Job Summary:
The Bethlehem Center's Caminos Program provides crucial support through Home Studies & Post Release Services (HS/PRS) for recently migrated youth. This role is part of a grant funded by the U.S. Department of Health and Human Services, Office of Refugee Resettlement (ORR), offering a meaningful opportunity to work directly with unaccompanied children in need. We are in the final year of the current grant cycle, and while it is anticipated the grant will be renewed, there is no guarantee of work extended beyond 2026.
This position serves unaccompanied children under 18 years old who arrive in the U.S. without a parent or legal guardian. These children come from countries such as El Salvador, Guatemala, and Honduras, often escaping violence, gang activity, or other threats. Others have been victims of labor or sex trafficking and seek refuge in the U.S. Upon release from ORR custody, these children are placed with sponsors—typically family or close friends already residing in the U.S.

The PRS Clinician is responsible for intensive case management services that the family needs additional support for. A PRS Clinician focuses on stabilizing the family unit and the intervention(s) utilized should be tailored to the needs of the family and connect the released child and sponsor family with community-based services to address concerns that require long-term care. PRS Clinicians provide Level Three (3) PRS and may also provide Level Two (2) and Level One (1) PRS. This role fulfills the roles and responsibilities of the budgeted personnel role related to Intensive Case Manager as outlined in the approved budget.
This position requires licensure eligible in the state of Tennessee for LMSW, LCSW, or similar.
Services provided by the case managers include:
Home Study Services
- PRS Clinicians must have knowledge of local community social services and should have specialized experience working with immigrant populations, and should be knowledgeable about family preservation, kinship care, and general child welfare.
- Prepare reports according to standards to be submitted within 24 hours of case completion.
- Conduct home visits to assess sponsor households, ensuring they provide a safe environment.
- Interview sponsors and household members to evaluate preparedness and understand sponsor responsibilities.
- Virtually interview unaccompanied youth awaiting shelter release
- Guide sponsors in supporting the child’s safety, legal rights, and personal needs.
Post Release Services
- Create relationships with reunified youth served through in-home and/or virtual visits according to prescribed visit timelines within a 200 mile radius of Chattanooga
- Crisis/intervention services are required to be served in-person weekly for level 3 cases
- Develop individualized action plans alongside caseworkers for each unaccompanied child.
- Provide case management services to support children and sponsors in adapting to new communities, cultures, languages, and family dynamics.
- Address the child’s essential mental health, safety, educational, and legal needs as they await immigration hearings
Overall Responsibilities:
- Act as a primary contact for youth, family, sponsors, and external agencies.
- Follow documentation task protocols in a detailed, accurate, and deadline adherent manner
- Travel within a 200-mile radius for post-release services with the primary travel destinations in the greater Chattanooga, Nashville, Knoxville, Marietta areas
- Travel domestically throughout the US to conduct in-home client home studies to assist in meeting team goals
- Actively participating in community efforts and activities at The Bethlehem Center
- Coordinate with community resources and maintain effective relationships.
- Demonstrate knowledge of policies, procedures, and cultural competence.
- Engage in on-going training opportunities
Requirements and Skills
Essential Requirements:
- Eligibility
- Master’s degree in social work, psychology, sociology, or other relevant behavioral science with direct clinical experience * with the possession applicable Tennessee licensure or license eligible
OR
- Bachelor’s Degree with at least 5 years of clinical experience * with the possession applicable Tennessee licensure or license eligible
- Proficiency in Spanish/English * (written and spoken language skills); preference for cultural understanding of communities served
- Comfort with adapting to a flexible and changing environment
- Ability to handle confidential material in a responsible manner
- Able and willing to travel domestically up to 60% of the time according to business needs*
- Understanding that night and weekend work will be required to meet client availability
- Proficiency in typical office software applications
- Driver’s License with clear record *
- Must have daily use of a vehicle without prior notice or ability to access a car rental for remote cases
- Excellent verbal and written communication skills
- Ability to pass a criminal background check that includes past history of conviction of child and sexual abuse*
- Represent The Bethlehem Center with the ethics and behaviors expected from a respected non-profit organization
- Able to learn and effectively utilize different technology platforms
- Excellent computer use knowledge with Microsoft Windows 10 and 365 Office products, including Word, Excel, PowerPoint, and Outlook
- Proven effective time management, planning, communication, and interpersonal skills

- Ability to pass CPS/UII background check both prior to employment and per the schedule outlined by HR thereafter
- Ability to pass a Tuberculosis Screening both prior to employment and per the schedule outlined by HR thereafter
- Ability to pass a work-readiness physical performed by a certified medical professional both prior to employment and per the schedule outlined by HR thereafter
- Ability to pass a Federal and State Fingerprinting Background Check both prior to employment and per the schedule outlined by HR thereafter
- Ability to pass a drug screen via urinalysis both prior to employment and randomly thereafter

TRAINING REQUIREMENTS
- Satisfactory completion of Everstand Orientation and Training;
- Satisfactory completion of ORR required trainings prior to serving clients and on an annual basis; and
- Complete additional training as identified by supervisor or Human Resources.

COMPENSATION, BENEFITS AND WORK SCHEDULE

- Our staff work a hybrid schedule with an office in thesouth side of Chattanooga, TN.
- HS/PRS cases require travel. They are often conducted after school or work hours (evenings and weekends), when the unaccompanied child and their sponsor have the most availability.
