Position Overview:
The Workforce Accessibility & Special Programs Manager is responsible for leading system-wide strategies to improve access, equity, and employment outcomes for individuals with barriers to employment, including individuals with disabilities.
This position serves as the lead for the Department of Rehabilitation (DOR)–AJCC Collaboration as the identified Disability Resource Coordinator and oversees multiple grant-funded initiatives focused on special populations. The Manager ensures integration of services across programs, alignment with Workforce Innovation and Opportunity Act (WIOA) requirements, and implementation of sustainable, inclusive workforce practices throughout the America’s Job Center of California (AJCC) system.
Key Responsibilities:
Program Coordination & Partnership Development
· Lead system-wide coordination between Workforce Innovation and Opportunity Act (WIOA) programs and Department of Rehabilitation (DOR) partners
· Collaborate with NoRTEC partners to assist with DOR–AJCC project goals, activities, and deliverables in alignment with grant requirements
· Coordinate and support co-enrollment, co-case management, and integrated service delivery efforts with DOR and partner agencies
· Collaborate with DOR, EDD, AJCC operators, community organizations, and other partners to strengthen service coordination and workforce access
Accessibility, Equity & Inclusion
· Develop and support accessibility and inclusion strategies across AJCC locations and partner programs
· Develop, revise, and support implementation of policies and procedures that improve access and reduce barriers for individuals with disabilities and other special populations
· Conduct or support accessibility assessments, including physical, programmatic, and communication accessibility reviews
· Support outreach, engagement, and service strategies for individuals with barriers to employment, including individuals with disabilities and special populations
· Support implementation of strategies that promote equitable access, workforce inclusion, and sustainable systems change across programs and funding streams
Training, Technical Assistance & Capacity Building
· Provide training, technical assistance, and cross-training to staff and partners on disability access, inclusion, accommodations, and workforce system requirements
· Participate in state-level meetings, workgroups, Communities of Practice, and technical assistance activities related to grant implementation
Grant Management, Reporting & Compliance
· Track participant data, activities, and outcomes in CalJOBS and other required systems
· Prepare or assist with required grant reporting, including Monthly Status Reports (MSR), Quarterly Progress Reports (QPR), invoices, and supporting documentation
· Monitor grant activities and expenditures to support compliance with funding requirements, cost allocation, and allowable cost guidelines
Performance Analysis & Continuous Improvement
- Analyze program performance, identify service gaps, and recommend improvements to support continuous quality improvement and long-term sustainability
Project Coordination & General Support
· Coordinate multiple priorities, projects, and partnerships in a dynamic grant and workforce development environment
· Perform related duties as assigned in support of program operations and grant objectives
Knowledge, Skills, and Abilities:
· Learn and apply Workforce Innovation and Opportunity Act (WIOA), Department of Rehabilitation (DOR), and other workforce system requirements
· Translate grant goals and program objectives into operations and service delivery strategies
· Build and maintain collaborative working relationships with internal and external stakeholders
· Organize and manage multiple projects, priorities, and deadlines in a dynamic environment
· Analyze information, identify gaps, and support development of process improvements
· Support accessibility and inclusion strategies across programs and services
· Communicate effectively through presentations, training, and written correspondence
· Track program activities, performance measures, and reporting requirements accurately
· Adapt to changing regulations, funding requirements, and organizational priorities
· Use independent judgment and problem-solving skills to address program and service challenges
· Utilize computer systems, spreadsheets, and case management systems such as CalJOBS
· Maintain confidentiality of sensitive participant, personnel, and program information
Minimum Qualifications:
The ideal candidate will possess a combination of leadership, workforce development, data analytics, and management information systems experience, including:
· Bachelor’s degree in public administration, social services, workforce development, behavioral health, education, or a related field (or equivalent combination of education and experience)
· Two (2) to four (4) years of experience in workforce development, human services, disability services, behavioral health, education, public school services, vocational rehabilitation, community-based programs, or a related field
· Experience working with individuals with barriers to employment, including individuals with disabilities, justice-involved individuals, opportunity youth, English language learners, low-income populations, or other special populations
· Familiarity with public service systems such as Department of Rehabilitation (DOR), workforce development programs, public education systems, county or social service programs, or community-based organizations
· Experience coordinating programs, projects, partnerships, case management, or service delivery activities
· Knowledge of or willingness to learn Workforce Innovation and Opportunity Act (WIOA), DOR, and other workforce system requirements
· Strong organizational skills with the ability to manage multiple priorities, deadlines, and reporting requirements
· Strong communication and interpersonal skills, including the ability to facilitate training and collaborate with diverse stakeholders
· Experience tracking data, preparing reports, and supporting program performance outcomes
· Proficiency with Microsoft Office applications and willingness to learn case management and reporting systems such as CalJOBS
· Valid driver’s license and ability to travel throughout the service region as required
Desired Qualifications:
· Preferred experience includes supporting or managing grant-funded programs; knowledge of accessibility standards, ADA requirements, and inclusive service practices; experience providing staff training, technical assistance, or program support; and background in behavioral health, developmental disabilities, applied behavior analysis (ABA), or related services, including BCBA certification or related experience.
DOR Grant Deliverables:
· Implement DOR–AJCC Collaboration project goals and activities
· Facilitate system-wide coordination between WIOA (Title I) and DOR (Title IV)
· Increase access to AJCC services for individuals with disabilities
· Support and track co-enrollment and co-case management with DOR
· Develop and implement system-change strategies to reduce barriers
· Create and revise policies and procedures to improve accessibility and inclusion
· Provide staff training and cross-training on disability-related topics
· Conduct or support accessibility assessments (physical, programmatic, communication)
· Participate in state-level meetings, work groups, and Communities of Practice
· Collaborate with DOR, EDD, and technical assistance/evaluation teams
· Enroll and serve participants with disabilities and improve employment outcomes
· Test and implement service strategies and support continuous improvement
· Track participant data and activities in CalJOBS
· Submit required reports:
o Monthly Status Reports (MSR)
o Quarterly Progress Reports (QPR)
· Assist with the creation and submission of monthly invoices and supporting documentation
· Ensure compliance with budget, including cost allocation and allowable costs
· Maintain required partnerships (failure may result in termination)

Physical Demands:
While performing the duties of this job, the employee is constantly required to use hands to finger, handle, or operate objects, tools, or controls; and reach with hands and arms. The employee is required to walk, sit, stand, talk, and hear.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, color perception, and the ability to adjust focus.
Travel Requirements:
10%-20% local and overnight travel in rural Northern California is required. May include state and national travel for conferences and meetings occasionally.
Work Environment:
The noise level in the work environment is moderately noisy.
