Full Job Description

JOB SUMMARY

Responsible for all Treasury Department functions and budget. The City Treasurer is also expected to work with the City Manager, Assistant City Manager, Finance Director, City Assessor, and City Council from time to time on issues related to treasury functions as they arise. The City Treasurer is responsible for the collection, distribution and reporting of property tax receipts.

SUPERVISION RECEIVED

Work is performed under the supervision of the Finance Director.

RESPONSIBILITIES AND ESSENTIAL DUTIES AND FUNCTIONS

Allocate the collected tax revenue in the appropriate amount to the proper city funds, school district, intermediate school district, college, county, and State of Michigan.
Prepare settlement with the county on an annual basis on real and personal property taxes as proscribed in the agreed upon format with the county.
Oversee production and distribution of tax bills to all city property holders as determined by the city assessor for summer and winter collections.
Refund all excess collections or bill on increased assessments as determined by the Michigan Tax Tribunal, Board of Review and the State Tax Commission.
Effect Jeopardy Assessments where the interests of the City may be compromised.
Account for, collect on, and then disburse any tax abatement properties as approved by city council. Settle with the State on an annual basis with the proper agency on any tax abatement properties.
Prepare and maintain the Treasury Department budget.
Perform the daily cash-out procedures City-wide and make the daily bank deposit.
Whenever possible, resolve disputes between taxpayers and the city on issues of tax collection and special assessments.
Prepare audit workpapers related to tax and other areas of responsibilities.
Prepare payment in lieu of tax (PILOT) invoices and distributions on an annual basis for low-income housing properties.

ESSENTIAL FUNCTIONS, QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES

All of the following functions, qualifications, KSA’s and duties are essential. An employee in this class, upon appointment, should have the equivalent of the following:

Considerable knowledge of spreadsheet software
A complete understanding of financial terms and an understanding of banking practices and activities
Knowledge of public finance, government and public taxation
Is proactive in performing and improving his/her own work and suggests and participates in projects and activities to improve the function of the entire organization;
Values diversity in the work place and in the community;
Works cooperatively and courteously using tact and patience with residents and employees;
Preferred Education: Bachelor’s degree in accounting, business administration or related field.
Preferred Experience: in public finance, government and public taxation.
Ability to be flexible, work with a variety of departments/external agencies, coordinate information and have the ability to manage multiple tasks.

PHYSICAL DEMANDS and WORK ENVIRONMENT

The physical demands and work environment described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

Duties entail the ability to work at a computer keyboard and on the telephone for extended periods of time, operating standard office equipment requiring continuous or repetitive hand/arm movements. Move and lift objects up to 20 pounds such as mail, files and supplies.

While performing the duties of this job, the employee is regularly required to use his/her hands to handle, or feel; reach with hands and arms; and talk or hear. The employee is frequently required to stand, walk, and sit. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, and the ability to adjust focus. The employee is occasionally required to kneel, crawl, crouch, climb, or stoop. While performing the duties of this job, the employee works in a normal office setting.

EDUCATION AND EXPERIENCE

· Minimum of an Associate’s Degree in Accounting

· Minimum of 2 years of experience in Accounting, or a CPA certification
