Brief Posting Description
The Director of Risk Management leads and oversees GCRTA’s Risk Management Department, ensuring efficient operation and integration of risk management into the Authority’s culture. Manages Workers’ Compensation claims and return-to-work programs, ensuring compliance with state laws, contractual obligations, and internal policies while coordinating with Legal, Safety, and operational teams. Evaluates organizational risks across operations, Finance, HR, Marketing, and contracts, implements controls to prevent accidents and financial loss, and promotes a strong safety culture throughout the agency. Oversees insurance programs, including coverage evaluation, policy negotiation, risk financing, and vendor/contract compliance, while supervising and developing staff, managing departmental procurement and contracts, and supporting special projects and community initiatives.
Detailed Description
Department Leadership and Program Management: Leads and manages the Risk Management Department, including planning, organizing, and allocating resources effectively. Develops and maintains risk management policies, procedures, and manuals, ensuring the program adapts to evolving exposures. Collaborates with executive leadership and department heads to integrate risk management into GCRTA’s corporate culture and operational practices.
Workers’ Compensation Administration: Oversees the full lifecycle of Workers’ Compensation claims, ensuring compliance with Ohio statutory and case law, contractual obligations, and internal policies. Oversees case management initiatives to control costs and promote safe, timely employee reintegration. Also manages return-to-work programs and transitional assignments. Coordinates closely with Legal, Safety, HR, and operational departments to ensure accurate, cost-effective, and fair claims administration.
Insurance and Risk Financing: Manages insurance programs and risk financing strategies, including reviewing coverage, negotiating policies with brokers, and adjusting strategies to meet changing organizational needs. Pursues recovery in the event of covered loss. Supports Procurement and Engineering teams in establishing appropriate insurance requirements for vendors and contracts, ensuring compliance with internal policies and regulatory requirements.
Risk Assessment and Control: Evaluates organizational functions including Operations, Finance, HR, Marketing, and contracts to identify and mitigate potential risks. Reviews policies, procedures, and processes to ensure safe practices, reduce exposure to accidents or financial losses, and implements appropriate controls. Guides management on risk mitigation strategies and corrective actions.
Staff Development, Procurement, and Special Projects: Supervises and develops Risk Management and Workers’ Compensation staff through performance coaching, training, and recognition programs. Oversees departmental procurement planning and contract administration, ensuring proposals and agreements are executed correctly. Provides administrative support for special projects, self-insurance applications, claims reporting, and community initiatives such as transportation programs or collaborative events.
Safety Leadership and Culture: Promotes safety as a core element of GCRTA’s risk management program, encouraging hazard recognition, reporting, and proactive control measures. Advises leadership on effective strategies to prevent accidents, resolve conflicts regarding safety practices, and fosters a culture that rewards safe performance across all departments.
Job Requirements
Minimum Requirements
Bachelor’s degree in business administration or related field, including coursework in accounting, insurance, claims, auditing, business law, finance, and statistics.
7 to 9 years of risk management, contract analysis and law, financial auditing, capital expenditure, liability analysis, insurance review and negotiation, administration and delivery of workers’ compensation claims, investigation and settlement experience; must include two (2) years’ experience supervising employees. Experience in a risk management or commercial insurance environment is preferred.
Associate in Risk Management (ARM), Chartered Property Casualty Underwriter (CPCU), Workers Compensation Professional (WCP), or related certification is preferred.
