FINANCE DIRECTOR

Salary Range: $60,000–$65,000 annually
Albia Housing Agency is seeking a detail-oriented and experienced Finance Director to oversee the Agency’s accounting, budgeting, financial reporting, payroll, grant management, and financial compliance responsibilities.
This is a hands-on position that works closely with the Executive Director, Board of Commissioners, staff, auditors, fee accountants, financial institutions, and the U.S. Department of Housing and Urban Development (HUD).
Key Responsibilities
- Maintain accurate accounting records in accordance with GAAP, governmental accounting standards, HUD requirements, and 2 CFR Part 200.
- Prepare monthly financial statements, budget-to-actual reports, cash-flow projections, and financial reports for the Executive Director and Board.
- Manage general ledger accounting, accounts payable, accounts receivable, bank reconciliations, investments, fixed assets, payroll, benefits, and year-end closing.
- Prepare, review, reconcile, or coordinate required HUD financial reporting, including FDS/FASS-PH, VMS, eLOCCS, EPIC, and other HUD reporting systems.
- Monitor Public Housing, Housing Choice Voucher, Capital Fund, Operating Fund, administrative fee, HAP, restricted reserve, and other program balances.
- Prepare annual operating, administrative, capital, and grant budgets and monitor financial performance throughout the year.
- Maintain effective internal controls and ensure proper segregation of duties, documentation, approvals, cost allocation, and safeguarding of Agency assets.
- Coordinate annual financial statement audits, Single Audits when applicable, HUD monitoring reviews, audit workpapers, and corrective action plans.
- Ensure federal expenditures are allowable, reasonable, properly allocated, adequately documented, and charged to the correct program.
- Process or oversee payroll, payroll taxes, IPERS contributions, employee benefits, Forms 941 and W-2, and related reconciliations.
- Assist with procurement, contracts, grant drawdowns, capital projects, and long-term financial planning.
- Clearly communicate financial conditions, risks, funding changes, and recommendations to Agency leadership and the Board.
Minimum Qualifications
- Bachelor’s degree in accounting, finance, business administration, public administration, or a related field; equivalent education and relevant financial experience may be considered.
- Progressively responsible experience in accounting, budgeting, financial reporting, payroll, audits, and internal controls.
- Strong spreadsheet, accounting software, analytical, organizational, and communication skills.
- Ability to interpret complex regulations, manage multiple deadlines, and maintain confidential information.
- Valid driver’s license and ability to travel between Agency offices and properties as required.
Preferred Qualifications
- Experience with a housing agency, governmental organization, nonprofit organization, or other recipient of federal funding.
- Knowledge of HUD Public Housing and Housing Choice Voucher programs.
- Experience with FDS/FASS-PH, VMS, eLOCCS, EPIC, governmental accounting, GASB standards, 2 CFR Part 200, grant accounting, or Single Audits.
- CPA, CGFM, CMA, or another relevant professional certification.
