OPERATIONS DIRECTOR

POSITION SUMMARY
The City of Hiram is seeking an experienced, highly motivated, and results-driven professional to serve as Operations Director. This executive-level position provides leadership, management, coordination, and oversight of assigned City departments, municipal services, infrastructure, personnel, capital projects, contracts, and operational programs.
Reporting directly to the City Manager, the Operations Director manages and coordinates the day-to-day operations of assigned departments and serves as a principal administrative liaison between those departments and the City Manager.
Areas of responsibility may include Public Works, streets and rights-of-way, stormwater, facilities maintenance, Parks & Recreation, Sanitation Services, Water System operations, capital projects, municipal infrastructure, fleet and equipment, procurement and contracts, safety and risk management, and other operational functions assigned by the City Manager.
The successful candidate will be a strong municipal leader with the ability to manage multiple departments and priorities while ensuring City services are delivered efficiently, professionally, safely, fiscally responsibly, and in compliance with applicable laws, regulations, ordinances, policies, and established standards.
APPOINTMENT & ADMINISTRATIVE AUTHORITY
The Operations Director is an appointed municipal official who reports directly to and receives administrative direction from the City Manager.
The position:
- Implements operational directives and administrative decisions of the City Manager.
- Implements policies, ordinances, resolutions, budgets, and other actions lawfully adopted by the Mayor and City Council within assigned areas of responsibility.
- Exercises administrative and supervisory authority over assigned departments, divisions, personnel, programs, projects, and operations as delegated by the City Manager.
- Provides professional recommendations to the City Manager regarding municipal operations, infrastructure, staffing, budgeting, capital improvements, policies, contracts, and service delivery.
- Performs assigned responsibilities in accordance with the City Charter, Code of Ordinances, personnel and financial policies, purchasing requirements, and directives of the City Manager.
ESSENTIAL DUTIES & RESPONSIBILITIES
Executive & Operational Management
- Plans, organizes, manages, coordinates, and directs assigned City departments and operational functions.
- Provides executive-level supervision and direction to assigned department heads, supervisors, and employees.
- Establishes departmental objectives, operating procedures, work priorities, and performance expectations consistent with City policies and City Manager direction.
- Evaluates the efficiency and effectiveness of municipal programs, services, staffing, equipment, facilities, and operational procedures.
- Identifies operational deficiencies and develops or implements appropriate corrective actions within delegated authority.
- Coordinates activities among departments to maximize the effective use of City personnel, equipment, facilities, funding, and resources.
- Advises the City Manager regarding significant operational issues, emergencies, personnel concerns, regulatory matters, project delays, service interruptions, and financial concerns.
- Oversees special projects and operational initiatives assigned by the City Manager.

