Position Summary
Responsible for assisting the Director of Policy & Strategic Initiatives with coordination, implementation, and maintenance of resident and social services programs for the residents of the Agency. These tasks are to be performed at a level that supports the Agency’s efforts to achieve the highest rating on HUD’s evaluation systems.
Responsibilities
The duties listed below illustrate the various types of work that may be performed. Undertakes and performs the following and all other work-related duties as assigned.
- Provides clerical and administrative support for the department including recordkeeping, preparing documents, reports, data tracking, follow-up calls/visits, and ensures work that assigned work is completed accurately and timely.
- Greets visitors, actively inquiries about they may be assisted and provides accurate information in response to questions and concerns. Directs visitors to appropriate staff and represents the department in a professional and courteous manner.
- Adheres to an established schedule of on-site and off-site client contacts, ensuring supportive services activities are delivered consistently and in accordance with the Agency's MTW Plan, policies, and procedures.
- Maintains a regular schedule of on-site, off-site and community-based meetings with participants to monitor progress toward self-sufficiency goals, document outcomes, and ensure continuity of services.
- Coordinates on-site office hours and off-site outreach activities to balance client accessibility with program documentation and reporting requirements.
- Ensure all supportive services activities, whether conducted on-site or in the field, are carried out in compliance with HUD regulations, Agency policy, and the Agency's approved MTW Plan.
- Coordinates with the Lead Compliance Specialist regarding participants referred for non-compliance, communicating any progress made in assisting the client with employment or education goals.
- Maintains ongoing communication with the Lead Compliance Specialist on behalf of non-compliant participants who are actively engaged in supportive services, providing updates on job search, employment placement, or educational enrollment status.
- Documents and reports to the Lead Compliance Specialist any efforts made to connect non-compliant participants with employment or educational opportunities, in support of the participant's return to compliance.
- Serves as a liaison between supportive services and the Lead Compliance Specialist for participants referred for non-compliance, ensuring case efforts toward employment or education are accurately communicated.
- Tracks and reports time spent on-site versus off-site to support Agency compliance monitoring and MTW Plan reporting requirements.
- Coordinates scheduling of off-site client visits with the Director of MTW to ensure adequate on-site coverage and continuity of department operations.
- Takes security deposits and prepares check requests for participants.
- Maintains the housing search list for the department and provides to participants in need of housing.
- Meets with participants at local stores to purchase items for MTW case workers.
- Meets with participants for case management for credit repair, credit recovery and financial management.
- Assists with coordination and promotion of various services functions under the MTW department and events and hosts and co-hosts as assigned.
- Assists with updating and maintaining case notes, activity logs, and other documents.
- Assists with recruiting residents throughout developments to participate in activities and programs offered by the MTW Department.
- Provides outreach to resident and makes them aware of community programs.
- Assists residents in problem solving and identifying resources to improve their understanding of self-sufficiency.
- Assist with networking and educational meetings/workshops and the development of resident councils.
- Assists with coordination of on-site events for residents as appropriate.
- Responds courteously to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate.
- Ensures privacy and maintains security of confidential materials pertaining to FSS and Homeownership activities and participants.
- Responsible for reports regarding individual workshops and may provide content for the Agency newsletter.
- Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.
Education and Experience
Associate degree in from an accredited college university in Communications, Social Work, or other closely related field with and one (1) year of relevant experience or an equivalent combination of education and experience sufficient to fulfill essential position functions.
Knowledge and Skills
- Knowledge of pertinent HUD regulations governing self-sufficiency in public housing, and thorough knowledge of Agency policies and procedures relevant to full resident participation.
- Knowledge of accepted consultation and interviewing techniques.
- Knowledge of community agencies, facilities, and services which can be utilized to aid residents.
- Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
- Ability to establish and maintain effective and courteous working relationships with other employees, residents, funding sources, community agencies, and other entities that provide services and secure the cooperation of others.
- Knowledge of general office procedures, and practices, including business English and math.
- Skilled in operating computer equipment, applicable software packages and general office machines.
- Ability to prepare clear and concise narrative and statistical reports.
- Ability to communicate clearly and concisely, both orally and in writing. Ability to communicate on the level of the listener, recognizing when information has been misunderstood, and the ability to rectify any misunderstanding as needed when explaining Agency policies and procedures.
- Ability to address the public and present information in a clear, concise, and convincing manner.
- Ability to deal effectively with sensitive and confidential information.
Supervision Controls
The employee receives instructions from the Director of MTW. Courses of action, deadlines, and priorities are established by procedure, the supervisor, or the employee, depending on the assignment. Routine duties are initiated and completed by the employee without supervisory direction. Instructions to the employee may be general or specific in nature. Problems or situations not covered by instructions are usually referred to the supervisor for resolution. The employee's work is closely reviewed on a regular basis for accuracy, completion, and compliance with policies and procedures and the attainment of objectives. Employee has no supervisory responsibilities.
Guidelines
The employee follows regulations and guidelines issued by HUD, established Agency policies and procedures, and traditional practices. Frequently the employee acts independently in making decisions about the best course of action. For situations for which there are no guidelines, the employee may adapt existing guidelines, develop new guidelines, make a decision based on the circumstances, or seek guidance from the supervisor. When new guidelines are required, the employee develops them in consultation with the supervisor.
Complexity
The employee performs a wide variety of non-routine tasks. The employee identifies work that needs to be done in light of the evolving dynamic of the needs of the community, prioritizes, coordinates efforts, and performs the tasks. Frequently, the employee must make independent decisions based on experience regarding specific situations and may develop new solutions in consultation with the supervisor regarding unusual or sensitive situations.
Scope and Effect
The employee's work affects the Agency and its clients through providing services that help improve their quality of life and contributes to optimum leasing of suitable Agency units by engendering a greater sense of self-reliance and improved self-esteem for participants, the ability to attract new residents as a result of additional services, and achievement of the Agency’s mission and goals.
Personal Contacts
The employee's contacts are primarily with coworkers, residents, community professionals, and social service agencies. The purpose of such contacts is to give or exchange information, resolve problems, motivate, influence, interrogate, justify, defend, negotiate, make decisions, provide quality services and assistance to residents and funding for Agency programs. At times, the persons contacted may be skeptical, uncooperative, unreceptive, hostile, or willing to express different viewpoints and objectives.

- Work is performed both indoors and outdoors and involves visits to residents’ homes.
- Must be able to establish and maintain effective working relationships with employees, residents , and community agencies and other entities that provide services.
- Must be able to sit or stand for up to eight (8) hours at a time while performing work duties.
- Must be able to use fingers bilaterally and unilaterally to operate office equipment.
- Must have vision and hearing corrected to be able to perform essential job functions.

Medicinal and Recreational Marijuana
Marijuana is a Schedule I controlled substance and is illegal under federal law. The Agency observes the common rule of the Federal Marijuana Law of the Controlled Substances Act (CSA) (21 U.S.C. § 811), which does not recognize the difference between medical and recreational use of marijuana and has established the required Drug Free Workplace Policy. Employees are NOT permitted to use or possess any form of marijuana for medical or recreational purposes. Any applicant for employment who tests positive for marijuana during a pre-employment drug screening shall be ineligible for employment with the Agency. Any applicant for employment who advises the Agency that he/she uses any form of marijuana will be ineligible for employment.
