Summary:
The Program Coordinator of Program Activities provides leadership, coordination, and oversight for the implementation of educational, family engagement, and student support initiatives for the Pennsylvania Migrant Education Program (MEP) throughout Chester County. This position is responsible for planning, coordinating, and evaluating year-round academic and enrichment programming while ensuring compliance with federal and Pennsylvania Department of Education (PDE) requirements.
The Program Coordinator supervises regional program staff, collaborates with participating school districts, community organizations, higher education institutions, employers, and social service agencies, and serves as the primary coordinator of educational services designed to improve academic achievement and overall well-being for eligible migratory children and youth. The position also leads family engagement initiatives, develops strategic partnerships, coordinates regional programming, and supports continuous program improvement through effective planning, monitoring, and evaluation.
Essential Job Responsibilities:
Plan, coordinate, and oversee all after-school, evening, weekend, intersession, and summer educational programs for the Regional Migrant Education Program
Develop annual program plans, calendars, and schedules that align with the Pennsylvania Migrant Education Program Service Delivery Plan
Coordinate regional educational initiatives designed to improve student academic achievement, school engagement, graduation outcomes, and college and career readiness
Monitor program implementation to ensure services are delivered effectively, consistently, and in compliance with federal and Pennsylvania Department of Education (PDE) requirements
Ensure completion of required needs assessments, student evaluations, service documentation, and program reports
Assist with program planning, budgeting, grant implementation, and special projects
Support with the review of Certificates Eligibility & Quality Control Meeting to review eligibility of families
Supervision and Staff Development
Supervise, mentor, and evaluate Student Support Specialists, Parent Coordinators, Instructional Assistants, Student Aides, and seasonal program staff serving Chester County
Coordinate staff assignments, scheduling, and daily program operations
Provide ongoing coaching, technical assistance, and professional development to program staff
Monitor staff performance and ensure compliance with program policies and procedures
Student Services Coordination
Coordinate supplemental educational services for eligible migrant students in collaboration with participating school districts
Collaborate with school personnel to identify student needs and coordinate appropriate educational supports and interventions
Oversee the implementation of extended learning opportunities, including after-school programs, summer programs, Saturday academies, career exploration activities, STEM initiatives, and educational field experiences
Coordinate referrals for academic, health, social-emotional, and community support services
Review program data and student outcomes to evaluate program effectiveness and identify areas for continuous improvement
Community Partnerships
Develop and maintain collaborative partnerships with school districts, community organizations, nonprofit agencies, employers, higher education institutions, and government agencies
Coordinate educational partnerships that expand opportunities for migrant students and families
Represent the Migrant Education Program at community meetings, regional collaborations, and statewide initiatives
Develop partnerships that support student leadership, career exploration, workforce development, health services, and family support
Parent and Family Engagement
Coordinate regional family engagement activities that promote meaningful parent participation in their children's education
Plan and facilitate educational workshops, parent meetings, family literacy events, and other engagement opportunities
Coordinate the Regional Parent Advisory Council (PAC) in accordance with the Pennsylvania Migrant Education Program Service Delivery Plan
Ensure families have access to translation, interpretation, educational information, community resources, and referral services
Foster strong relationships between families, schools, and community partners to support student success
Compliance, Data, and Program Evaluation
Ensure accurate and timely completion of all required PDE Migrant Education Program reports and documentation
Monitor compliance with federal, state, and local program requirements
Utilize student and program data to evaluate services, measure outcomes, and support continuous program improvement
Maintain confidentiality of all student and family information in accordance with FERPA and program policies
Professional Responsibilities
Participate in required state, regional, and local professional development activities
Attend required meetings, trainings, conferences, and collaborative planning sessions
Perform other duties as assigned by the Program Supervisor
Qualifications:
Bachelor's Degree in elementary, secondary, early childhood or special education or related fields?required
Bilingual in English and Spanish?required
Experience working with bilingual/bicultural students
Experience with curriculum development preferred
Documented ability to develop new educational programs preferred
Basic computer knowledge required
Salary:
Project, Level 14, $68,981 - $86,823/yr.
*Placement on scale commensurate to years of experience in similar positions*
260 day position, Monday-Friday, 7.5 hrs/day
