Job Title: Clinical Supervisor

SUMMARY: Under the supervision of the Director of Behavioral Health, this position provides clinical supervision and coordination of community support services. The CASE MANAGEMENT Clinical Supervisor functions as community resource manager, service delivery coordinator, team leader, trainer, and supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Manages the administrative and clinical aspects of case management services through individual and team supervision. Takes a leadership role in the implementation of an agency-wide client-focused community support service system. Works to make certain that the community support services unit provide persons a network of services within the agency and throughout the service area.
- Ensures the full range of clinical and administrative supervision for a community support team by providing a minimum of one hour of clinical supervision to each assigned community support specialist or worker weekly. May provide supervision in groups of five or individually. Document’s supervision and maintains required records. Guarantees that team supervision meets the agency, accreditation, licensure, and regulatory bodies.
- Carries out case management services orientation and training programs that enables staff to meet full range of expectations in areas including, but not limited to the following: social work/counseling ethics, concepts and practices; psychiatric and crisis intervention services; monitoring documentation procedures; community resource attainment, philosophies and accepted standards of care in behavioral health.
- Delivers both clinical and technical support assistance/activities with/for staff. Evaluates staff's performance and reviews case management team activities to evaluate overall program success and accountability.
- Supervises the work of case managers and/or worker in the field to make sure that competent community support services are provided to persons in various environments such as correctional facilities, homeless shelters, adult care facilities, etc. Accompanies each community support specialist on one outreach visit per month.
- Ensures that a team of case managers assist clients in gaining access to needed medical, social, educational, and other services essential to meeting basic human needs.
- Leads team meetings, participates in case conferences with a medical therapeutic team of psychiatrists, nurses, psychologists, etc. Monitors the success of the case management team on the basics of established goals and objectives. Facilitates and/or supervises therapy groups as needed.
- Participates in peer review, utilization services, general staff meetings, interdisciplinary meetings, workshops and seminars. Reviews and makes certain that recommendations from Peer Review Committee are put into effect.
- Coordinates the development of the Individual Service Plan and ensures that the client participates in the development of the ISP. Monitors program and client records for compliance with ADAMHS, O’MHAS, and CARF. Ensures that service and treatment documentation meet standards established by Quality Assurance and maintains accurate, quality record keeping at all times. Approves and signs off on all initial treatment/service plans. Coordinate’s therapy, assessments and crisis intervention.
- Works closely with hospitals to insure effective discharge and housing placement with related support for all consumers.
- Participates in agency-wide collaborations, networking on behalf of clients. Identifies unmet clinical, social vocational and residential needs. Makes recommendations and assists in the development of new services.
- May be required to manage community support team program: space/facility, equipment, and supplies, and to participate in inventory control and purchasing as it relates to client services. Assists department as backup leader when necessary.
- May be requested to supervise and evaluate counseling or social work practicum/internship students in accordance with the designated university requirements and the regulations of the Ohio Counselor, Social Worker, and MFT Board.
ESSENTIAL KNOWLEDGE AND SKILLS: Comprehensive knowledge of the principles, procedures, expectations and goals of case management services, the Social Work and/or Counselor Code of Ethics, rehabilitation, group process and dynamics. Must be resourceful with excellent knowledge of community support, community resources; vocational, social, educational, mental health, substance use, and human services.
Must know and assure client confidentiality consistent with client rights and all applicable federal, state and local laws, including the special requirements surrounding work with alcoholism and substance abusers. Must be thoroughly familiar with client's right organizations.
Must have the ability to assure that all service provided by the case management unit be culturally specific and relevant. Must be committed to providing serves that respond effectively to the values present in the client's culture.
QUALIFICATIONS: An appropriate CSWMFT board license is required: Licensed Independent Social Worker, Licensed Professional Clinical Counselor, Licensed Independent Marriage and Family Therapist, Master's Degree Nurse with at least three years of direct experiences after licensure, and at least two years of additional related experience prior to licensure. Previous case management experience and work with a severely mentally ill population is essential. Must have proven ability to work with mental health consumers and their families, therapists, psychiatrists, community support specialists, and a wide range of resource professionals. Strong written and oral communication skills are required.
Valid Ohio driver's license with less than four (4) points on driving record and current automobile insurance which meets state minimum requirements. Must be willing to work a flexible schedule, including evenings and weekends. Must be available after hours and be able to respond to emergency situations.
ESSENTIAL JOB REQUIREMENTS: The following are requirements of this job and must be met and maintained at all times during employment in this job:
- Ability to pass a drug and alcohol screen per the drug free workplace policy
- Ability to pass criminal background security screenings as required by regulations/laws related to: a) performing the essential duties of this job; b) working in and accessing partner institutions such as the criminal justice facilities, school, residential facilities, etc., c) working in and accessing a MTHSS institution such as a childcare center, residential center, or senior center, etc.
- Possession of all valid professional licenses required by regulations/laws and accreditation related to performing the essential duties of the job.
- Possession of a valid Standard Care Agreement if applicable to this job.
- Possession of a valid Ohio driver’s license with less than four (4) points on driving record
- Possession of an automobile drivers insurance policy that meets state minimum requirements
- Possession of an automobile with valid plates which meet state requirements
- Ability to perform the following for extended periods, periodically and frequently: a) Lift a minimum of 10 lbs., b) Stoop, c) Kneel; d) Bend; e) Feel; f) Walk; and g) Stand.
- Remain free from being listed by a State, County, City or federal organization as excluded, debarred, suspended, or otherwise ineligible to participate in government funded programs including but not limited to Medicare, Medicaid, Childcare Vouchers, Senior Services, Child Welfare or other.
- Remain free from being listed on the Department of Health and Human Services Office or the Inspector General Cumulative Sanctions Report;
- Remain free from being listed on the General Services Administration List of Parties Excluded from the Federal Procurement and Non-Procurement Programs.
