Description

DEFINITION
Under general supervision, performs specialized leadworker and technical-level duties in the processing of police records and the custody, control, and disposition of property and evidence held by the Police Department; assists the public and produces evidence for court, attorneys, and investigators; assigns and reviews the work of others and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Lead Police Records Property & Evidence Technician is the leadworker class and is distinguished from the next lower-level class of Police Records Property & Evidence Technician in that this class performs additional duties including coordinating the work of others, training and serving as the technical expert in the work unit.

SUPERVISION RECEIVED/EXERCISED
Receives general supervision from the Police Commander. Incumbents in this class provide direction to the Police Records Property & Evidence Technician.

Examples of Duties

REPRESENTATIVE DUTIES

Performs specialized technical and leadworker duties related to the custody, control, and disposition of property and evidence held by the Police Department.
Leads the operations of the police evidence and property room; notifies owners and disposes of evidence and property according to applicable laws, codes, rules, and regulations.
Develops and updates policies and procedures in accordance with applicable laws and legislation.
May review arrest reports and edit evidence to ensure confidentiality consistent with law and department policy.
Coordinates the work of unit, reviews the work of others and provides input on performance of others.
Assists in collecting, receiving, inventorying, storing, sealing, maintaining, releasing, and destroying property coming into the possession of the Department.
Responds to questions and concerns from the general public, departmental staff, and other agencies; provides information as appropriate and resolves service issues and complaints.
Distributes reports, property and evidence in accordance with legal requirements; generates special reports as required by the county, state, or federal authorities.
Assists in the transport and destruction of weapons, narcotics, bio-hazards, and hazardous chemicals.
Performs data entry and maintains logs and records of property received, stored, or destroyed/sold.
Prepares evidence for the court, attorneys and investigators and may testify in court.
Collects and processes a variety of fees and applications for permits and services; processes parking citations; assists in generating booking fees, illegal parking, and deposits cash.
Establishes and maintains positive working relationships with representatives of community organizations, state/ local agencies, City management staff, and the public.
Effectively deescalates highly charged situations involving frustrated or volatile individuals using professional verbal intervention techniques.

KNOWLEDGE & ABILITIES

Knowledge of:

Police Department administrative practices and procedures; practices and procedure for the handling, recording, and release of law enforcement records
Laws and regulations governing the custody of property, evidence and law enforcement reports
Best practices of employee supervision and leadership
Standard practices for managing office workflows, correspondence, scheduling, and daily operations
Systems and protocols for filing, classifying, retrieving, archiving, and safely destroying physical and digital records
Best practices for interacting with the public and coworkers, resolving inquiries, and maintaining a professional demeanor
Office practices, methods, and equipment, including a computer and applicable software
Methods and techniques for record keeping and report preparation and writing
Proper grammar, spelling, punctuation, and standard formatting for professional business documents
Basic principles and concepts of mathematics
Standard safety practices occupational hazards
Verbal and non-verbal techniques of conflict resolution and deescalation
Cross-cultural communication and diverse behavioral expressions

Ability to:

Develop and implement practices and procedure for the handling, recording, and release of law enforcement records
Redact and edit law enforcement reports and evidence consistent with established standards
Effectively lead others and provide performance feedback
Perform a variety of technical duties associated with the custody and processing of evidence and property
Maintain the chain of custody for evidence and property; oversee the disposition of property and evidence
Maintain thoroughness and accuracy when accomplishing tasks, ensuring data and documents are error-free
Handling sensitive or proprietary information with discretion and adhering to privacy guidelines
Completing assigned duties effectively with minimal supervision while knowing when to escalate issues
Interpret, explain, and apply applicable laws, codes, and regulations and develop policies and procedures
Organize, prioritize, and follow-up on work assignments
Work independently and as part of a team and maintain effective relationships with public and corkers
Observe safety principles and work in a safe manner
Communicate effectively, both verbally and in writing and accurately perform mathematical calculations
Maintain professionalism and composure under verbal pressure or hostility
Adapt communication style to successfully communicate with diverse populations

Typical Qualifications

Education & Experience:

Any combination of education, training, and experience resulting in the required knowledge, skills, and abilities for the position. An example of qualifying education and experience includes: a high school diploma or equivalent and two years as a Police Records Property & Evidence Technician or equivalent.

Licenses & Certifcates:

A valid Class C California driver license prior to appointment. Must successfully complete the POST Evidence and Property Function Management (24 hour) course prior to the completion of the probationary period.

PHYSICAL, MENTAL AND ENVIRONMENTAL FACTORS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine motor coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer. Hearing sufficient to provide telephone and personal service is required. The ability to lift, drag, and push files, paper, documents and equipment weighing 25 pounds or more is also required. The incumbent may be exposed to chemical and biological hazards in the collection, processing, and storage of evidence. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