Personnel Management & Leadership
- Directly supervises assigned department heads, supervisors, and employees.
- Provides leadership, coaching, direction, accountability, and performance expectations.
- Participates in recruitment, interviewing, selection, onboarding, training, evaluation, discipline, and other personnel matters in coordination with the City Manager and Human Resources.
- Evaluates staffing requirements and recommends appropriate staffing levels and organizational changes.
- Promotes professional development, cross-training, succession planning, teamwork, accountability, ethical conduct, and exceptional public service.
- Ensures assigned departments comply with City personnel policies, employment laws, safety requirements, and administrative procedures.
Budget & Financial Management
- Assists the City Manager and Finance Director with development of annual operating and capital budgets for assigned departments.
- Develops departmental budget requests based on operational, staffing, equipment, infrastructure, maintenance, and capital needs.
- Monitors departmental expenditures and ensures spending remains within approved appropriations.
- Reviews invoices, purchase requests, requisitions, change orders, and expenditures within delegated authority.
- Identifies budget variances and recommends corrective actions.
- Assists with long-term capital planning for vehicles, equipment, facilities, infrastructure, and other operational needs.
- Promotes responsible stewardship of taxpayer and utility resources.
Procurement, Contracts & Vendor Management
- Oversees procurement activities within assigned operational areas in coordination with the City Manager and Finance Department.
- Assists in preparing and reviewing scopes of work, specifications, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations to Bid (ITBs), and other procurement documents.
- Participates in bid and proposal evaluations and prepares recommendations for award when appropriate.
- Oversees contracts involving professional services, construction, maintenance, equipment, infrastructure, and other operational services.
- Monitors contractor and vendor performance, schedules, deliverables, costs, and compliance.
- Coordinates contract matters with the City Manager, Finance Director, City Attorney, engineers, consultants, and other appropriate parties.
Capital Projects & Infrastructure
- Assists the City Manager with planning and oversight of capital improvement and infrastructure projects.
- Coordinates project planning, design, engineering, procurement, construction, funding, inspection, closeout, and implementation.
- Reviews project schedules, budgets, plans, specifications, contracts, progress reports, and related documentation.
- Conducts or coordinates site visits to monitor project progress and compliance.
- Works with engineers, architects, contractors, consultants, utility providers, governmental agencies, and other stakeholders.
- Identifies project delays, cost concerns, scope issues, and other challenges and recommends appropriate solutions.
- Provides project status reports to the City Manager and assists with development and maintenance of the City's Capital Improvement Plan.
Public Works, Utilities & Infrastructure
- Provides executive oversight of assigned Public Works and utility operations.
- Coordinates maintenance and improvement of streets, rights-of-way, stormwater systems, municipal facilities, water infrastructure, sanitation services, parks, and other City assets.
- Establishes preventive maintenance and asset-management priorities.
- Evaluates infrastructure conditions and recommends maintenance, rehabilitation, replacement, or capital improvements.
- Coordinates emergency repairs and operational responses.
- Ensures operations comply with applicable environmental, safety, utility, Public Works, and regulatory requirements.
Stormwater & Environmental Compliance
- Provides oversight of assigned City stormwater management responsibilities.
- Ensures required inspections, maintenance, documentation, reporting, and regulatory activities are completed.
- Coordinates stormwater infrastructure projects and corrective actions.
- Maintains awareness of applicable Georgia Environmental Protection Division requirements and other environmental regulations affecting City operations.
- Coordinates with engineers, consultants, contractors, and regulatory agencies regarding environmental and stormwater compliance.
Safety, Risk Management & Emergency Operations
- Promotes and enforces safe work practices throughout assigned departments.
- Coordinates employee and operational safety matters with Human Resources and applicable insurance/risk-management representatives.
- Reviews accidents, incidents, property damage, vehicle accidents, safety concerns, and operational risks and recommends corrective measures.
- Coordinates safety training and compliance activities.
- Assists the City Manager with emergency response and continuity-of-operations activities.
- Coordinates operational resources during severe weather, infrastructure failures, utility emergencies, natural disasters, and other emergency conditions.
- May be required to respond outside normal working hours during emergencies or significant City events.
Grants & External Funding
- Identifies potential federal, state, regional, and other grant opportunities supporting City infrastructure and operational priorities.
- Assists with grant applications and supporting documentation.
- Assists with administration of awarded grants and compliance with funding requirements.
- Coordinates grant-funded projects with Finance, consultants, contractors, and granting agencies.
- Maintains appropriate documentation and assists with grant reporting and audits.
Mayor & City Council Support
- Attends regular and special meetings of the Mayor and City Council as requested or required.
- Prepares agenda items, staff reports, recommendations, presentations, project updates, and supporting documentation through the City Manager.
- Provides factual and professional information regarding assigned municipal operations.
- Makes presentations regarding infrastructure, projects, budgets, contracts, and departmental operations.
- Assists the City Manager in implementing actions approved by the Mayor and City Council.
Intergovernmental & Community Relations
- Represents the City, as authorized by the City Manager, in meetings with local, county, state, federal, and regional governmental agencies.
- Develops and maintains effective working relationships with governmental agencies, utilities, consultants, contractors, businesses, civic organizations, and community stakeholders.
- Provides professional and responsive service to residents, businesses, developers, contractors, and the public.
- Assists with resolution of complex citizen complaints and operational concerns.
KNOWLEDGE, SKILLS & ABILITIES
The successful candidate should possess:
- Comprehensive knowledge of municipal government administration and operations.
- Knowledge of Georgia municipal government structure and the respective roles of elected officials, appointed officials, the City Manager, and municipal departments.
- Knowledge of Public Works, infrastructure, facilities, parks, sanitation, water, stormwater, planning, zoning, and development operations.
- Knowledge of municipal budgeting, purchasing, procurement, contract administration, and public financial management.
- Knowledge of capital improvement planning and project management.
- Working knowledge of construction, engineering, infrastructure, and facility-management principles.
- Knowledge of personnel management, employee supervision, workplace safety, risk management, and public-sector administration.
- Ability to lead and coordinate multiple municipal departments and operational disciplines.
- Ability to analyze complex operational and administrative issues and develop effective solutions.
- Ability to interpret ordinances, policies, regulations, contracts, plans, specifications, and technical documents.
- Ability to read and interpret construction plans, civil plans, architectural drawings, plats, maps, blueprints, and diagrams.
- Ability to analyze budgets, bids, contracts, cost estimates, and project expenditures.
- Strong project-management, organizational, decision-making, and problem-solving abilities.

- Proficiency with Microsoft Office and applicable municipal, project-management, GIS, asset-management, permitting, and financial software.
MINIMUM QUALIFICATIONSEducation
A Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Civil Engineering, Urban or Regional Planning, Construction Management, Public Management, or a closely related field is preferred.
An equivalent combination of education, professional training, certifications, and progressively responsible municipal or public-sector management experience demonstrating the required knowledge, skills, and abilities may be considered.
Experience
A minimum of five (5) years of progressively responsible experience in municipal government, local government administration, Public Works, utilities, planning and development, infrastructure, engineering, construction/project management, or a closely related field is preferred.
Experience should include progressively responsible supervisory or management responsibilities involving multiple employees, programs, projects, or operational functions.
Municipal or county government management experience is strongly preferred.
LICENSES & CERTIFICATIONS
- Valid Georgia Driver's License and acceptable Motor Vehicle Record.
- Ability to obtain and maintain required City safety and risk-management certifications.
- Ability to obtain Georgia Interlocal Risk Management Agency (GIRMA) Safety Coordinator certification, Levels I, II, and III, if assigned.
- Professional certifications related to Public Works, water, stormwater, planning, project management, safety, or municipal administration are desirable.
PHYSICAL DEMANDS & WORK ENVIRONMENT
Work is performed in both office and field environments. Office responsibilities include computer use, meetings, telephone communication, and review of plans and documents.
Field responsibilities may require standing, walking, bending, climbing, and traversing construction sites, rights-of-way, utility areas, parks, facilities, and uneven terrain. The position may involve exposure to traffic, construction activities, machinery, inclement weather, noise, dust, wastewater, and other conditions associated with municipal operations and infrastructure.
Attendance at evening meetings and work outside normal business hours may be required. The Operations Director may also be required to respond to emergencies, severe weather, utility failures, infrastructure incidents, or other significant City events.

As an appointed municipal official and member of City management, the Operations Director is expected to demonstrate the highest standards of integrity, professionalism, impartiality, accountability, confidentiality, and ethical conduct and to responsibly manage City property, funds, equipment, information, and public resources.
