JOB SUMMARY:
The Airport Assistant Manager reports to the Airport Director and is responsible for the following:
- Maintaining Airport record documents including airfield inspections, airport condition reporting, wildlife mitigation records, airport employee training records, fuel farms and vehicle inspections, and ARFF training records.
- Ensure airfield compliance with Airport Certification Manual and make changes and updates as necessary.
- Acts as the Wildlife Hazard Coordinator and is responsible for airport employee training and certifications. Mitigates wildlife hazards by conducting wildlife dispersal activities while maintaining various wildlife devices and acquiring proper permits for wildlife depredation.
- Provides on-site supervision during airfield emergency and severe weather situations in the absence of the Airport Director. Assists in the coordination of and response to all emergency situations. Provides recommended changes and updates to the Airport Emergency Plan as needed.
- Ensures airport compliance with the Federal Aviation Administration Part 139.
- Supervises daily inspections to include runways, taxiways, safety areas, ramp areas, and perimeter fence line for aesthetics, safety, security, and general conditions; take appropriate action when necessary to correct unsuitable conditions.
- Manages and Controls Snow and Ice Control Center during related weather events and subsequent meetings and events.
- Ensures Part 139 compliance of Columbus Fire Department ARFF Personnel.
- Responsible for issuing NOTAMs and training airport teammates on airfield condition reporting and ensures accuracy and quickly follow up on issues.
- Acts as quality control and inventory manager in the performance of the self-fueling facility and is responsible for training airport employees on fuel farm etiquette.
- Plan Administrator for the SPCC and SWPPP documentation and submittals up to Indiana Department of Environmental Management Regulations.
- Assist with updates and execution of the airport’s Capital Improvement Plan (CIP).
- Collaborate with engineering consultants and contractors to enforce compliance with FAA Construction Safety Phasing Plans (CSPP).
- Maintain hangar waitlists, support prospective tenants through leasing and construction, and foster positive tenant relations.
- Step in as Maintenance Manager as operational needs dictate.
- Coordinate specialized operations and events including Aviation Day, Civil Air Patrol Training Missions, and Military Drop Zone requests.
- Coordinates the usage of the NW Apron.
- Leads communication with AirPark and Airport tenants via Textline.
- Serve as a primary liaison between the airport tenants, business partners, FBO teammates, ATC personnel, military, and the flying public.
- All other duties assigned by the Airport Director.
REQUIRED QUALIFICATIONS:
- This position is subject to the City's Drug and Alcohol-Free Workplace Program which includes pre-employment testing, post-accident testing, reasonable suspicion testing, and return-to-duty testing and follow-up testing.
- Must have or obtain a valid Indiana Driver’s License and always maintain. Must have a good driving record, sufficient to be covered by city insurance while on duty.
- Ability to communicate orally and in writing is required.
- Comprehensive knowledge of personal computers and software packages, including specific knowledge of MS Word, MS Excel, MS PowerPoint, and electronic document management.
- Ability to learn and become effective in the use of the City's financial software (Munis), the Airport's airfield and lease management software (Veoci), and the Airport’s operational AI program (Illuminex AI).
- Ability to establish and maintain effective working relationships with co-workers, supervisors, other City personnel, and the public.
PREFERRED SKILLS:
- Knowledge of Federal Aviation Administration and INDOT Office of Aviation
- Working knowledge of FAA Part 139
- Graduation from an accredited four-year college or university with a degree in aviation management or degree similar is preferred
- Three to five years of direct airport operations experience is preferred
- Experience in the management field is preferred
RESIDENCY:
- Must reside in Bartholomew County or adjoining county within six (6) months of employment.
