IRMO CHAPIN RECREATION COMMISSION

Position: Project Manager
Salary Range: $55,201 - $82,802

Position Type: Full-Time, Exempt

Location: Administrative Office

Normal Work Schedule: Monday – Friday, 37.5 – 40 hours per week

GENERAL STATEMENT OFJOB

Under occasional supervision, organizes, manages, and plans small to large-value projects for Irmo Chapin Recreation Commission. The project manager will typically manage a portfolio of projects within their area of responsibility; including the execution of the project and assisting with pre-construction planning with stakeholders, designers, consultants, vendors, and other project team members; develops assignments, timetables, and responsibilities for team members for the duration of the project, coordinates costing estimation and is directly involved in the day-to-day operations of the project. Performs related administrative, supervisory, and professional work as required. Reports to the Planning and Development Division Director.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Primary project manager for assigned projects, executes project schedules according to plan for assigned projects.

Communicates positive and realistic expectations to the project team and staff, holds self and others accountable for meeting key project metrics.

Evaluates the contractual scope of work and the impact on existing facilities, programs, special events, and any scheduling considerations and changes.

Acts within contract Terms and Conditions, effectively communicates project progress, issues, and financial status to management as required, manages risks, and executes project recovery plans when required and resolves disputes with minimal need for escalation.

Ensures project document controls and following contract requirements and agency standards, oversees project construction for compliance with specifications, local codes, and installation techniques, manages the selection, ordering, and delivery schedule of materials to be procured for the projects assigned.

Develops and maintains visible long-term relationships with consultants, primary contractors, sub-contractors, and vendors, attends and lead job progress meetings as required, ensures subcontractors understand the expectations of the project.

Coordinates with his or her supervisor for allocation of resources needed to meet project objectives, develops cost estimates and sub-contractor scope documents and solicitations for bids, addresses questions, concerns, and/or complaints throughout the project. Acts as a liaison between staff, contractors, and vendors.

Communicates and collaborates with sales and marketing teams to provide training and information required to promote and sell new projects, programs, and systems, ensures compliance with federal, state, local, industry, contractual, and agency regulations, standards, specifications, and best practices.

Must have strong problem-solving skills and the ability to think critically and analytically, excellent communication and interpersonal skills to effectively collaborate with cross-functional teams and stakeholders.

Proficient in project management tools and software, with the ability to adapt to new technologies and platforms.

ADDITIONAL JOB FUNCTIONS

Performs general administrative / clerical duties as required, including preparing reports and correspondence, copying, and filing documents, answering the telephone, entering computer data, attending meetings, etc.

Performs other related duties as assigned.

MINIMUM TRAINING AND EXPERIENCE

Bachelor's degree in a relevant field plus five to seven years of responsible project management, budgeting and supervisory experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

Pay: $55,201.00 - $82,802.00 per year
