Job Summary

Manages the Perioperative and Procedural Services Department of Business Operations.; oversees the development and implementation of policies, procedures, performance standards and objectives within Perioperative and Procedural Services that support the care and treatment of patients; evaluates performance and maintains performance improvement standards/records; coordinates services with other Medical Center (Downtown and Midtown) and System departments to provide maximum level of total service delivery and care for patients in accordance with UMMC Downtown and Midtown and UMMS philosophy and objectives. Provides operational support to the managers, directors and all team members throughout all Perioperative and Procedural departments. Participates in and oversees performance improvement activities, budget development, monitoring & execution, staffing, human resource oversight, capital equipment budgeting & procurement, patient scheduling and authorization, charge capture, local informatics, local supply chain and inventory management, local clinical quality and value analysis, local contract and consignment facilitation, local data analysis and other major departmental projects as assigned by the Sr. Director.

Primary Responsibilities

Plans, organizes, staffs, leads and controls departmental operational activities at UMMC Downtown and Midtown to support the safe and appropriate care of patients and delivery of an excellent patient experience through an enhanced team approach with all team members and colleagues. Develops goals and objectives; oversees the development and implementation of policies and procedures for departmental operations. Develops new techniques, methods and models to meet current and future service needs. Keeps the Administration informed of department activities, needs and problems, as appropriate.
Selects, orients/trains, and assigns personnel at UMMC Downtown and Midtown directly or working through subordinate supervisory staff. Develops standards of performance, monitors and supervises supervisory and staff actions; evaluates performance and initiates or recommends personnel actions such as merit increases, promotions and disciplinary actions to the Sr. Director. Encourages staff professional development through in-service education and external conferences and seminars. Assures maintenance of job descriptions for all staff members. Resolves staff grievances, as needed.
Develops, monitors, recommends and executes operating budgets at UMMC and ensures departments operate within allocated funds. Oversees the maintenance of departmental reports and records, collection of statistics and submits reports for administrative and regulatory purposes.
Actively participates in the strategic planning initiatives for UMMC.
Provides appropriate data and supporting documentation to address short term and long-term goals for all service areas within Perioperative & Procedural Care Services.
Provides administrative support and oversight of all assigned departments.
Long term and short-term planning initiatives and overall project management
Develops and recommend annual budget allocations.
Provides leadership in the development and implementation of processes that improve performance in clinical, functional, satisfaction and cost outcomes. Work with departmental leaders to achieve clinical resource management objectives. Works closely with departmental staff in promoting an effective process improvement plan.
Works in collaboration with team members to provide oversight, direction and consultation of the quality management and regulatory compliance program for UMMC Downtown and Midtown. Ensures compliance to/for: state and federal guidelines, state licensure, Joint Commission accreditation, and Department of Mental Health and Hygiene. Emphasizes a proactive quality improvement framework at UMMC Downtown and Midtown for information and intervention.
In collaboration with the supervisor, provides oversight for all operational activities, assures monitoring of customer satisfaction as appropriate and enhances positive internal and external community relations. This includes patient scheduling and authorization, charge capture, local informatics, local supply chain and inventory management, local clinical quality and value analysis, local contract and consignment facilitation, local data analysis as well as other activities.
Further develops and oversees methods to meet service needs and service excellence experience throughout UMMC Downtown and Midtown.
Manages major departmental project/ initiatives. Works with various entities within the organization to ensure projects are managed appropriately.
Develops and recommends capital budgets at UMMC Downtown and Midtown through consultations with departmental leadership, leadership from other UMMC Downtown and Midtown departments and Administration. Works with various Departments to ensure approved capital expenditures are processed accordingly.
Assures and provides oversight of all equipment and supply evaluations based upon needs and assures that purchases progress appropriately. Assures the presence of an evaluation program for new products for improved quality, patient care or cost effectiveness.
Assures the presence of an operational infrastructure within Perioperative Services that maintains safety, infection, and environmental control policies and procedures for the department.
Manages issues relative to clinical space requirements and utilization.
Collects statistical data as required.
Establishes and maintains communication within the department and with other UMMC Downtown and Midtown and UMMS Medical System departments to ensure the department's successful performance and operating efficiency.
Attends and participates in in-service, management and technical training programs both internally and outside the organization for professional growth and development.
Maintains currency with trends and advances in related service area to assure ongoing delivery of current and safe clinical care.
Represents the organization to both internal and external constituent groups in such a manner as to enhance the image of Perioperative & Procedural Care Services at UMMC Downtown and Midtown and across UMMS which further Medical & System objectives.
Actively participates in organization & system-wide committees and task forces as requested or as required.
Works closely with UMMC Downtown and Midtown, UMMS and UMSOM leadership in achieving all of the above and more as assigned.
Perform all other duties as assigned.

Work Experience

Education & Experience - Required

Bachelor’s degree in business administration, Health Care Administration, Finance, Accounting, or a related field or equivalent. Relevant experience may substitute the required education on a year-for-year basis.
Four (4) years of progressively responsible work experience in health care administration, financial analysis, budgeting, reimbursement, accounting, auditing or the educational equivalent.
Experience supervising, monitoring daily work activities, evaluating, training and motivating the performance of subordinate technical, professional and clerical support staff.

Education & Experience - Preferred

MBA, CPA or Master’s degree preferred.
Healthcare-related finance background is preferred.

Knowledge, Skills, & Abilities

Proficient knowledge of patient care practices, purchasing and inventory control, budget management, patient scheduling, insurance authorization, and personnel management.
Proficient organization and problem-solving skills are required to develop/ implement efficient work processes, and to successfully resolve difficult, conflict-oriented situations.
Demonstrated effectiveness in supervising/managing, monitoring daily work activities, evaluating, training and motivating performance of subordinate technical, professional, supervisory and clerical support staff.
Ability to successfully perform the responsibilities of the position within a stressful work environment demonstrating a positive and professional work ethic.
Ability to occasionally work with patients possessing potentially infectious disease using the appropriate "Universal Precautions" and other safety procedures.
Highly effective verbal and written communication skills are necessary to work with staff, patients, various hospital supervisory, clinical staff and outside agencies.
