Full Job Description

JOB SUMMARY: Kingston Township in Delaware County, Ohio is looking for a Part-Time Zoning Inspector.

Under the general direction of the Kingston Township Board of Trustees (BoT), the Zoning Inspector shall administer and enforce the Kingston Township Zoning Resolution (Zoning Resolution) and adherence to the Township Comprehensive Plan while working with the Board of Zoning Commission (BZC), the Board of Zoning Appeals (BZA), the Zoning Secretary and/or the Fiscal Officer, and the BoT.

The Zoning Inspector will directly interact with the township residents and the public in general, representing Kingston Township (Township) on zoning matters.

The Zoning Inspector, as needed, will interact with Delaware County officials from, but not limited to, the Building Department, Regional Planning, Soil and Water, and Assistant Prosecutors when necessary.

Before entering upon the duties of the office, the Zoning Inspector shall give bond signed by a bonding or surety company authorized to do business in the State of Ohio, or, at the Zoning Inspector’s option, signed by two (2) or more freeholders having real estate in the value of double the amount of the bond, over and above all encumbrances to the state, in the sum of not less than one thousand dollars ($1,000.00) or more than five thousand dollars ($5,000.00) as fixed by the BoT. The bond shall be conditioned upon the faithful performance of the Zoning Inspector’s official duties. Such bond shall be deposited with the Township Fiscal Officer.

The primary and regular duties of the Zoning Inspector include the issuance and/or denial of permits, dealing with zoning violations, record-keeping in coordination with the Zoning Secretary and/or Fiscal Officer, and other duties, as needed. This is a part-time position; however, hours could fluctuate with increased or decreased zoning activities. The duties of the Zoning Inspector are those prescribed, authorized, or limited by the BoT and normally include the following:

GENERAL RESPONSIBILITIES:

· Administer and enforce zoning regulations.

· Review all applications for zoning permits.

· Issue zoning permits based upon the Zoning Resolution and the Zoning Map.

· Answer questions relating to land use, zoning districts, and the Zoning Resolution for the public.

· Conduct on-site inspections as necessary.

· Investigate all complaints received from Township residents alleging zoning violations and report findings to the BoT.

· Observe the Township and make note of obvious problems, violations, and/or land use issues including junk vehicles and nuisance violations and report such to the BoT.

· Upon discovery of a zoning violation, notify, in writing, the person responsible for such violation and order the action necessary to correct the violation.

· Order discontinuance of illegal uses of land, buildings, or structures.

· Order removal of illegal buildings or structures or illegal additions or structural alterations.

· Review all applicable subdivision plats and lot splits that are submitted to the Delaware County Regional Planning Commission to determine if the plat or lot split conforms to all applicable provisions of the Zoning Resolution.

· Be primary contact point within the Township for Regional Planning and coordinate Township representation at scheduled Regional Planning Meetings as appropriate to represent Township interests within Regional Planning.

· Inspect sites where applications for Zoning Variances or Conditional uses have been requested and provide testimony as a witness for the Township at the applicable BZA hearing, stating evidence of what was witnessed at the site in relation to the conditions upon which the variance or use request is based.

· Act as the BoTs’ technical reference relating to the Zoning Resolution and Township parcels.

· On request of the BoT, from input from Regional Planning, or periodically as needed, conduct research regarding sections of the Zoning Resolution that may require updating based upon issues that arise or due to changes in the law and insights from BZC meetings.

· Work with Township IT staff to update website as needed. Alert BoT of any changes and open positions and assist in recruiting residents as needed to fill open positions.

· Update changes to the zoning map as amended by the BZC and by resolution of the BoT.

· Produce a monthly Zoning Report of all the activity regarding the zoning office for submission to monthly BoT regular meetings.

· Report all zoning receipts and expenditures to the Township Fiscal Officer

· Attend BoT regular meetings and be prepared to elaborate and clarify any information contained on the Zoning Report.

· Take any other action authorized by the Zoning Resolution to ensure compliance with or to prevent violation of the Zoning Resolution.

· Any other duties assigned by the BoT.

RECORD KEEPING:

· Prior to updating the zoning map as amended by the BoT, copy the previous Zoning Map, date it, and retain a permanent file of such map at the Township Hall.

· Maintain the official Zoning Map at the Township Hall.

· Keep records of all zoning applications and zoning certificates in the Township Hall.

SKILLS AND QUALIFICATIONS:

· Familiar with site plans, zoning regulations, and township procedures.

· Ability to learn zoning regulations, Ohio zoning laws, township procedures, and permit processes.

· Knowledge of general office procedures and administrative practices.

· Comfortable and skilled in written and verbal interpersonal communications.

· Ability to communicate professionally with the public, elected officials, and staff.

· Ability to organize and maintain detailed zoning records and files, including financial records of receipts and expenditures related to zoning.

· Strong attention to detail and accuracy.

· Ability to prioritize tasks and manage multiple responsibilities.

· Proficient in web-based applications, online software systems, and Microsoft Office applications including Word, Excel, and Outlook to utilize the county GIS website for determining parcel and other relevant information, input permits, organize relevant information in spreadsheets, and communicate via e-mail and other written correspondences.

MINIMUM QUALIFICATIONS:

· High school diploma or equivalent required.

· Previous administrative, clerical, or office experience preferred.

· Experience working in zoning, planning, local government, permitting, or public administration preferred; however, training will be provided.

· Possession of a valid Ohio driver’s license required.

WORKING CONDITIONS:

· Ability to sit, stand, walk, bend, and lift office materials up to 25 pounds occasionally.

· Ability to operate standard office equipment including computers, printers, copiers, and telephones.

JOB TYPE: Part-time; Office Hours are Tuesday from 9 AM – 12 PM and Thursday 8:00 AM – 3:00 PM with occasional evening meetings.

PAY: Starting at $25.00/hour; actual starting rate will be determined based on the candidate’s experience, qualifications, and relevant skills.
