Full Job Description

Job Overview

Housing Opportunity Development Corporation (HODC) is an established nonprofit affordable housing developer and property manager serving communities throughout Chicagoland. Founded in 1983, HODC develops, preserves, and manages affordable housing for low- and moderate-income households and has a growing portfolio of more than 35 properties and 800 apartments.

HODC is seeking an experienced affordable housing development leader to assume primary responsibility for the day-to-day leadership and performance of its real estate development department. Reporting to the Executive Director and serving as a member of the senior leadership team, the Director will lead HODC’s development pipeline, supervise and develop staff, oversee project financial and operational performance, manage external development partners, and help shape the organization’s future growth.

The Director will operate with substantial independence and decision-making authority, while working closely with the Executive Director on major strategic, financial, organizational, and community matters. The successful candidate will combine deep affordable housing development expertise with strong judgment, financial acumen, team leadership, organizational discipline, and a commitment to HODC’s mission. This is an opportunity to lead an established development platform with an active pipeline, experienced staff, a strong regional reputation, and the ability to undertake meaningful and complex affordable housing projects.

Basic Functions: This position is responsible for leading HODC’s real estate development team in developing affordable housing from conception to completion. This includes identifying opportunities, evaluating feasibility, securing approvals, applying for financing, completing closings, design and construction, and leading project completion.

Status: Full-time; Salaried; Reports to Executive Director. Direct reports: real estate team

Responsibilities:

Real Estate Development

Lead project management to create affordable housing including acquisition, financing, design, and construction activities.

Identify and evaluate potential project sites and determine feasibility.

Secure local approvals and support.

Direct feasibility analyses including underwriting development and operating budgets.

Lead completion of financing applications.

Ensure approved project closing and review loan documents, partnership agreements, and third-party contracts.

Monitor the development pipeline and oversee multiple developments simultaneously.

Select and oversee team members including architects, contractors, consultants, etc.

Closeout completed projects including overseeing the transition to operations.

Leadership

Serve as a member of the leadership team and help shape the organization's direction.

Partner with the Executive Director to establish strategic priorities and goals.

Work collaboratively with agency departments to ensure communication.

Prepare monthly reports and analyses for leadership and the Board of Directors.

Staff Development

Lead, hire/fire and supervise the real estate development team.

Create performance expectations and manage department staffing and workloads.

Ensure appropriate training and professional development opportunities for staff.

Recommend promotions, compensation, and growth plans for department staff.

Stakeholder Engagement

Engage external stakeholders, including attending community meetings, planning sessions, public hearings, and other events as required to foster productive partnerships.

Cultivate and maintain strong relationships with public agencies, elected officials, community partners, lenders, and industry stakeholders.

Participate in local, regional, and state initiatives that shape affordable housing policy.

Requirements:

Minimum 10 years of experience in affordable housing development.

Bachelor’s degree in Urban Planning, Public Policy, Architecture, Real Estate, Urban Studies or related field; Master’s degree preferred.

Completed multiple affordable housing development projects in a leadership role.

Demonstrated leadership experience in project management, financial underwriting, affordable housing development, construction oversight, and team building.

Demonstrated project management experience and the ability to manage multiple projects with competing priorities simultaneously.

Highly motivated and dependable; ability to work independently and as a team.

Highly personable, energetic and creative.

Strong computer skills including proficiency with Microsoft Office software.

Strong project management, verbal and written communication, interpersonal, conflict-resolution and problem-solving skills.

Car and valid driver’s license; primarily local travel.

Salary: Commensurate with experience

Pay: $81,450.78 - $120,000.00 per year
