Position Summary:
The Program Administrator is responsible for the overall management, compliance, and operational performance of OneWell Health Care’s Colorado home care and/or Intellectual and Developmental Disability (IDD) programs. This role ensures services are delivered in compliance with Colorado Department of Public Health and Environment (CDPHE) regulations, Medicaid requirements, and applicable federal standards while maintaining full accountability for site-level compliance, staff oversight, documentation integrity, and incident management.

Position Scope:
This position operates at the program and site level within Colorado and has full oversight of assigned home care and/or IDD service locations. The Program Administrator ensures operational efficiency, regulatory compliance, and quality service delivery while maintaining readiness for audits, surveys, and inspections. The role requires independent judgment, multi-site coordination, and direct oversight of Program Supervisors and care teams.

Key Responsibilities:
The Program Administrator oversees daily operations, ensuring compliance with CDPHE and Medicaid requirements while enforcing OneWell’s Incident Risk Point System (IRPS) and Quality Risk Management (QRM) standards; manages staff performance, staffing, and scheduling; ensures documentation accuracy and audit readiness; leads incident response, corrective actions, and quality improvement initiatives; conducts compliance reviews and supports audits; and collaborates with HR, QRM, and leadership to maintain regulatory compliance and operational excellence, while also supporting program expansion, staff training, policy implementation, and cross-functional projects.

Regulatory Frameworks:
Operates within Colorado Department of Public Health and Environment (CDPHE) Home Care Agency regulations, Colorado Medicaid requirements, federal healthcare regulations, and applicable labor laws. Ensures adherence to all regulatory, licensing, and accreditation standards.

Confidentiality:
Maintains strict confidentiality of employee, participant, and organizational information in compliance with HIPAA and company policies. Ensures sensitive information is accessed, used, and disclosed appropriately.

Documentation Requirements:
Ensures accurate, complete, and timely documentation across all program areas, including care plans, service notes, incident reports, and compliance records. Maintains consistency across documentation and ensures readiness for audits and regulatory review.

Certifications:
Relevant certifications may be required or preferred based on program needs and state regulations (e.g., healthcare administration, IDD services, or compliance-related certifications).

Education:
Bachelor’s degree in Healthcare Administration, Social Services, Nursing, Business Administration, or a related field is required or preferred based on program needs.

Experience:
Minimum of 3–5 years of experience in home care, IDD services, or healthcare operations, including leadership, compliance oversight, and multi-site management experience preferred.

Technical Skills:
Knowledge of CDPHE regulations and Medicaid standards; familiarity with EVV systems and healthcare documentation systems; proficiency in Microsoft Office and operational platforms (e.g., C2S); ability to analyze compliance data and performance metrics.

Languages:
Strong English communication skills required; additional languages are a plus based on population served.

Driver License:
Valid driver’s license required with the ability to travel between program sites. Must meet company driving requirements if operating a vehicle for work purposes.

Travel Requirement:
Regular travel within Colorado is required to support multiple service locations, conduct site visits, ensure compliance, and respond to operational needs.
