POSITION SUMMARY:
This position is responsible for clerical and courier work consisting primarily of driving to various County government locations on a?daily basis to pick up and deliver mail, interoffice correspondence, parcels and packages. It also includes metering, weighing, cost computation and document preparation for a variety of outside delivery services including UPS, Federal Express, and USPS. Employees in this position require a high level of accountability for materials entrusted to their care and the ability to document receipts and deliveries of critical papers.

STARTING SALARY HIRING RANGE:
$19.52 - $21.52
$40,598 - $45,012

*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*

CLASS DESCRIPTION:
Performs technical level administrative support work under general supervision from an administrative or technical superior. Work typically involves performing skilled clerical, stenographic, and typing tasks but may also include determination of weights at a sanitary landfill; collecting fees; operating scales and cash registers; keeping records of materials and money received; and performing routine clerical tasks in an accounting environment.

*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months*

*Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.*

ESSENTIAL DUTIES AND RESPONSIBILITIES

Mail Delivery and Pickup:

Delivers and picks up mail, interoffice correspondence, and parcels on foot within the County Office Building Complex or via van/truck to approximately 20 outlying Howard County locations.
Performs daily driving duties for the County Administration’s external mail route.
Makes special direct deliveries of materials between individuals and agencies as required.
Must memorize addresses, delivery routes, and incoming/outgoing box locations.

Mail Sorting, Packaging and Preparation:

Sorts mail, interoffice correspondence, and parcels into appropriate trays, boxes, or receptacles by delivery location.
Packages, wraps, or bands combined shipments for delivery.
Prepares outgoing USPS, UPS, FedEx, and other carrier parcels following required guidelines.
Prepares UPS manifests using manual or automated systems.
Meters and affixes USPS postage in accordance with current Postal regulations.

Vehicle Operation and Maintenance:

Packs materials securely into County vehicles and operates safely to carry out safe transport tasks.
Responsible for general vehicle cleanliness, fueling, washer fluid, and tire pressure.
Notifies supervisor of maintenance issues and takes vehicles for service.

Receiving and Verification:

Receives mail and parcel shipments from USPS, UPS, and other carriers.
Verifies volume and contents of shipments and signs required delivery slips or manifests.
Acts as an Authorized Agent of the County government for receipt of correspondence and parcels.

Safety and Security:

Identifies and isolates suspicious packages or letters using County and USPS guidelines;
alerting public safety agencies when necessary.
Records damaged incoming packages and notifies carriers of subsequent damage findings.

Documentation and Recordkeeping:

Maintains signature logbook for special deliveries, including UPS, Certified, Express, and Registered mail, with tracking numbers, shipper details, and delivery information.

Other Duties:

Performs other assigned responsibilities as required.

SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

High school diploma, General Educational Development (GED) certificate, or a recognized equivalent high school credential accepted/recognized by the State of Maryland, and two (2) years related experience or equivalent combination of education and experience.

REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
Possession of a valid driver's license.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

Experience in mail services or package shipping and delivery.
Demonstrated experience with postal metering equipment and scales.
Demonstrated familiarity with postal and express rate charts and computation methods.
