PRIMARY FUNCTION: The Program Coordinator of Educational Compliance for the Program for Exceptional Students ensures that the school system complies with all federal, state, and local laws governing special education services. This role oversees compliance monitoring, corrective actions, policies, and procedures related to IDEA, Section 504, and related regulations, and provides leadership to ensure legally sound and equitable services for students with disabilities. This role also provides leadership, guidance, and program oversight to ensure high-quality service delivery that supports students with disabilities.
1. Educational Level:
Master’s degree in Special Education, Education, Educational Leadership, or related field.
2. Certification/License:
Must have a valid GA state certification in Special Education; dual certification in General Education and Special Education preferred. Valid driver's license.
3. Experience:
A minimum of 10 years’ experience as a special education and/or general education teacher with experience with IEP and 504 development and implementation in the classroom or school building preferred.

5. Knowledge, Skills, & Abilities:
KNOWLEDGE is required of the Program Coordinator of Educational Compliance and knowledge of School Board policies and procedures. Considerable knowledge of psychological evaluation, consultation, counseling, social skills, and crisis intervention. Knowledge of how to meet the child find obligations of identifying students with disabilities. Extensive knowledge of professional issues related to school psychology, federal and state regulations/laws, due process, professional ethics, technology, and school reform.
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using pertinent software applications; Ability to plan, organize and facilitate productive teaming; and preparing and maintaining accurate records, and strong verbal and written communication skills are imperative. Skills in interviewing, communication, and interpersonal relationships.
ABILITY required to schedule a number of activities, meetings, and or events; routinely gather, collate, and/or classify data; and use job-related equipment. Ability to make sound professional judgments and demonstrate leadership abilities. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; and work with data of widely varied types and/or purposes. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines. Specific ability-based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining confidentiality; facilitating communication between persons with frequently divergent positions; working as part of a team and communicating with diverse groups and individuals; transport self to over 20 school sites, programs, and support facilities.
Essential Functions:

Ensure district-wide compliance with Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and all applicable state special education regulations. Particular areas of focus will be directed by Executive Director of Program for Exceptional Students to ensure current and anticipated compliance concerns are addressed in the areas of the strongest need.

Oversee District’s implementation of Section 504; create / update processes and internal systems as needed to ensure appropriate implementation.

Design, implement, and oversee compliance systems, internal controls, and audit processes at the District and school-levels to ensure adherence across all schools.

Work directly with internal and external legal personnel to direct and manage implementation of legal settlements, corrective action plans and any other post-Complaint processes.

Monitor and ensure the timely and accurate completion of evaluations of students, Individualized Education Programs (IEPs), Section 504 Plans and accommodations, service delivery, and required documentation.

Analyze compliance data to identify trends, gaps, and systemic issues; develop strategies to address areas of risk. Track success of strategies developed with data.

Partner with special education leadership to strengthen compliance and strengthen instructional and operational practices.

Provide ongoing training, guidance, and technical assistance to administrators and staff on compliance requirements and best educational practices.

Develop and maintain district special education policies, procedures, and guidance documents to ensure alignment with educational and compliance requirements.

Serve as a liaison with state education agencies and internal legal counsel regarding compliance matters.

Serve as a resource to principals and school leaders on special education compliance and regulatory requirements.

Facilitate effective communication among district leadership, school staff, families, and community partners.

Represent the district in compliance-related meetings, hearings, and professional engagements.

Lead continuous improvement efforts by evaluating program effectiveness and recommending policy or procedural enhancements.

Promote equitable, inclusive practices that support high-quality outcomes for students with disabilities.

Maintain consistent attendance and punctuality to support departmental goals and operational effectiveness.

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
