Job Description
PURPOSE SUMMARY. Responsible for the County’s Equal Employment Opportunity (EEO) plans and reports to include providing analytical guidance and recommendations. Administer the County’s Americans with Disabilities Act (ADA) program, including regulatory compliance, and serves as County ADA Coordinator. Supports employee benefits administration. Assists with Inspection of Public Records responses for department. Serves as backup for HR Administrator-Benefits and HRIS Specialist.
ESSENTIAL DUTIES.
1. Equal Employment Opportunity
Research, prepare, maintain, and submit Equal Employment Opportunity (EEO) reports, including the EEO-4 Report.
Develop and maintain the County's EEO Plan in compliance with applicable regulations.
Analyze human resources data by gathering, compiling, interpreting, and reporting information to support compliance, planning, and operational decision-making.
2. ADA Administration
Interpret Americans with Disabilities Act (ADA) and related Federal and State regulations.
Assist with assessment of government facilities for compliance with ADA regulation and requirements.
Review requests for reasonable accommodation and/or reasonable modifications under the ADA by researching legal information and reviewing historical, medical and other types of documentation allowed, coordinates implementation, monitors costs.
Respond to and coordinates with other departments and the public as necessary for ADA complaints.
Conduct research into available materials, supplies and services and make recommendations for use to promote accessibility in accordance with the ADA.
Ensure all ADA forms are up to date.
Serve as primary point of contact for employees regarding ADA related matters and provide guidance on available resources and processes.
Investigate ADA related concerns and recommend appropriate actions, including training, counseling or corrective measures, as appropriate.
Serve as subject matter expert on ADA requirements and develop, coordinate and deliver ADA training as needed.
3. Benefits Administration and HRIS
Assist with the administration of employee benefits by supporting benefit programs, responding to employee inquiries, and maintaining related records.
Assist HRIS Specialist in payroll and software support.
Attend training and remain current on software upgrades.
Work collaboratively with other departments.
4. Inspection of Public Records Act (IPRA)
Assist with coordination of department responses in accordance with applicable laws and County procedures.
Conduct research on IPRA regulations and disseminate to HR Department staff.
Attend training and stay current on IPRA regulations.
Maintain the highest level of confidentiality regarding personnel records, employee information, and other sensitive matters.

QUALIFICATIONS.
A. Education. Bachelor’s Degree from an accredited college or university in Human Resources Management, Business Administration, Public Administration, or related field
B. Experience. Five (5) years of experience as a Human Resources generalist. Previous experience in the areas of EEO, ADA, benefits and Human Resource compliance in a Human Resource environment is preferred. Government/Public-sector experience is preferred.
C. Education/Experience substitution. N/A
D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
E. Other (e.g. post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Practices, procedures, and principles of public administration and/or human resources management.
Federal and state laws governing employee benefits, leave administration, equal employment opportunity, disability accommodations, and healthcare privacy, including COBRA, FMLA, HIPAA, ACA, ADA, and related regulations.
Principles and practices of employee benefits administration, including employee and retiree benefit programs, claims administration, compliance requirements, and vendor coordination.
Discrimination theories.
Microsoft Office applications, and other business software.
Business English, spelling, grammar, punctuation and basic arithmetic.
Research techniques and data analysis.
Skill in :
Project development, scheduling, monitoring and control systems.
Conducting complete and accurate investigations.

Compensation Range
$65,457.60 - $106,808.00
