Full Job Description

The purpose of this job is to investigate complaints, inspect properties, and enforce city codes and ordinances. Assists in training, instructing, and guiding Code Enforcement Specialist I.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

Conducts property inspections and code enforcement investigations.

Fields complaints from the public.

Prepares notices of violation and abatement, inspection reports, and case documentation.

Participates in community events and provides public education of code, including violations and application.

Trains and guides staff on code enforcement cases and inspections.

Maintains division records and code enforcement software; implements new software as required.

Regular attendance is a necessary and essential function.

Performs other duties as assigned.

Supervisory Responsibilities

No supervisory authority. Work requires providing guidance and training to others. This position may oversee work quality, training, instruction, and work assignments.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

Associate’s Degree or 2 years of college.

5 to 7 years’ experience in code enforcement.

Licenses or Certifications

Valid driver’s license.

International Code Council (ICC) certification.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

Knowledge of:

Relevant laws and regulations pertaining to city codes, enforcement, and records retention.

General office practices and administrative procedures, records management, and administration techniques and procedures.

Common business software applications such as Microsoft Office and Google Suite.

Building construction and maintenance.

Skill in:

Applying tact and mediating conflict.

Communicating verbally and in writing to meet the needs of the audience.

Applying active listening and asking questions for understanding.

Collecting, organizing, and analyzing complex and/or technical data.

Typing and/or data entry with minimal errors.

Training and instructing others.

Ability to:

Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.

Provide high levels of effective customer service.

Recognize, analyze, and solve a variety of problems.

Exercise sound judgment in making enforcement decisions.

Educate others on requirements and violations.

Render credible testimony in court.

Regularly use a computer, software, phone and related office equipment.

Focus on tasks.

Incumbents occasionally required to use a ladder to access crawl spaces, attics, roofs, or trenches.
