Position:

Human Resources Generalist

Department: Recreation

Employment Status: Chapter 7 Ordinance; Non-Exempt; Full-Time;

(40 Hours/Week)

Salary: Grade 06, Step 01 - $23.58 - $33.62/Hour

Schedule: Monday – Friday 8:00 AM – 5:00 PM

Certifications/Licenses Required: Associate’s Degree in Business Administration, Law, Human Resources or in another related field, A minimum of four (4) years of experience in Human Resources; Or an equivalent combination of education and/or experience that enables performance of all aspects of this position.

SUMMARY

The City of Chicopee’s Human Resources Department is hiring a Human Resources Generalist who will assist the Director and Assistant Director of Human Resources in planning, organizing, and maintaining assigned HR operations, actions, programs, and subroutines of the City of Chicopee. This position is responsible for the maintenance of regulatory compliance, recruitment functions, workers’ compensation and unemployment case and procedural processing. Responsibilities entail a variety of administrative and professional duties requiring a high degree of confidentiality, decision making, and assistance in the conception and practice of Human Resource policies and operations.

ESSENTIAL DUTIES INCLUDE:

Administers HR programs and services for the City; provides for the administration of appropriate recruitment, training, regulatory compliance, analytics and other HR development programs and activities conforming to Federal, State, and local requirements, policies, and regulations.
Works with the Senior HR Generalist to execute processes and strategies to successfully recruit employees.
Ensures compliance with Civil Service (including official and labor service) laws regarding hiring, recordkeeping, and discipline process of employees.
Prepares and maintains recruitment and hiring activities, including the posting of vacancies, preparation of advertisement, screening of internal and external applications, assisting Human Resource staff and department conducting new employee orientation sessions. Maintain integrity of employment processes according to City policies, MGL c.31, FMCSA, Department of Labor, OFCCP, and UGESP.
Maintains knowledge of policies and procedures, ensuring consistent interpretation and application, including SOPs, practices, Civil Service guidelines, contracts, and CBAs.
Recommends to HR leadership changes to the policies as needed. Provides policy information to employees and advises on interpretation.
Coordinates Workers Compensation to maintain compliance and mitigate liability for the City and Schools.
Develops, executes, and runs reports, metrics, and data to aid leadership in the strategic planning of the HR Department's initiatives to effectively and efficiently serve the City.
Assists with the maintenance of office equipment and purchases supplies as needed.
Maintains knowledge of all collective bargaining agreements and may assist with composing responses to union grievances.
Prepares all bills and payroll information related to the Human Resources Department for approval, assisting the Sr. Generalist.
Under the supervision of HR leadership, this employee monitors and reviews job descriptions, salary structures and recommends changes as required; revises and maintains job descriptions.
Maintains personnel systems (i.e records, data and information) and maintains official personnel records, ensuring individual employee files are current and complete.
Helps in the management and processing of leaves of absences for municipal employees, consistent with federal, state, and municipal policies, and union agreements.
Interprets and explains Human Resources Department polices and procedural decisions and applicable state or federal laws to city departments, management personnel, employees, and/or general public.
Attends training sessions and conferences related to Human Resources.
Works with HR leadership to develop and implement training programs for employee development.
Prepares and submits employment-related reports as required by State and Federal law.
Maintains a base knowledge of employee and retiree benefits, aiding the Benefits Coordinator/Manager as necessary.
Ensures pre-employment and Criminal Background checks are performed on employees as required by law. Works with support staff to prepare employee notices (e.g, offer letters, separations forms, disciplinary notices, etc.).
Other duties and special projects as assigned by the Human Resource leadership as needed.

QUALIFICATIONS

A minimum of an Associate’s Degree in Business Administration, Law, Human Resources or in another related field. - Required
A minimum of four (4) years of experience in Human Resources;
Or an equivalent combination of education and/or experience that enables performance of all aspects of this position. - Required
MUNIS experience. - Preferred
Municipal and/or Public Administration experience. – Strongly Preferred

KNOWLEDGE AND COMPETENCIES:

Candidates for this position should have a thorough knowledge of the following:

Public sector personnel practices and applicable federal and state laws.
Knowledge of benefits administration, recruitment, workers’ compensation, unemployment, and training.
Familiarity with MUNIS ERP/HRIS/ATS system.
Understanding of FMLA, SNLA, and other applicable leaves
Knowledgeable in EEOC, MCAD, Affirmative Action, and other regulatory compliance standards.
Ability to interact in a positive and effective manner with all levels of personnel.
Ability to communicate clearly and concisely, in writing and orally.
Ability to establish and maintain good public relations and effective working relationships with employees, city departments, officials, and the general public.
Proficiency in computers, basic software programs and internet applications will be essential to perform the job.
Ability to compose, type and proofread work.
