Full Job Description

Job Overview
We are seeking a dynamic and proactive Human Capital Management Analyst specializing as a Talent Acquisition Specialist to join our innovative HR team. In this pivotal role, you will drive the full cycle recruitment process, from sourcing top talent to onboarding new employees, ensuring we attract and retain the best candidates aligned with our organizational goals. Your expertise in talent management, HR sourcing, and employment law will empower us to build a diverse and high-performing workforce. This paid position offers an exciting opportunity to influence our talent strategy while working with cutting-edge HR technology platforms and social media marketing tools to elevate our employer brand.

Responsibilities

Position Descriptions - requests job duties from hiring manager; adds appropriate knowledge, skills, and abilities; shares classification specifications when requested; enters position description data into the Peoplesoft application.
Recruitment - creates vacancies in the applicant tracking system (Taleo); posts positions to internal and external job boards; notifies sourcing partners of vacancies; posts jobs to external job boards (e.g., Handshake, Honest, LinkedIn); attends job analysis sessions with the Talent Strategy Manager; routes posting requisitions to supervisor for review; represents agency at job fairs.
Selection - serves as the human resources (HR) representative on interviews; screens applications for minimum qualifications; notifies hiring manager when applications are ready to review; conducts reference checks, background checks, and drug tests; drafts offers of employment; schedules interviews.
Candidate Deployment - processes electronic personnel action requests (ePARs) to hire, transfer, or promote staff; sends hire announcement to all employees at the agency; requests new-hire forms; submits on-boarding ticket requests to the Information Systems Division.
Maintains the tables of organization (TOs) for the agency: makes revisions when employees leave, join, or change positions within the agency; prepares TOs to be published on the agency's intranet on a monthly basis; responds to requests to receive chart in varied formats.
Ensure HR legal compliance across all recruitment activities by staying current on employment law in talent management and HR legal regulations.
Performs other duties as assigned: disposes of personnel and selection files in accordance with records retention schedule and procedure; completes employment verifications; drafts content for employee newsletter; attends staff meetings; serves as HR content manager for intranet and webpage.

Education: Some College Education is required.

Pay: $32.26 per hour
