Full Job Description

General Summary

The Transit Safety, Security, and Training Coordinator performs responsible, administrative work coordinating all Safety, Training, and Security Management programs of Charlottesville Area Transit (CAT). Investigates vehicle accidents and passenger incidents, arranges and schedules training or retraining opportunities (internal or external), and ensures CAT’s compliance with all federal, state and local safe operating guidelines and codes. Work is performed under limited supervision and reports to the Director of Transit.

Work Schedule: The anticipated work schedule for this position is Monday through Friday, 8:00 AM to 5:00 PM. Occasional evening and weekend work may be required. This position is also subject to emergency call-back and may be required to work outside of normal business hours to provide essential services to the public. Work schedule is subject to change based on operational need.

The preferred hiring amount for this position is between $75,296.00 - $92,206.40 Annually. Starting offer is based on applicable education, experience, and internal equity. This full-time, exempt position offers a comprehensive benefits package, including 13 paid holidays plus one floating holiday, vacation and sick leave, health insurance with employer contribution, employer-paid life insurance, gym membership reimbursement, tuition assistance, and professional development opportunities. This position is also eligible for the following benefits:

Choice of retirement plan:
- Defined Benefit Pension Plan: Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary.
- Defined Contribution 401a Plan: Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.
Voluntary 457 Deferred Compensation Plan
Eligibility to purchase prior service credit under the Defined Benefit Plan

Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. In coordination with the Assistant Director of Transit (Operations), oversees all staff training including the planning, assignment, evaluation, and scheduling of safety and training programs in accordance with regulations from the Federal Transit Administration (FTA), Department of Transportation (DOT), Department of Motor Vehicles (DMV), and other applicable agencies.
Serves as the Federal Transportation Administration (FTA) drug and alcohol program manager.
Enforces department safety and work procedures to ensure workplace safety practices are being adhered to at all times. Trains employees in work procedures, job safety and the recognition and elimination of hazards.
Pursues a safety culture that pervades all areas of operation, with a heavy emphasis on risk mitigation and accident prevention. Identifies safety issues in transit facilities, on transit equipment, at transit stops, and in transit routing.
Interprets and recommends action to implement and enforce city, state and federal safety rules, regulations and procedures.
Conducts safety audits through observation, on-board ride checks, and facilities inspections.
Participates in, and serves as a member of, the city’s safety and accident review committee; participates in other related internal and external meetings and committees as required.
Provides comprehensive technical advice and assistance with accuracy of accident/incident reporting and with current or new applicable laws and regulations.
Assists drivers and managers in preparing accident/incident reports, prepares OSHA reports, and safety violation and compliance documents.
Assists with development and implementation of written policies and procedures to ensure these are consistent with training programs and safety standards.
Ensures staff is trained to proficiency in accident/incident investigation, all hazard identification, and hazard mitigation.
Responsible for all safety, training, and security data collection, report preparation, and analysis of division performance data and produces required and ad-hoc annual and periodic reports.
Keeps all documentation of training and retains training records to ensure program compliance with state and federal regulations governing transit operations.
Establishes and maintains files of state and federal rules and procedures; as well as the posting of safety bulletins and other applicable communications to staff.
Operates a City vehicle in the performance of the job duties.
Subject to being called back to work in emergencies, on standby, or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.
Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
Regular and reliable attendance.

Other Duties

Performs additional duties to support operational requirements as apparent or assigned.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

Bachelor’s degree with coursework in transportation, business administration, occupational safety and training, or related field AND 1 year of transportation experience, including some administrative experience in public transportation or a related area.

Associate’s degree with coursework in transportation, business administration, occupational safety and training, or related field AND 3 years of transportation experience, including some administrative experience in public transportation or a related area.

High School diploma or GED AND 5 years of transportation experience, including some administrative experience in public transportation or a related area.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses/Other Requirements:

Must obtain and maintain a valid Virginia Commercial Driver’s license (CDL), with endorsements for Air Brakes and Passenger Bus, and have an acceptable driving record according to city criteria.
Within 12 months of employment, must obtain National Safety Council Defensive Driving Instructor certification.
Within 3 years of employment, must obtain Transit Safety and Security Program Certificate from the US Transportation Safety Institute.
Required to successfully pass a pre-employment background check and pre-employment drug screen.
Subject to Federal DOT drug and alcohol testing regulations.

Preferred:

World Safety Organization certification as a Certified Safety Manager (CSM-Bus) within 12 months of employment.
Familiarity with DOT policies, OSHA, NIMS, EPA standards, and ADA requirements.
Experience in training employees.

Knowledge, Skills, Abilities and Other Characteristics:
Job Knowledge

Comprehensive knowledge of the principles and practices of safe and efficient public transportation operations and maintenance.
Thorough knowledge of all applicable federal, state, local, and City regulations pertaining to transit and school bus operations, including but not limited to DOT, FTA, OSHA, DMV.
Thorough knowledge of driver training and safety procedures and practices.
Thorough knowledge of insurance requirements and loss controls.
Thorough knowledge of the principles and practices of education methods of teaching.

Reading

Intermediate: ability to read and understand written materials such as newspapers, magazines, journals, legal materials, multi-step instruction manuals, and reference materials.

Writing

Intermediate: ability to organize data and write clear and concise reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math

Intermediate: ability to deal with number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement.

Communication Skills

Intermediate: Establish and maintain effective working relationships with employees, co-workers, city staff, management, external agencies, and others. Provides and receives standard to complex information, with ability to explain policies to diverse audiences. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making

Requires Limited Direction: normally completes work according to their own judgment, requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Skilled: comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Requires skill in investigating accidents and in interpreting and implementing government directions. Skill in utilizing Microsoft Office applications and department systems and software.

Physical Demands:

Work Environment:

Work is typically performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.
Work may also be performed in the field, training staff in a variety of settings and/or during incident reviews, which may include exposure to various extreme temperatures/weather conditions, vibrations, inadequate lighting, fumes/gasoline, airborne particles, allergens, moving mechanical parts, confined spaces, and in/around traffic and roadways.
The noise level is usually moderate but may be loud when in the field.
