General Description:

The Human Resources (HR) Administrator is responsible for the analysis and forecasting of staffing requirements and the supervision of the recruitment and selection process for hiring staff for assigned client group(s). Complex work is performed within specific departmental objectives and policies; the employee works independently and coordinates with others as necessary. Contacts are regularly and frequently made at all organizational levels within and outside the school system to explain programs and policies. Contacts are on behalf of the school system and may obligate the organization to a course of action. Position requires extensive professional judgment.

Job Description:

Essential Job Functions :

Serves as the primary HR contact for a set of assigned client group(s)
Provides day-to-day performance management guidance to line management (e.g. coaching, counseling, career development, disciplinary actions)
Provides HR policy guidance and interpretation
Staffs assigned units while giving attention to position control; Collaborates with managers, Division Leadership, and the Office of Management and Budget in forecasting and determining staffing needs
Staffs positions for assigned client group(s)
May plan a variety of work calendars in collaboration with other HR teams
Works with Human Resources Information Systems (HRIS) to coordinate issuance of a variety of contracts and work agreements for new hires, promotions, and transfers to ensure compliance with internal procedures, School Board policies, and federal and state laws
Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance; Partners with senior managers or Legal, as needed or required
Works with managers and employees on the identification and resolution of employee matters
Partners with other HR Administrators to resolve complex employee relations issues
Coordinates employee transfers in accordance with School Board policies
Ensures compliance with federal, state, and local standards and regulations; Serves as a resource on Affirmative Action Plan (AAP) and Equal Employment Opportunity Commission (EEOC) concerns, the Americans with Disabilities Act (ADA) and the Fair Labor Standards Act (FLSA)
May assist in the development and implementation of training materials to inform and educate employees and supervisors on a wide variety of HR policies and procedures
May assist other HR Administrators with staffing responsibilities
May assist in the coordination and execution of special projects
Performs other related duties as assigned

Budgetary Responsibility :

This position has no budgetary responsibilities.

Report Preparation :

The HR Administrator prepares a variety of documents, including staffing reports, coaching/supplemental employee reports, and a variety of other reports related to vacancies, transfers, and employee matters, as well as reports related to schools’ drug and alcohol programs.

Equipment Operation :

General office equipment, including computers, printers, and scanners

Contacts :

Contacts are regularly and frequently made at all organizational levels within and outside the school system, including applicants, managers, directors, teachers and other division faculty and staff, legal staff, university staff, and agency and vendor staff. Contacts are on behalf of the school system and may obligate the organization to a course of action.

Work Direction/Supervision :

This position may provide guidance to various personnel on HR-related policies and procedures, and may provide work direction to one or more HR Assistants, but does not supervise other positions.

Decision Making :

This position performs functions independently on behalf of the school system and may obligate the organization to a course of action. The supervisor should be consulted as necessary with unusual situations.

Provides feedback on personnel policy and procedures, as requested

Work Environment :

The employee regularly works in an office environment, but will also travel to various district locations as needed for job fairs and other HR-related duties. The noise level is typically quiet to moderate.

Knowledge/Skills/Abilities :

Working knowledge of multiple HR disciplines, including federal and state laws, staffing, selection, diversity and inclusion, employee relations, and performance management
Demonstrated knowledge of School Board policies, programs, and regulations
Demonstrated knowledge of Virginia Department of Transportation (VDOT) regulations
Demonstrated ability to communicate effectively, both orally and in writing
Demonstrably strong organizational skills and attention to detail
Demonstrated proficiency with the Microsoft Office and Google suites of software

Additional Job Requirements:

Bachelor's Degree in Human Resources, Education, or a related field, with at least three years of progressively responsible work experience

Preferred: SHRM-CP, SHRM-SCP, PHR, SPHR, or Virginia Department of Education certification(s)
