Special Education Finance Coordinator

POSITION SUMMARY

The Special Education Finance Coordinator prepares and manages the annual Special Education budget and oversees the Medicaid services and staff to ensure maximization of claim reimbursements. The position also serves as the financial liaison between the Special Education Department and the Finance Department and will develop, establish, and implement Special Education fiscal and operational procedures and protocols.

DUTIES AND RESPONSIBILITIES:

The Special Education Finance Coordinator will provide oversight of the Special Education budget and finances.

Supervise and manage the implementation of the protocols, guidelines, and regulations regarding Medicaid reimbursable services
- Oversees, tracks, and manages personnel for Administrative Outreach and Medicaid claims
- Manage Medicaid Fee for Service claim verification and reporting data submissions in order to maximize reimbursement
Prepare and manage the annual Special Education Budget
- Tracks grant and district expenditures to ensure purchases meet federal/state guidelines
- Prepare, submit, and manage the annual IDEA Grant
  - Generates reports for Special Education IDEA grant quarterly claims
  - Responsible for all Special Education grant reporting through ISBE
- Oversee, track and prepare data for all annual claims which include:
  - Private Day Residential
  - Excessive Cost
  - Room and Board
  - Extended School Year
  - Track private placed student attendance
- Track all expenses associated with Excessive Cost student in order to maximize reimbursement
- Prepare and approve all private facility contracts with pre-approved facilities and update as needed
- Review and approve all A.E.R.O. student costs including related services
- Review and monitor Data Corrections Reports from Illinois State Board of Education for Excessive Cost, Private, and Summer School claims
- Develop, implement, and manage the Special Education purchasing and approval protocols
- Develop, implement, and manage a capital asset inventory protocol that will provide clear and concise identification of Special Education resources, equipment, and furniture
- Oversee Special Education transportation, including the negotiating of the annual renewal or preparing a request for proposal if necessary
- Other duties as assigned

QUALIFICATIONS

Education and experience equivalent to Associate’s degree (A.A.) or equivalent from two-year college or technical school; or one year related experience and/or training; or equivalent combination of education and experience.
Excellent organizational skills, competent with Microsoft Office programs
Knowledge of special education timeline requirements
High propensity for positive interpersonal relations

Ability to:

Ability to perform several tasks concurrently under varying deadlines
Ability to exercise tact, good judgment, and initiative in dealing with students, faculty, and the public
Skill in operating microcomputers, word processors and peripheral equipment
Ability to communicate clearly and concisely, both orally and in writing including clear, polite telephone communication skills
Ability to work efficiently under minimum supervision
Ability to identify sensitive information and maintain confidentiality

The individual(s) currently holding this position perform additional duties and additional duties as may be assigned. There will be an annual performance evaluation for this position.

Work Environment: While performing the duties of this job, the employee regularly works inside and is directly responsible for the safety and well-being students. The noise level is usually moderate, but may be noisy, active and busy at times.

Physical Demands: The employee is required to have contact with children and communicate effectively. There is constant standing and walking; frequent bending/stooping and squatting/crouching; occasional lifting up to 50 pounds; and frequent use of close and distance vision and hearing in quiet environments.

Mental/Motor Demands: The employee frequently exercises flexibility, works within time constraints, maintains attentiveness, and engages in social interactions requiring effective oral and written communication. The physical demands, work-environment characteristics, and mental/motor demands described within this job description are representative of those that must be met by an employee to successfully perform the essential functions of this job. Performance in this position will be evaluated in accordance with the approved and adopted District 111 Evaluation Plan. The Director of Business and Finance/CSBO is the immediate supervisor.
