HOPE SCHOLARSHIP FAMILY OUTREACH COORDINATOR
WV STATE TREASURER'S OFFICE-KANAWHA CO.

Salary: $45,000-$55,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Location: Charleston, WV

Job Type: Full-Time Permanent; Not in the Classified Service; FLSA: Non-Exempt

Division: WVSTO Hope Scholarship

Reports To: Executive Director, Hope Eligibility

Nature of Work:

Under general supervision, this position coordinates family outreach related to the West Virginia Hope Scholarship Program. The position serves as the primary point of contact for parents/guardians needing technical assistance or with general questions regarding the program.

Job Duties:
Includes some or all of the following. Other duties may be assigned.

Delivers excellent customer service when responding to general inquiries from the public and Hope Scholarship account recipients.
Researches and responds to incoming Hope Scholarship related mail, email, telephone, or walk-in inquiries.
Serves as the primary point of contact and main liaison for the parents/legal guardians of Hope Scholarship recipients.
Responds to student application related questions from and provides training to the Program’s contracted Program manager.
Works with the county boards of education to help resolve public school enrollment and data quality issues for current and prospective Hope Scholarship recipients.
Assists parents/legal guardians with resolving guardianship issues during the application process.
Assists with updating student records in the Hope Scholarship online portal as needed, such as application status updates, account freezes, etc.
Prepares content for the Hope Scholarship Newsletter and social media posts.
Conducts presentations to families interested in the Hope Scholarship at the request of participating education service providers or other relevant organizations.
Represents the Program at local conferences and meetings. Single day travel is required as well as occasional overnight stays.
Serves as a back-up for the duties of the Hope Scholarship Operations unit.
Prepares and submits activity reports to the Assistant Treasurer and Executive Director of Hope Eligibility.

Minimum Qualifications

Bachelor’s degree from a regionally accredited college or university required; two to four years of related experience and/or training; or equivalent combination of education and experience.

Required Knowledge, Skills, and Abilities:

Ability to communicate effectively, both orally and in writing.
Ability to participate in the creation and implementation of advertising concepts and media plans and production for television, radio, newspaper, outdoor advertising.
Ability to organize and present information in a clear, concise, and appealing format.
Ability to speak effectively before civic groups, business groups, and related associates.
Knowledge of the Microsoft Office Suite and in-house designed systems.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
Ability to work cooperatively and courteously with others.
Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner.
Thoroughness and careful attention to detail.

While performing the duties of this job, the employee is regularly required to remain in a stationary position and occasionally move about inside the office to access file cabinets, office machinery, etc.; observe, inspect, and assess documents; regularly operate computer and other standard office productivity machinery including, but not limited to computers, calculators, other office machinery, phones, printer/copiers, and filing cabinets; frequently communicate internally with other Treasurer’s Office staff; frequently communicate with external stakeholders; and position self to access office areas needed or to operate office machinery.

Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The Hope Scholarship Family Outreach Coordinator may occasionally be required to attend and participate in meetings and public functions out of the office including evenings and weekend events, both indoors and outdoors. Noise levels are usually moderate.
