Position Overview
Triton Solutions International (TSI) is seeking experienced Construction Surveillance Technicians (CSTs) to support secure construction, renovation, infrastructure, and facility-development projects at overseas locations.
CSTs are responsible for protecting the physical and technical integrity of secure construction sites by monitoring construction activities, supervising uncleared personnel, inspecting materials and equipment, identifying anomalies, maintaining detailed construction-security records, and ensuring work is performed in accordance with applicable Construction Security Plans and customer requirements.
Successful candidates will have a strong understanding of construction practices, physical security, surveillance procedures, blueprint interpretation, and construction-security principles.
This is an OCONUS position requiring extended international travel and the ability to operate independently in austere, remote, developing, or otherwise challenging environments.
Essential Duties and Responsibilities
CST responsibilities may include:
- Monitor uncleared construction workers, contractors, subcontractors, vendors, visitors, and other personnel while they are working within designated secure or controlled construction areas.
- Maintain continuous observation of construction activities during designated phases of construction, renovation, installation, or demolition.
- Document activities observed during each shift through detailed CST notebooks, daily activity reports, inspection records, incident reports, and other required documentation.
- Maintain sufficiently detailed notes to establish who performed work, what work was completed, where the activity occurred, materials used, unusual observations, and any security-related concerns.
- Immediately identify, document, and report suspicious activity, unauthorized access, procedural violations, security incidents, construction discrepancies, or other conditions that may affect the integrity of the site.
- Conduct opening and closing procedures for Secure Construction Sites (SCS), Controlled Access Areas (CAA), and other designated restricted facilities.
- Inspect construction materials, equipment, tools, furnishings, supplies, containers, vehicles, and other items prior to their introduction into secure construction areas.
- Conduct visual, physical, X-ray, and technical inspections of materials and equipment when required.
- Utilize authorized inspection and Technical Surveillance Countermeasures equipment, which may include:
- Portable X-ray equipment
- Non-Linear Junction Detectors
- Spectrum analyzers
- Metal detection equipment
- Optical inspection devices
- Other specialized TSCM or construction-security equipment
- Assist with the random selection and inspection of construction materials intended for installation within Controlled Access Areas or areas contiguous to secure facilities.
- Participate in the inspection, control, and, when authorized, decertification of containers, equipment, materials, or other items associated with secure construction.
- Inspect materials before, during, and after installation to identify evidence of tampering, concealment, substitution, alteration, unauthorized modification, or other anomalies.
- Conduct close-in and seal-in inspections prior to the permanent concealment of construction components.
- Inspect walls, ceilings, floors, conduits, electrical systems, plumbing systems, HVAC systems, communications infrastructure, structural components, mechanical systems, penetrations, fixtures, and other construction elements before closure.
- Compare construction activity and completed work against approved architectural, engineering, mechanical, electrical, electronic, communications, and structural drawings.
- Read and interpret blueprints, construction plans, technical drawings, specifications, diagrams, and other project documentation.
- Identify variances between approved construction plans and actual work performed.
- Analyze designs and structural complexities to identify construction conditions or modifications that may conceal unauthorized equipment, devices, wiring, materials, or other security vulnerabilities.
- Recognize construction methods, devices, or modifications that could potentially be used to facilitate clandestine surveillance, unauthorized collection, or compromise of secure spaces.
- Maintain awareness of both conventional construction practices and construction techniques that could be used to disguise an unauthorized purpose.
- Perform personnel and material access-control functions when assigned.
- Verify credentials and authorization prior to allowing personnel to enter controlled areas.
- Conduct authorized inspections of bags, tools, equipment, materials, deliveries, and other items entering or leaving secure construction areas.
- Prevent unauthorized persons, equipment, materials, electronics, or other prohibited items from entering controlled areas.
- Coordinate closely with Site Security Managers (SSMs), Cleared American Guards (CAGs), construction managers, engineers, project managers, security personnel, technical specialists, and customer representatives.
- Maintain accountability for keys, locks, seals, access-control equipment, radios, inspection equipment, documentation, and other assigned security items.
- Support construction-security investigations and provide written documentation regarding identified anomalies, incidents, or security concerns.
- Maintain detailed daily CST notes and submit documentation for supervisory and Site Security Manager review as required.
- Communicate clearly and professionally with management, construction personnel, security personnel, and customer representatives.
- Prepare written reports describing problems, findings, security incidents, anomalies, and situations requiring management or customer action.
- Exercise sound independent judgment and initiative when working in environments where immediate supervision may not always be available.
- Maintain confidentiality concerning facility layouts, construction plans, security measures, vulnerabilities, customer information, personnel, classified information, and proprietary project information.
Construction Knowledge
CSTs must demonstrate the ability to understand multiple construction disciplines and how those disciplines interact within a secure facility.

Required Qualifications
Candidates must meet the following minimum requirements:
- Active Top Secret U.S. Government security clearance.
- Ability to maintain the required clearance throughout the period of employment.
- TS/SCI eligibility or access where required by the specific assignment.
- High school diploma or equivalent.
- Valid U.S. passport with sufficient validity for international deployment.
- Ability to meet applicable visa, immigration, work-permit, medical, and country-entry requirements.
- Ability and willingness to deploy internationally for extended periods.
Candidates should possess at least one year of relevant professional experience in one or more of the following areas:
- Construction Security Surveillance
- Construction Surveillance Technician operations
- Technical Surveillance Countermeasures

Depending upon the customer and assignment, candidates may be required to successfully complete a government-administered or government-approved blueprint-reading examination, CST training program, security training, or other pre-deployment qualification.

OCONUS Deployment Requirements
This position requires international deployment.
Candidates must be willing and able to:
- Deploy to locations based upon TSI and customer mission requirements.
- Accept assignments where the initial country or project location may be determined by operational need.
- Remain overseas for extended periods.
- Work rotational or project-specific deployment schedules.
- Work day, night, weekend, and holiday shifts.
- Work extended schedules when construction activities require continuous CST coverage.
- Support operations that may occur 24 hours per day, seven days per week.
- Travel between project locations within the assigned country or region.
- Operate in remote, austere, developing, or limited-infrastructure environments.
- Comply with applicable U.S. Government, customer, TSI, and host-country regulations.
- Comply with country-specific security and movement restrictions.
- Complete pre-deployment medical and administrative requirements.
- Maintain appropriate personal readiness for international travel.
Assignments may be unaccompanied depending upon project location and customer requirements.
Work Schedule
Schedules will vary based upon customer and construction requirements.
CSTs should expect that some assignments may require:
- 10- to 12-hour workdays.
- Six-day workweeks.
- Extended weekly schedules.
- Overtime.
- Night shifts.
- Weekend and holiday coverage.
- Continuous coverage during critical construction activities.
Exact schedules, rotations, and overtime provisions will be identified for each assignment.
Compensation and Deployment Support
Compensation and deployment benefits will vary depending upon location, contract requirements, employment classification, and project duration.
Depending upon the assignment, TSI deployment packages may include certain combinations of:
- Base compensation

Candidates must be capable of identifying a potential security issue, documenting the situation accurately, communicating concerns through the appropriate chain of command, and taking appropriate action within the limits of their authority.
TSI personnel are expected to respect host-country laws and customs while maintaining all applicable U.S. Government and customer security standards.
The nature of overseas construction-security work requires personnel who are adaptable, observant, technically competent, dependable, and comfortable operating in demanding environments with limited supervision.
