Full Job Description

The purpose of this job is to supervise the daily work of the Collection staff of the Solid Waste Utility Department and oversee the collection of commercial and residential refuse and recycling.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.

Manages daily work of subordinate supervisors over crews collecting refuse and recycling.

Assists in preparing annual budget for Collection and monitors spending and plans for equipment acquisition and/or replacement.

Coordinates proper maintenance and repair of equipment.

Maintains billing for the University of Missouri and works with the Community Improvement District.

Reviews plans for proposed solid waste enclosures and identifies potential problems interfering with services.

Communicates with customers about issues and/or concerns regarding collection of refuse or recycling material.

Regular attendance is a necessary and essential function.

Performs other duties as assigned.

Supervisory Responsibilities

Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function. This includes making decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments as needed.

Position has limited fiscal responsibility.

May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor work unit or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

Bachelor’s Degree in public administration, business, environmental science, or related field

7 to 9 years’ experience in public administration, environmental science, business, or related field

Licenses or Certifications

Valid driver’s license.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

Knowledge of:

Collection equipment and methods.

City’s billing practices and enterprise software.

Budget control methods, policies, and procedures.

Skill in:

Communicating verbally and in writing to meet the needs of the audience.

Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Hours/Days

7:00 am to 4:00 pm / Monday – Friday with occasional evening and weekend hours required based on department needs.

Starting Salary

$35.30/hr. minimum - $43.43/hr. midpoint; Commensurate with training and experience
