The General Manager will play a key role in expanding MDB's business portfolio, strengthening customer and industry relationships, supporting operational excellence, and helping drive the company's long-term success.
Job Overview
The General Manager (GM) is responsible for the day-to-day leadership, growth, and operational performance of Mallard Duck Bay Enterprises, LLC (MDB). Reporting directly to the Chief Executive Officer (CEO), the GM serves as the primary operational leader for the company and is responsible for business development, contract performance, customer relationships, proposal development, operational planning, and financial performance.
The GM is responsible for identifying and pursuing federal contracting opportunities, developing industry partnerships, overseeing project and program execution, and implementing company objectives established by the CEO and parent company leadership. The position requires an experienced federal contracting professional capable of balancing strategic growth initiatives with operational leadership while maintaining strong customer relationships and contract performance.
The GM works closely with the CEO, parent company leadership, project teams, consultants, subcontractors, and support personnel to ensure MDB achieves its revenue, profitability, and growth objectives. Success in this role will be measured through business growth, contract performance, customer satisfaction, profitability, and achievement of annual company goals.
Major Responsibilities
Leadership & Operations
- Manage the day-to-day operations of MDB and execute company objectives established by the CEO.
- Provide leadership and oversight of company personnel, subcontractors, consultants, and contract resources.
- Develop and implement operational processes, procedures, and best practices that support company growth and contract performance.
- Monitor operational performance and recommend improvements to increase efficiency, profitability, and customer satisfaction.
- Foster a culture of accountability, professionalism, safety, integrity, and continuous improvement.
Business Development & Growth
- Lead business development activities to identify, qualify, and pursue federal contracting opportunities.
- Develop and execute capture strategies that support company growth objectives.
- Build and maintain relationships with federal agencies, contracting officers, small business offices, teaming partners, subcontractors, and industry stakeholders.
- Identify opportunities for sole-source, competitive, subcontracting, and joint venture pursuits.
- Represent MDB at customer meetings, conferences, industry days, networking events, and other business development activities.
Proposals & Capture Management
- Lead or oversee opportunity qualification, bid/no-bid recommendations, capture planning, proposal development, and contract pursuit activities.
- Coordinate internal and external proposal resources to ensure timely and compliant proposal submissions.
- Review technical approaches, staffing plans, pricing strategies, and estimating assumptions.
- Support development of strategic partnerships and teaming arrangements that improve MDB's competitive position.
Contract & Program Oversight
- Provide executive oversight of all contracts, programs, and projects.
- Monitor project performance, schedules, budgets, staffing, subcontractor performance, safety, quality, and customer satisfaction.
- Support project managers and contract personnel in resolving operational, contractual, and customer issues.
- Ensure projects are executed in accordance with contract requirements and company objectives.
- Review and monitor project profitability and resource utilization.
Financial Management
- Support development of annual operating plans, budgets, forecasts, and growth objectives.
- Review monthly financial reports, project performance reports, backlog reports, and key performance indicators.
- Work with company leadership and finance personnel to monitor revenue, profitability, cash flow, and business performance.
- Recommend corrective actions when financial or operational performance does not meet established goals.
Compliance & Corporate Support
- Ensure compliance with applicable SBA programs, HUBZone requirements, ANC regulations, FAR, DFARS, CMMC, and other applicable federal contracting requirements.
- Support preparation of reports, strategic updates, annual plans, and presentations requested by the CEO or parent company leadership.
- Maintain awareness of regulatory, contractual, and industry developments that may impact company operations.
- Perform other duties as assigned by the CEO.
Education/Experience
Required Education/Experience
- Bachelor’s Degree in Business Administration, Management, Finance, Construction Management, Engineering, or a related field from an accredited university; equivalent combination of education and experience may be considered.
- Minimum ten (10) years of progressively responsible experience in federal government contracting, including experience in business development, proposal development, contract execution, and operational leadership.
- Minimum five (5) years of experience leading employees, subcontractors, consultants, and/or multidisciplinary teams.
- Demonstrated experience managing federal contracts, programs, or projects.
- Experience developing and executing business development and capture strategies that resulted in contract awards.
- Working knowledge of federal acquisition regulations, contract administration requirements, and government contracting compliance.
- Ability to work independently, exercise sound business judgment, and effectively manage competing priorities.
Preferred Education/Experience
- Experience working with SBA 8(a), HUBZone, Small Disadvantaged Business (SDB), Alaska Native Corporation (ANC), or other socioeconomic contracting programs.
- Experience supporting or leading federal construction, facilities support services, operations and maintenance, environmental, or professional services contracts.
- Existing relationships with federal agencies, contracting officers, small business offices, teaming partners, or industry stakeholders.
- Experience working with Alaska Native Corporations and familiarity with the Alaska Native Claims Settlement Act (ANCSA).
- Project Management Professional (PMP) certification or equivalent professional certification.
- Experience with federal proposal development, estimating, pricing strategy, and capture management.
- Experience reviewing financial statements, key performance indicators (KPIs), and operational metrics to support business decision-making.

- Proficiency in Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, and Teams, along with the ability to quickly learn company software systems and technologies.
- Ability to adapt positively to evolving business conditions, organizational needs, and strategic priorities.
- Knowledge of compliance requirements including company policies, federal contracting regulations, SBA requirements, and those affecting Alaska Native Corporations.
- Ability to travel periodically throughout Alaska and the Lower 48 in support of business development, customer engagement, contract performance, and company objectives.
Preferred Knowledge or Skills
- Experience working with corporate boards, executive leadership teams, business operations, and strategic planning initiatives.
- Experience developing and implementing business strategies, annual operating plans, budgets, forecasts, and long-range growth plans.
- Experience reviewing and interpreting financial statements, key performance indicators (KPIs), project performance metrics, and operational reports.
- Familiarity with cybersecurity and compliance requirements applicable to federal contractors, including CMMC and NIST 800-171.
- Existing relationships with federal agencies, contracting officers, small business offices, teaming partners, subcontractors, or industry stakeholders that may support future business development efforts.
- Experience with federal construction, facilities support services, and project management.
- Knowledge of the SBA 8(a) Business Development Program, HUBZone Program, and other federal small business contracting programs.
- Experience working with Alaska Native Corporations and knowledge of the Alaska Native Claims Settlement Act (ANCSA).
Certifications & Training
Preferred:
- Project Management Professional (PMP) Certification.
- OSHA 30-Hour Construction Safety Certification.
- Formal training or certification in federal contracting, government procurement, proposal management, capture management, or business development.
- Training or experience related to SBA 8(a), HUBZone, or other federal small business programs.
Physical Demands
- Sedentary to light physical workload that requires but is not limited to the ability to walk, lift, grasp, talk, hear and perform repetitive motions.

Compensation
This position may be filled as an independent contractor, consultant, or part-time employee. Compensation will be commensurate with experience, qualifications, anticipated level of involvement, and demonstrated ability to support the company's growth and operational objectives. Incentive compensation may be available based on contract awards, business development contributions, company profitability, and achievement of established performance objectives.
