Human Resources Generalist – Government Programs

Pay: $30.00 per hour
Schedule: Monday–Friday, standard business hours, potential for hybrid
Location: Morrow
Type: Full-time, Contract

Focus People is seeking an experienced Human Resources Generalist to support a government agency’s HR operations. This position manages multiple HR functions, including benefits administration, employee leave, recruitment, personnel transactions, compensation analysis, policy development, and HR data reporting.

The ideal candidate will have recent government HR experience, strong knowledge of employment regulations, and experience managing detailed HR processes from beginning to end.

Applicant Questions

Do you have professional human resources experience with a state or local government agency within the past five years?
Have you independently managed benefits and leave processes, including FMLA, ADA accommodations, workers’ compensation, open enrollment, and benefit reconciliation?
Do you have hands-on experience processing personnel transactions and reviewing HR data in PeopleSoft HCM or a comparable government HRIS?

Key Responsibilities

Support multiple HR functions while ensuring compliance with federal and state laws, agency policies, and established procedures.
Analyze HR data related to headcount, turnover, compensation, benefits, and other workforce trends.
Run queries and reports, analyze results, and provide accurate information to internal stakeholders.
Develop, revise, and maintain agency job descriptions, HR policies, and related documentation.
Research complex personnel matters and provide timely, accurate guidance.
Manage FMLA, ADA accommodations, workers’ compensation, and ACA-related processes from initial request through completion.
Determine eligibility, provide required documentation, track leave, make referrals, and communicate with employees and managers.
Analyze and reconcile benefit reports with agency records, including SHBP, FLEX, ERS, and JRS.
Work with payroll and benefit administrators to correct discrepancies and resolve employee benefit issues.
Explain benefit options to new and existing employees and provide support during annual open enrollment.
Post and certify job requisitions through Team Georgia Careers/Taleo and the agency website.
Create job announcements, determine salary ranges, screen applicants, coordinate interviews, participate on interview panels, and make hiring recommendations.
Coordinate background checks and other pre-employment processes.
Audit annual, sick, and compensatory leave balances using HCM and resolve discrepancies.
Enter and verify personnel transactions in PeopleSoft HCM, including new hires, terminations, salary changes, position updates, and job reclassifications.
Review Personnel Action Forms for accuracy and ensure transactions move through the approval process promptly.
Monitor monthly HR transactions, run reports, identify processing issues, and help ensure data accuracy.
Process employment and personnel changes involving elected and appointed officials, temporary assignments, military leave, and salary changes.
Facilitate benefits training, employee events, and other agency-sponsored activities.
Provide benefit and HR process training in person and virtually.

Qualifications

Professional HR experience with a state or local government agency.
Working knowledge of FMLA, ADA, workers’ compensation, ACA requirements, and applicable employment laws.
Experience with benefits administration, leave management, recruitment, and personnel transactions.
Experience using PeopleSoft HCM or a comparable government HRIS.
Experience with Team Georgia Careers/Taleo, GA Breeze, SHBP, DOAS, ERS, JRS, or similar government systems is strongly preferred.
Ability to analyze HR reports, reconcile data, identify discrepancies, and coordinate corrections.
Strong judgment, organization, research, and written and verbal communication skills.
Ability to manage confidential employee information and multiple detailed processes accurately.
Experience providing guidance and training to employees and managers.
