Full Job Description

The purpose of this job is to oversee the review and response to Sunshine Law/Open Records requests. Locates, duplicates, organizes, redacts, and invoices production of documents. Interacts with legal counsel, as necessary.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

Processes and fulfills open records requests.

Serves as litigation coordinator for the Police Department, working closely with outside counsel in civil litigation, completing legal holds, and coordinating production of documents and other records during pretrial discovery.

Testifies at trial and in deposition under subpoena regarding records possessed and maintained by the Columbia Police Department.

Regular attendance is a necessary and essential function.

Performs other duties as assigned.

Fiscal Responsibility

Position has limited fiscal responsibility.

May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

Associate’s Degree or 2 years of college.
1 to 3 years’ experience in records management, preferably in a public sector setting.

Licenses or Certifications

Valid driver’s license.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

Knowledge of:

Relevant laws and regulations pertaining to Chapter 610, Revised Statutes of Missouri, and Missouri Secretary of State’s Office retention schedules and guidelines.

Police investigation lifecycle.

General office practices and administrative procedures, records management, and administration techniques and procedures.

Common business software applications such as Microsoft Office and Google Suite.

Skill in:

Communicating verbally and in writing to meet the needs of the audience.

Collecting, organizing, and analyzing complex and/or technical data.

Utilizing records management software, systems, and equipment.

Maintaining accuracy and attention to detail.

Ability to:

Prioritize with sound judgement managing multiple projects with overlapping and competing deadlines.

Process and handle confidential information with discretion.

Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.

Compile, organize, interpret, and communicate data and results concisely.

Provide high levels of effective customer service.

Render credible testimony.

Work independently with minimal supervision.

Recognize, analyze, and solve a variety of problems.

Regularly use a computer, software, phone and related office equipment.
