Full Job Description

Overview
We are seeking a dynamic and experienced Mental Health Clinical Director to lead and oversee clinical operations within our addiction and mental health services program. This role is responsible for the delivery and oversight of substance use disorder and behavioral health treatment services in accordance with applicable federal regulations and the requirements set forth by the Virginia Department of Behavioral Health and Developmental Services, as well as accreditation standards including The Joint Commission.

The Mental Health Clinical Director will provide strategic and operational leadership to multidisciplinary clinical teams, including licensed therapists, counselors, and medical staff, ensuring the provision of high-quality, patient-centered care across all levels of service. Responsibilities include oversight of clinical programming, supervision of licensed and licensed-eligible staff, compliance with Virginia licensing regulations, utilization review processes, and maintaining accurate and timely clinical documentation in accordance with state and federal confidentiality laws, including HIPAA and 42 CFR Part 2.

The ideal candidate will have a strong background in substance use and mental health treatment, demonstrated leadership experience, and knowledge of Virginia’s regulatory and licensing framework. This role requires a commitment to trauma-informed care, recovery-oriented services, patient safety, and continuous quality improvement.

Duties

Lead the development, implementation, and ongoing review of clinical policies and procedures in compliance with Virginia DBHDS licensing regulations and The Joint Commission standards.
Oversee daily clinical operations, ensuring the effective delivery of behavioral health and substance use disorder services.
Ensure all services are delivered in accordance with Virginia scope of practice laws and that appropriate clinical supervision is provided to licensed-eligible staff (e.g., residents, supervisees).
Maintain compliance with all applicable federal and Virginia laws and regulations, including documentation standards, service authorization requirements, and patient rights protections.
Oversee utilization review, medical necessity determinations, and continued stay reviews in alignment with payer and regulatory requirements.
Provide leadership in staff recruitment, credentialing, supervision, training, performance evaluation, and professional development.
Ensure implementation of evidence-based and trauma-informed practices consistent with DBHDS expectations.
Serve as liaison between executive leadership, clinical staff, patients, payers, and regulatory agencies to ensure transparency and compliance.
Oversee quality assurance and performance improvement (QAPI) activities, including incident reporting, audits, and corrective action planning.
Ensure compliance with patient confidentiality laws, including HIPAA and 42 CFR Part 2 governing substance use treatment records.

Qualifications

Strong understanding of Virginia DBHDS licensing regulations and The Joint Commission standards
Demonstrated leadership skills with the ability to manage multidisciplinary teams effectively.
Demonstrates Proficiency in Communication and Writing Skills
Excellent communication skills to facilitate collaboration among staff, patients, and external partners.
Management experience in a fast paced environment with the ability to prioritize tasks efficiently.
Knowledge of State & Federal Statutes Regarding Patient Confidentiality laws
LCSW/LPC Required

Pay: $85,000.00 - $100,000.00 per year
