JOB SUMMARY
This entry level position provides a range of emergency basic life support services (BLS) and advanced life support services (ALS) to persons who, as a result of illness or trauma, require such services. Work is carried out under stressful conditions and must be performed to protocols established by the Maryland Institute for Emergency Services Systems governing Paramedics. The Paramedic I primarily provides medical care and treatment to individuals critically ill and/or injured due to fire, motorized conveyance and other accidents or rescue situations. Responsibilities also include data entry, preparation and maintenance of records and reports relating to emergency care administered. Work is performed with considerable technical independence and is evaluated in terms of the applications of approved techniques, safety, and skilled operations of equipment in transporting patients to hospitals or other locations of emergency care.
ESSENTIAL FUNCTIONS
1. Provide compassionate, responsive, and accurate customer service.
2. Respond to calls for emergency services.
3. Under the guidance of the Jurisdictional Medical Director, shall provide BLS services including assessment, treatment and accompany persons to area hospitals that are at risk of serious injury or death as a result of illness, injury, or serious trauma.
4. Comply with current Occupational Safety and Health Administration Standards for Respirators and Self-Contained Breathing Apparatus.
5. Assesses the effect of treatment provided to a victim/patient; establishes appropriate level of contact with Medical Control to discuss ongoing and/or further treatment, as necessary. Interprets physician’s instructions regarding treatment.
6. Assesses the condition of a victim/patient, records significant conditions and reactions, and notifies physician of a victim/patient condition and reaction to interventions, treatments, and other significant incidents.
7. May act as team leader, in doing so, analyzes the situation presented, determines safety precautions necessary (including those for communicable diseases) and evaluates victim/patient needs to provide appropriate patient treatment.
8. Accurately and quickly communicate findings to crew, dispatcher, and medical control.
9. May be called to assist more than one person at a time. In such situations, conducts victim/patient assessment(s), assigning a priority to each victim/patient (triage). Also communicates treatment, care, and transport plans to the appropriate medical facility, according to policies and EMS standards, and to the crew.
10. Function at the National and Maryland Licensed Paramedic level including skills and interventions to include but not limited to basic life support and advanced life support. Patient assessment, EKG monitoring and interpretation, cardiac defibrillation and pacing. Basic and advanced airway insertions and maintenance, establish and maintain intravenous access as well as give medications intravenous, intermuscular, interosseous, and nasal.
11. Prepare and maintain records of administration of all emergency care administered through preparation of hard copy reports and entry of data into personal computer.
12. Inspect and perform routine maintenance or minor repairs on emergency vehicles and equipment to insure availability in case of emergency.
13. Station maintenance and repair.
14. Interpretation and application of policies, procedures, logs, and inspection reports.
15. Participate and provide continuous education and training.
16. Answer, respond to, or re-direct telephone calls.
17. Perform other duties as assigned.

CERTIFICATES, LICENSES AND REGISTRATIONS
Possession of a Maryland Paramedic License or the ability to obtain such a license prior to employment.
Possession of a Class C Maryland Motor Vehicle Operator’s License (or the equivalent from another issuing state) or the ability to obtain such a license within thirty (30) days of employment to position.
Completion of the following courses is preferred prior to appointment and is mandatory during employee orientation:

Courses below labeled as “Pro Board” require certification by the Maryland Fire Service Personnel Qualifications Board or National Board on Fire Service Professional Qualifications certification, previous editions will be accepted. Completion and maintenance of the following courses is preferred prior to appointment and is mandatory 1-year post appointment:
1. “Pro Board” Hazardous Materials Responder - Core Operations, PPE & Product Control (or previous edition)
2. Advanced Cardiac Life Support with an in-person skills validation. (ARC or equivalent)
3. Advanced Level Trauma Care Course (course must have an in-person skills validation.)
4. Advanced Level Pediatric Care Course (course must have an in-person skills validation.)
NIMS TRAINING
The following National Incident Management System (NIMS) Training is required as indicated in the Certifications, Licenses, and Registrations section.
1. IS 700 National Incident Management System, An Introduction

EDUCATION AND EXPERIENCE
High school diploma or general education degree (GED).
A minimum of 1-year experience as an Emergency Medical Service provider within a 9-1-1 system is preferred, but not required.
PHYSICAL DEMANDS
1. Regularly required to use hands to finger, handle, manipulate or feel medical equipment objects, tools, or controls; reach with hands and arms; and talk and hear.
2. Frequently required to sit, climb or balance, run, stoop, kneel, crouch, or crawl. Occasionally required to stand, walk while carrying weight, jump from a height of two feet, crawl and smell.
3. Carries out and follows responsibilities in full turn out gear including self-contained breathing apparatus.
4. Must be able to hear and recognize sounds associated with emergency situations from a distance, localize, and take proper measures to react and respond to audio information.
5. Must be able to recognize, define, and explain hazardous material placarding.
6. Removes persons from danger, carries victims to safety, removes obstructions to provide assistance to trapped individuals using proper techniques and requiring application of ingenuity to effect rescue. Requires pulling and dragging weight of 115 pounds.
7. Must frequently lift and/or move objects weighing more than 60 pounds.
8. Must be able to jump, step up and down from ledges, and have endurance to carry equipment over long distances.
9. Specific vision abilities required include close vision, distance vision, peripheral vision, night vision, depth perception, and the ability to adjust focus.

WORKING CONDITIONS
Work is performed in a variety of conditions and often outside. Occasionally work near moving mechanical parts; in high, precarious places; and outside weather conditions and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. Involves exposure to heat, cold, dirt and other very unpleasant conditions. An employee in this class is exposed to the risk of serious injury, requiring the use of protective clothing and the strict observance of safety precautions and procedures.
The noise level in the work environment is usually moderate; however, on occasion, is very loud when exposed to sirens, air or gasoline operated equipment, and helicopter engine noise.
Many hazards are involved, both in driving to the locations of emergency incidents and at the scenes of the emergency incidents. These include, but are not limited to, working in elevated and/or confined places, exposure to toxic atmospheres, weather extremes, and the extreme heat caused by fires.
Exposure to various illnesses and diseases; exposure to physically threatening victims/patients or other individuals. Exposure to bodily fluids, bloodborne and airborne diseases, viruses, and other communicable diseases. Exposure to extremely unhealthy and/or physically dangerous living conditions at victim’s/patient’s dwellings, including lack of electricity or extremely limited lighting.
COMMENTS
This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.
An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.

This position is one within the Queen Anne’s County Civil Service System. An employee initially appointed must serve a period of twelve months’ probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
