Overview of the Position

The Office of the Clerk seeks a responsible, detail-oriented person with extensive case management experience to serve as a project manager for the development and maintenance of the current and a new case docketing system. The incumbent will work with the Administrative Office (AO), the Circuit Executive’s Office IT staff, and Clerk’s Office staff to analyze existing procedures, local configurations, applications, and reports and use that analysis to guide the development of the new system while maintaining the current CM/ECF system, local applications, and reports. Preference will be given to applications received by July 10, 2026.

Position Description

Duties and Responsibilities:

Review current case management procedures and reports and provide recommendations to improve and maximize efficiency and functionality.
Coordinate with the AO and programmers in the development of a new case docketing system.
Coordinate the review and testing of modules of the new case docketing system as they become available and provide appropriate feedback.
Coordinate development, review, and testing of local configurations to the new docketing system with IT and Clerk's Office staff, including the development of new reports.
Coordinate with the AO and IT staff regarding any changes or fixes to CM/ECF and reports.
Develop SQL statements for ad hoc CM/ECF reports.
Coordinate case management-related projects within the circuit and with the state courts.
Meet with court staff, judges, unit executives and IT staff to provide updates on development and to explain and plan projects.
Provide assistance and coordinate development of training for implementation of new projects, processes, and procedures.
Provide input and advice to the Court on Clerk’s Office and case management-related initiatives and projects.
Review database design and table structure in order to extract data for application in other case related projects.

Qualifications

Qualified applicants must have demonstrated excellent written and verbal communication skills, highly developed analytical skills, strong attention to detail, excellent organizational skills, strong critical-thinking skills and problem-solving abilities, good judgment, and sound ethics, and the ability to work independently and multitask. In order to qualify for this position, you must be a high school graduate (or equivalent), have two years of general experience, and have a minimum of two years of specialized experience.

General experience is defined as progressively responsible clerical, office, or other work that indicates the possession of, or the ability to acquire, the particular knowledge and skills needed to perform the position’s duties. Education above the high school level may be substituted for required general experience on the basis of one academic year (30 semester or 45 quarter hours) equals one year of general experience.

Specialized experience is defined as progressively responsible clerical or administrative experience that provided knowledge of the rules, regulations, laws, procedures, and practices and involved the routine use of specialized terminology and automated software and equipment for word processing, data entry, or report generation. Such experience is commonly encountered in offices/organizations/departments such as law firms; legal counsel offices; federal, state, and municipal courts; educational institutions; and human resources/payroll departments.

Preferred Qualifications

Candidates with proficiency in a wide range of technologies, including Microsoft Office Suite, SharePoint, and virtual meeting platforms such as Microsoft Teams or Zoom are highly desirable.

Federal Court experience is preferred. Priority consideration will be given to candidates with appellate court experience who have current knowledge and understanding of the local court rules, practices, procedures, forms, and deadlines; knowledge of the Federal Rules of Appellate Procedure; knowledge of how cases proceed through the court system, and experience with the docketing program currently used by the Court, Case Management/Electronic Case Filing (CM/ECF).

A bachelor’s degree from an accredited four-year college or university is preferred.

Conditions of Employment

Must be a U.S. citizen or must meet the requirements established by current appropriations law. Positions with the U.S. Courts are excepted service appointments. Excepted service appointments are “at will” and can be terminated with or without cause by the court. The appointment is provisional and contingent upon the satisfactory completion of fingerprinting and an FBI background check. Direct deposit of pay required.
