Full Job Description

POSITION SUMMARY:

Under general direction of the VP/SBA Program Manager, the SBA Loan Portfolio Manager is responsible for the portfolio management, servicing, credit analysis, and ongoing administration of Small Business Administration (SBA) loans, including SBA 7(a), SBA 504, and other SBA‑supported lending programs.

The position will be actively involved in SBA eligibility determination, underwriting, and credit analysis in accordance with current SBA Standard Operating Procedures (SOPs) and Bank credit policy. The SBA Loan Portfolio Manager supports the SBA Program Manager in maintaining SBA program integrity, credit quality, and SBA guaranty preservation throughout the life cycle of SBA loans.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

SBA Eligibility Determination & Underwriting

Participate in determining borrower, business, and transaction eligibility for SBA loan programs in accordance with current SBA SOPs.
Review SBA loan requests for compliance with SBA eligibility requirements, including ownership, affiliation, size standards, and eligible use of proceeds.
Perform underwriting and credit analysis for SBA loans, including new originations, renewals, and modifications.
Analyze borrower financial statements, tax returns, cash flow, global debt service coverage, collateral, and guarantor support.
Identify and document key credit risks, eligibility considerations, and mitigating factors.
Prepare and/or contribute to SBA credit memoranda and underwriting summaries consistent with Bank standards and SBA expectations.
Ensure credit memoranda appropriately summarize the operating business, ownership structure, loan request, repayment capacity, collateral, and other loan‑specific factors, including documentation addressing “credit not available elsewhere” when required.
Support SBA lenders and the SBA Program Manager with eligibility and credit‑related questions during screening, underwriting, and approval processes.

SBA Loan Processing, Closing & Administration

Enter approved loan terms into E-Tran (ETRAN) to obtain SBA loan numbers and generate SBA Terms and Conditions.
Prepare or review SBA closing checklists and final closing packages for completeness, assist in gathering checklist items, and review for compliance prior to release to the lender or designated closing agent.

SBA Portfolio Management & Servicing

Manage and monitor an assigned portfolio of SBA loans to ensure ongoing credit quality, covenant compliance, and adherence to SBA SOPs and loan authorization requirements.
Track and review required interim and annual borrower financial reporting throughout the life of the loan.
Assist with SBA servicing actions including deferments, extensions, modifications, subordinations, assumptions, restructures, and other servicing requests requiring SBA approval.
Support problem loan management, workouts, and liquidation activities in coordination with the SBA Program Manager to protect the SBA guaranty.
Review SBA loan files post‑closing to ensure documentation accuracy, lien perfection, and proper use of proceeds.
Maintain accurate and complete SBA loan files and ensure data integrity within SBA systems and other Bank systems.
Assist the SBA Program Manager with preparation for internal audits, regulatory examinations, and SBA reviews.
Coordinate with SBA lenders, Credit Administration, Loan Operations, vendors, and outside legal counsel as needed.

Credit Approval Authority & Governance

Provide recommendations regarding loan structure, risk rating, and approval conditions for SBA loan requests.
Credit approval authority, final eligibility determinations, and program‑level decisions remain with the VP/SBA Program Manager and designated credit approval authorities in accordance with Bank policy.
The SBA Loan Portfolio Manager does not independently approve credit unless expressly delegated in writing and consistent with Bank policy.

Professional Conduct & Compliance

Maintain the privacy of customer information and the security of all records.
Understand and adhere to responsibilities associated with BSA and AML as they relate to SBA lending.
Adhere to organizational policies and procedures.
Conduct work relationships and interactions professionally:
Maintain high levels of confidentiality
Conduct conversations in a professional manner
Successfully attend and complete all mandatory and elective training, including SBA‑specific training.
Represent the Bank at SBA‑related or community events as requested.
Assume any and all other responsibilities assigned.

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree in business, finance, accounting, or related field preferred.
Three (3) or more years of experience in SBA lending, SBA underwriting, SBA servicing, or related credit administration role.
Strong working knowledge of SBA loan programs and current SBA SOPs.
Proficiency with Microsoft Office applications and SBA loan systems, including SBA systems.

OTHER SKILLS:

Strong analytical, organizational, and documentation skills.
Ability to work independently and in a team environment with limited supervision.
Strong attention to detail and ability to manage multiple priorities.
Ability to react to stressful situations with professionalism while remaining calm.

PHYSICAL DEMANDS:

Must be able to sit, stand, and walk; reach with hands and arms; use hands; talk and hear; lift or move up to 25 pounds; may occasionally need to stoop or kneel. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.

Pay: $60,000.00 - $80,000.00 per year
