Job Summary:
Coordinates local distribution of naloxone and other harm‑reduction resources, coordinates reporting of opioid settlement fund activities, and delivers substance use and problem gambling prevention services across Cumberland and Perry Counties. Works with administrative staff to plan, implement, and report on opioid use disorder abatement strategies funded through settlement, DDAP, and other sources.
Essential Job Functions:
Opioid Settlement Fund Coordination

Manage Cumberland and Perry County opioid settlement funds in accordance with the Multi‑State Opioid Settlement Agreement, including monitoring PA Opioid Trust guidance, preparing required reports, and supporting public information campaigns.

Work with the Fiscal Manager and Executive Director to recommend fund allocations, review contracts with funded organizations, and align spending with community data and County Commissioner priorities.
Harm Reduction & Overdose Prevention
-
Serve as the primary contact for naloxone, medication disposal pouches, and drug test strip distribution; maintain distribution databases and ensure compliance with county and PA OPP inventory requirements.

Submit required data and reports (DDAP quarterly reports, Warm Hand Off, SOR, PCCD as needed, etc.) and develop outreach strategies to expand access to harm‑reduction supplies.

Support outreach to people who inject drugs and promote HIV and viral hepatitis prevention resources.
Community Collaboration, Prevention & Education

Collaborates and coordinates with community groups, such as community task forces and interagency coordination teams, to establish and maintain comprehensive prevention/early intervention services. Provides technical assistance and consultation to the community as requested to assist in developing, implementing, and evaluating alcohol, tobacco, and other drug (ATOD) prevention and problem gambling prevention activities.
- Provides information and technical support to local school districts and community organizations on evidence-based ATOD prevention curricula, problem gambling curricula, and tobacco policy development. Assists in implementing evidence-based programming.
- Participate in community coalitions and interagency teams to support prevention, early intervention, and harm‑reduction initiatives.

Provide technical assistance to schools and community organizations on ATOD prevention, problem gambling prevention, evidence‑based curricula, and harm‑reduction strategies; promotes community naloxone trainings.

Maintain Commission webpages and collaborate with health and social service partners to promote prevention, intervention, and treatment resources, including clinical guidelines for substance use and tobacco cessation.
Data, Evaluation & Reporting

Collect and analyze overdose and program data; prepare reports and recommend program improvements.

Support state and federal public information and awareness campaigns through effective use of media and evaluation tools.
Public Representation & Administrative Responsibilities

Serve as a spokesperson for local opioid mitigation and prevention efforts and ensure compliance with confidentiality laws.

Complete required professional trainings, perform additional duties as assigned, and travel within Cumberland and Perry Counties, including occasional evening and weekend work.

Minimum Requirements to Perform the Work:
Education:
-
Bachelor’s degree in health education, Education, Psychology, Counseling, Human Services, Social Services Behavioral Services or related field.

Master’s degree Preferred
- Certified Prevention Specialist or Certified Recovery Specialist or other certification through PA Certification Board preferred or ability to obtain within one year of employment.
Work Experience:
-
At least two years of experience in substance use disorder services. prevention, early intervention, or case management

Community coordination experience preferred
- An equivalent combination of training and experience may be accepted. Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.
Clearances:
-
Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment.
