Full Job Description

The County of Greene is currently seeking a highly skilled, experienced, hands-on professional to serve as its Director of Water and Sewer. The Director of Water and Sewer reports directly to the County Administrator.

The Director of Water and Sewer performs highly responsible executive and technical work directing the planning, administration, operation, maintenance, regulatory compliance, and capital improvement activities of the County's water and wastewater utility systems. Oversees 24-hour water and sewer treatment and distribution operations while ensuring compliance with all federal, state, and local health, environmental, and safety regulations. Provides strategic leadership for multiple concurrent capital infrastructure projects, including treatment plant upgrades, utility system expansions, rehabilitation programs, and other major water and sewer public works initiatives. Responsible for long-range infrastructure planning, capital improvement programming, project budgeting, consultant and contractor management, regulatory coordination, and stakeholder communication

Essential Functions:

· Oversees all water and sewer related work, assuring compliance to required standards.
· Serves as the primary report contact with the Virginia State Waterworks Board, VDH, and VDEQ.
· Directs all the activities, administers programs, projects, processes, procedures, and systems.
· Supervises staff, conducts performance evaluations; ensures staff is trained, and maintains all required certifications.
· Plans, directs, and coordinates work plans; assigns projects and areas of responsibility, reviews and evaluates work.
· Develops and administrates the department operating budget.
· Creates and manages capital budget planning and program development.
· Develops and implements departmental goals, objectives, policies, and priorities.
· Manages all operating permits and regulatory requirements for all agencies to include VDH, VDEQ, and OSHA.
· Serves as the County's representative with engineers, consultants, contractors, regulatory agencies, elected officials, and the public regarding utility infrastructure projects.
· Develops, prioritizes, and implements the Water and Sewer Capital Improvement Program (CIP) to support system reliability, growth, and regulatory compliance.
· Provides regular project status reports to the County Administrator, Board of Supervisors, and other stakeholders regarding capital project progress, expenditures, and risks.

Knowledge Skills and Abilities:

Knowledge of the County Water & Sewer Treatment Plant Operations Plan; knowledge of equipment manuals, knowledge of department policies and procedures; knowledge of the applicable laws, regulations, and ordinances of the department; knowledge of emergency and safety procedures and protocols; knowledge of engineering description sheets and engineering drawings; knowledge of required department reports, blueprints, and maps; skill in the use of general office equipment, personal computers, software, and peripheral equipment; skill in operating required water and sewer system related equipment and machinery; skill and ability to conduct employee performance reviews; ability to read and write plainly; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to follow technical instructions, procedures and schedules; ability to establish and maintain effective working relationships with associates, supervisors, and the general public. Thorough knowledge of capital project planning, construction administration, contract management, infrastructure asset management, utility financing, and public procurement practices. Demonstrated ability to manage complex infrastructure projects involving multiple stakeholders, competing priorities, regulatory requirements, and significant financial resources.

Education and Experience:

Bachelor's degree in Engineering, Public Administration, Environmental Science, Utilities Management, Construction Management, or a related field and progressively responsible experience in water and wastewater utility management, including experience managing capital infrastructure projects, personnel, budgets, and regulatory compliance activities; or an equivalent combination of education and experience. Experience leading large-scale public infrastructure projects and coordinating engineering consultants and contractors is strongly preferred.
