree (B.A.) from a four-year college or university in construction management, construction engineering, or a related discipline, minimum 5 years' experience of managing construction projects, or equivalent combination of education and experience.
- Excellent communication skills.
- Proficient In Microsoft Office including Word and Excel.
- Solid understanding of both residential and commercial construction practices, drawings, surveys, material and product specifications, and MEP building systems.
- The ability to read and understand environmental reports and a thorough understanding of lead and asbestos hazard control and proper abatement practices.
- Thorough knowledge of legal issues and safety standards.
- Experience with single family home renovation and/or construction.
CERTIFICANTES, LICENSES, REGISTRATIONS
Valid Michigan Driver’s License and acceptable driving record required. Current Michigan Builder’s License preferred but not required. Renovate Right certification preferred but not required.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to read and interpret blueprints and communicate instructions to volunteers and subcontractors with a range of skills. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, rate, ratio, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Skilled at planning and problem solving, has thorough technical knowledge of the construction process, and possesses the ability to effectively communicate with a broad spectrum of individuals including architects, owners, subcontractors, inspectors, tenants, and neighbors.
