POSITION SUMMARY
Responsible for overseeing all Human Resources functions for the property. Will manage training and development programs, HRIS, Team Member relations and engagement, on-boarding and orientation, and all other Human Resources programs.
KEY RESPONSIBILITIES
The following statements are intended as an overview of key responsibilities of the work for this position and are not all inclusive:

Provides next-level guest service to internal and external guests. Demonstrates the Cedar Crossing culture in all interactions with guests and co-workers.

Maintains confidentiality of all privileged information in accordance with established procedures with company policy and state regulations.

Ensures compliance with all department and company policies, procedures, internal controls, and government regulations.

Responsible for creating and fostering an environment of support and motivation for Team Members.

Leads the hiring, training, development and supervision of department team members and processes.
-
Establishes department standards, guidelines and objectives, and maintains other administrative processes such as budget and staffing to ensure proper planning and efficient operation of assigned areas.

Provides support to the daily operations of the Human Resources Department and other employment services to all Team Members.

Interprets, administers, and communicates Human Resources policies and procedures, acts as liaison between Team Members and management on employment and human resources issues.

Responsible for maintaining all organizational charts, job descriptions, identifying appropriate pay rates and benefit plans.

Responsible for overseeing Team Member engagement activities and any incentive programs.

Oversees the compensation process, including assistance with recording appropriate organizational and compensation level changes.

Coordinates and assists in Team Member investigations; including, tracking and suggested solutions.

Responsible for effectively recruiting talented, motivated and guest-friendly team members.

Maintains communication and evaluation of open positions for transfers and promotions.

Identifies departmental staffing needs and requirements for each position in partnership with the department heads.

Seeks opportunities to streamline the Licensing Process.

Develops and performs orientation program and educates Team Members on Policies and Procedures.

Provides training and development programs on Human Resources knowledge and skills as related to operational needs

Maintains training records.

Develops and implements human resources strategies by establishing department accountabilities and systems.

Ensures compliance with Federal and State employment laws, advising management on needed actions. Ensures compliance with Federal and State posting requirements.

Assists with maintenance and updates the Team Member Handbook on an annual basis.

Ensures accurate completion, compliance and maintenance of confidential employment records.

Produces staffing related reports.

Coaches, mentors, advocates for the Team Member as well as the company and is a Cedar Crossing champion.

Resolves problems that are within the position's scope of authority and recommends courses of action to resolve problems that are beyond the scope of authority to the position’s supervisor.

Keeps position supervisor informed of relevant activities.

Reviews the work activities of subordinate team members to ensure that work is being performed within the standards established by management.

Ensures compliance with Internal Control Policies and Procedures.

Adheres to regulatory, departmental, and company policies in an ethical manner.
-
Resolves problems that are within the position's scope of authority and recommends courses of action to resolve problems that are beyond the scope of authority to the position’s supervisor.

Keeps position supervisor informed of relevant activities.

EDUCATION AND EXPERIENCE
Bachelor’s Degree plus seven (7) to ten years of Human Resources experience, five in management. Human Resources professional certifications highly desired. A combination of education and experience may be considered. Experience as manager or supervisor in a high-volume complex hospitality environment is strongly preferred. Must have excellent PC skills; Microsoft Office, or equivalent, and menu-driven programs. Must be knowledgeable in all state and federal laws and regulations pertaining to labor and the hiring process. Strong analytical, written and oral communication skills. Must be able to formulate and communicate ideas and to make independent decisions.

REGULATORY AND COMPLIANCE RESPONSIBILITIES
In addition to the other duties described herein, every Team Member has the following responsibilities related to compliance with laws and regulations:

Attend required training sessions offered by the casino.

Obtain and maintain required license(s).
-
Perform the duties described in compliance with local laws and regulations.

Take the necessary steps to ensure minors are not allowed to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco.

Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the team member’s department.
-
Have knowledge of the Property’s programs to address problem gambling.
-
Consult with the appropriate individuals and maintain an effective system of written policies, procedures, and internal controls to ensure compliance with gaming regulations and Internal Controls.

Take the appropriate steps to investigate exceptions, fraud, and potential violations and report such instances to the appropriate levels of management.

Report any acts of wrongdoing on behalf of any Team Member of which they have knowledge.

CERTIFICATES, LICENSES, AND REGISTRATIONS:
Iowa Racing & Gaming Commission License
Valid Driver’s License with a minimum of three (3) years’ driving experience
SUPERVISORY RESPONSIBILITIES
Will manage subordinates who may supervise Team Members. Responsible for the overall direction, coordination, and evaluation of the unit(s).
