GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Management Services Program Supervisor within the Agency Services Program to serve as a key liaison between the Department, Wyoming's Congressional delegation, elected officials, and executive leadership. This position provides strategic leadership by coordinating legislative and policy initiatives, ensuring alignment with the Governor's priorities, and building strong relationships with key stakeholders across the state and nation.

Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only nine states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

Alongside the program manager, lead WYDOT's federal legislative and policy efforts to protect and secure more than $400 million annually in federal transportation funding.
Build and maintain strong relationships with Wyoming's Congressional delegation, legislative staff, and federal agency partners to advocate for WYDOT priorities.
Monitor, analyze, and influence federal transportation legislation, regulations, and the Federal Surface Transportation Program reauthorization to advance Wyoming's transportation interests.
Coordinate with federal, state, and local partners to pursue discretionary grant opportunities and maximize funding for transportation initiatives.
Review proposed federal rules and regulations, evaluate impacts to WYDOT programs, and prepare official agency comments in coordination with the American Association of State Highways and Transportation Officials (AASHTO) and regional partner states.
Represent WYDOT on AASHTO committees and serve as liaison for a five-state coalition to develop legislative strategies addressing shared rural transportation issues.
Coordinate WYDOT's state legislative program by tracking legislation, analyzing impacts, preparing briefing materials, and supporting the Director and Executive Staff during legislative sessions.
Develop position papers, legislative analyses, and executive talking points related to state and federal policy, statutes, and legislative initiatives.
Lead the development, coordination, and implementation of WYDOT policies, rules, and regulations while ensuring compliance with the Wyoming Administrative Procedure Act.
Oversee the preparation and publication of agency documents, including the Annual Report, Fact Book, and other executive publications.
Direct all Management Services Program operations, including strategic planning, budget development and administration, recruitment, onboarding, performance management, employee coaching, and professional development for program staff.
Foster collaboration across WYDOT divisions and with external stakeholders to support agency priorities, legislative initiatives, and organizational objectives.

Qualifications

KNOWLEDGE:

Effectively delegates responsibilities
High skill levels in oral and written communication, including public speaking, negotiations, presentations, and audit scenarios

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

2-4 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Coordinator

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Coordinator

Qualifying eligibility and criteria for the hiring bonus
- Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
- Temporary employees accepting a full-time or part-time permanent position
- Current employees accepting a promotional opportunity - recruitment must have been opened to the public
- One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12 month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
