Job Overview

The Deputy Assistant Secretary of Defense for Health Services Policy and Oversight (HSP&O) leads policy formulation and program oversight for the Military Health System (MHS) clinical policies and programs.

We are seeking an experienced Policy Analyst (SR) Supervisor to lead legislative affairs, policy analysis, and program oversight activities supporting DES, SCAADL, PDBR, and related HSP&O programs.

Key Responsibilities

Analyze Military Department DES and SCAADL program compliance with DoD strategic and operational policies, procedures, and other forms of guidance.
Review new or amended federal laws or regulations, DoD policies and procedures, Military Department regulations and instructions, court rulings, Department of Veterans Affairs policies, and other sources that impact DES and SCAADL policies and operations. This includes, but is not limited to, changes that impacts any of the military components, military personnel and health policies, compensation statutes and associated policies, accessions policies, and retention standards.
Analyze and conduct relevant research to determine impact to policy, costs, operations, or other aspects and provide recommended courses of action to the appropriate government program lead, within five business days of request, regarding any proposed policy and law adjustments that are needed
Review Department regulations and instructions, legislation, court rulings, VA policies, and other authoritative sources impacting DES, SCAADL, and PDBR policies and operations.
Develop responses to high-level inquiries from senior DoD officials, Congress, VA, Military Departments, DHA, and other stakeholders.
Review program performance against established goals and indicators and develop recommendations for process improvements or new and revised DoD policies.
Prepare policy analyses, legislative reviews, executive briefings, decision memoranda, reports, and recommendations.
Support review of system capabilities and proposed modifications to ensure alignment with program requirements, policies, directives, and accepted practices.
Supervise policy analysts, manage priorities, and ensure timely completion of deliverables.
Apply Lean Six Sigma principles to improve policy and legislative processes.

Required Qualifications

US Citizenship required
Secret Clearance required
Experience with DHA
PEB, MEB, or DES Experience
Has 6+ years’ experience supervising or overseeing large groups of personnel
Has experience with maintaining quality assurance, initiating policy planning, technical and legislative support
Skilled in using databases, creating/coordinating reports and spreadsheets, computer meddling, statistical analysis and records management
Has 6+ years’ experience with implementing DoD and Veteran Affairs policies and federal regulations and maintaining compliance (preferred)
Has knowledge of the activities associated with DoD disability evaluations program and program regulations (preferred)
Experience evaluating legislation and responding to high-level inquiries.
Strong analytical, written, verbal, and organizational skills.
Experience preparing executive-level briefings, reports, policy papers, and recommendations.

Degree/Education/Certs:

Possesses a bachelor’s degree in any related field (public policy, political science, public administration or business administration)
PMP certified (active) or Lean Six Sigma Black Belt certified

Desired Qualifications

Experience as a Staff Officer at the OSD or Military Department level.
Experience with DES, SCAADL, PDBR, JDES, or VTA.
