Full Job Description

Job Title: HCVP Reviewer

FLSA Status: Non-Exempt

Pay: $20.18. After 6 Months of Service, the rate will increase to $21.24

Full-Time: M-F 8:00 AM - 4:30 PM

General Purpose

Conducts initial certifications, eligibility determinations, and participant briefings for the Housing Choice Voucher Program (HCVP). Issues vouchers for new admissions, prepares Housing Assistance Payment (HAP) contracts, leases, and addendums, and maintains accurate participant and landlord records within the SMHA database. Conducts annual and interim reexaminations to ensure accurate rent calculations, timely processing, and compliance with HUD regulations and SMHA policies. Reviews participant files, verifies eligibility, income, assets, deductions, and family composition, and ensures all program requirements are administered in accordance with HUD regulations, SEMAP standards, and agency policies.

Essential Duties and Responsibilities

Conduct eligibility determinations, initial certifications, voucher briefings, and issuance of vouchers for applicants selected from the waiting list.
Prepare and process HAP contracts, leases, addendums, movein packets, Requests for Tenancy Approval (RFTAs), and other required program documentation.
Verify income, assets, expenses, family composition, citizenship status, and other eligibility factors using HUDapproved verification methods and EIV.
Calculate tenant rent, utility allowances, housing assistance payments, rent adjustments, overpayments, and repayment agreements in accordance with HUD regulations and SMHA policies.
Conduct annual, interim, and special reexaminations within required timeframes, ensuring accurate rent calculations and regulatory compliance.
Maintain complete and accurate participant, owner, unit, and payment records in Yardi and other agency systems; review files for compliance with HUD, SEMAP, and SMHA requirements.
Monitor participant compliance with program requirements and prepare notices, documentation, and hearing materials as needed.
Coordinate with participants, landlords, inspectors, and community partners to facilitate leasing activities, address program concerns, and resolve eligibility or contract issues.
Respond professionally and timely to inquiries from applicants, participants, landlords, attorneys, service agencies, and the general public.
Prepare and maintain reports, correspondence, case notes, logs, and other records required for program administration, audits, quality control reviews, and management reviews.
Maintain confidentiality of participant, owner, and agency information and remain current on HUD regulations, guidance, and SMHA policies through ongoing training and professional development.
Testify at hearings
Perform other duties as assigned

Minimum Qualifications, Education, and Certifications

High School Diploma or GED required
Minimum of two (2) years of administrative, clerical, housing, property management, social services, or customer service experience; or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Experience with federally assisted housing programs preferred.
Must possess and maintain a valid Ohio driver's license and be insurable under SMHA policies.
Must obtain HCV Rent Calculation Certification through Nan McKay (or equivalent HUDapproved training) within one (1) year of hire.
Must obtain or maintain HCV Occupancy Specialist Certification within one (1) year of hire.

Knowledge, Skills, and Abilities

Knowledge of HUD regulations, Housing Choice Voucher Program requirements, and fair housing laws preferred.
Strong mathematical aptitude and ability to accurately calculate income, assets, deductions, utility allowances, and rent portions.
Ability to interpret and apply federal regulations, agency policies, and program procedures.
Strong organizational skills with the ability to manage multiple deadlines and a highvolume caseload.
Excellent verbal and written communication skills.
Strong customer service and conflictresolution skills.
Ability to maintain confidentiality and exercise sound judgment.
Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and database applications.
Experience using Yardi, EIV, or other housing management software preferred.
Ability to prepare accurate reports, correspondence, and case documentation.

Physical Requirements

Prolonged periods of sitting, standing, and working at a computer.
Ability to communicate effectively in person, by telephone, and electronically.
Ability to occasionally lift and carry files and office materials weighing up to 20 pounds.
Ability to travel to SMHA properties, hearings, training sessions, and other agency locations as required.

Working Conditions

Work is primarily performed in a professional office environment.
Frequent interaction with applicants, participants, landlords, attorneys, social service agencies, and the general public.
May be exposed to stressful situations involving program enforcement, participant disputes, hearings, and regulatory deadlines.
Occasional travel for trainings, meetings, inspections, and other agencyrelated business may be required.
