Job Responsibilities

Effective April 28, 2025, Governor McMaster signed a state law that established the South Carolina Department of Behavioral Health and Developmental Disabilities. This new cabinet agency comprises the Office of Intellectual and Developmental Disabilities (formerly the Department of Disabilities and Special Needs), the Office of Mental Health (formerly the Department of Mental Health) and the Office of Substance Use Services (formerly the Department of Alcohol and Other Drug Abuse Services).

Job Responsibilities

Direct and oversee full-cycle payroll operations for a large workforce. Ensure accurate processing of payroll, including overtime, shift differentials, premium pay, retroactive pay, and separation payouts. Oversee payroll adjustments, corrections, and payroll reconciliations. Establish internal deadlines and approval workflows for payroll processing.
Ensure payroll liabilities (including garnishment and levy requirements), agency leave pool, tax deposits, retirement contributions, and benefit deductions are accurately reconciled.
Monitor payroll metrics and trends, including overtime utilization and leave payouts.
Maintain policies and procedures to ensure payroll activities meet internal control standards and audit requirements.
Coordinate agency dual employment and outside dual employment contracts. Responsible for coordination of the monthly Dual Employment Percentage Report
Manage payroll staff performance, training, and workflow distribution. Develop standardized payroll practices and operational procedures. Provide coaching and oversight to ensure accurate payroll reports, quarterly and annual filings, W-2 processing and tax reporting.
Coordinate payroll-related audits and respond to audit findings. Develop corrective action plans and process improvements based on audit results.

Minimum and Additional Requirements

A bachelor's degree and experience managing payroll operations in 24-hour facilities and hospitals.

Additional Requirements

Knowledge of payroll laws, regulations, and compliance requirements.
Knowledge of payroll accounting, reconciliation, and reporting standards and audit and internal control procedures.
Knowledge of State retirement systems and benefit deduction practices.
Knowledge of principles and practices of human resources management.
Knowledge of human resources policies and procedures and of agency policies and procedures.
Knowledge of federal laws and state regulations affecting human resources management.
Knowledge of management and organizational concepts.
Ability to establish and maintain effective working relationships.
Ability to analyze needs and resources and to recommend and communicate solutions effectively.
Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
Ability to direct and advise technical staff members
Occasional overtime may be required during payroll deadlines, fiscal year end and implementation periods.
